Performance Work Statement (PWS) for OC-135B Reduced Vertical Separation Minimums (RVSM)

RVSM Skin Contour Certification Services for Basic and Options 1 &2 Perform 24-month inspections and provide certifications for both OC-135B aircraft (61-2670 & 61-2672). Both aircraft will be available at Offutt AFB and two or more USAF personnel will be available to assist with the skin mapping. Contractor will perform the data evaluation, issuance of the conformity certificates and provide any travel related costs.

The Contractor shall:

1. Measure the skin waviness on OC-135B aircraft 61-2670 and 61-2672 in accordance with Airworthiness Certification Document entitled "Instructions for Initial and Continued Airworthiness for OC-135B Model Airplanes Qualified for Operations in Reduced Vertical Separation Minima (RVSM) Airspace." This inspection will be accomplished at Offutt AFB, NE.

2. Document that these aircraft have passed the skin waviness measurement and are therefore RVSM compliant in the appropriate Airworthiness Documents and aircraft records. Additionally, provide copies of the updated documents to AFLCMC/WKDAA.

3. Revise the current Airworthiness Certification Document entitled "Instructions for Initial and Continued Airworthiness for OC-135B Model Airplanes Qualified for Operations in Reduced Vertical Separation Minima (RVSM) Airspace" to update the re-inspection timeframe for accomplishment of this skin waviness measurement to every 2 years or every 1000 flight hours whichever occurs last and update its existing equipment list.

4. Provide certificate of compliance for both aircraft.

Optional Engineering Evaluation for Elimination of periodic 24-Month skin waviness inspections Perform the preliminary evaluation to determine if current and past skin waviness data will substantiate elimination of future 24-month skin waviness inspections. Both aircraft will be available at Offutt AFB and two or more USAF personnel will be available to assist with the skin mapping. Contractor will perform the data evaluation and provide any travel related costs.

The contractor shall:

1. Acquire current skin contour data, run analysis, and preform the preliminary evaluation of current and past data. Price this separate from the remaining below steps. Should the results indicate future skin waviness inspections can not be eliminated, no further evaluation steps are required. The contractor will deliver to the Government the detailed report(s) and/or documentation indicating future skin waviness inspections can not be eliminated.

2. If the preliminary evaluation results indicate future skin waviness inspections can be waived, the contractor will then re-calculate the error budget and analytical model for each airplane. Then add any substantiation, which the skin waviness data gathered over time, supports the elimination of the future requirement.

3. Create any new instructions for continued airworthiness, as required.

4. The contractor will deliver to the Government the detailed report(s) and/or documentation indicating future skin waviness inspections can be eliminated.
