| The cited FAR clause requires information on the “first page” of the proposal that is not specified in Section L paragraph 2.5 for the “cover sheet”. |
Please clarify if the cover sheet is to include the following items per 52.215-1 (c)(2) but which are not called for in L 2.5:
RFP (2)(iii) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item;
RFP (2) (iv) Names, titles, and telephone and facsimile numbers (and electronic addresses if available) of persons authorized to negotiate on the offeror's behalf with the Government in connection with this solicitation; and RFP (2)(v) Name, title, and signature of person authorized to sign the proposal. Proposals signed by an agent shall be accompanied by evidence of that agent's authority, unless that evidence has been previously furnished to the issuing office. RFP section “Instructions, Conditions, & Notices to Offerors or Quoters”, FAR clause 52.215-1 Instructions to Offerors-Competitive Acquisition, section (c)(2) on page 689 The Government has reviewed the clause referenced and Section L as it is currently written. The Government would like to clarify Section L 2.5 is intended to be a more general set of instructions for the cover sheet. In addition to 2.5, the Government also has additional instructions specific to each volume. For example: 6.3.2 requests information similar to RFP (2)(iv) and (v) references of clause 52.215-1. Additionally, 6.2 complies with information described in RFP 2(iii) of clause 52.215-1.
The Government does not view the cover sheet and first page of proposal as the same. However, the Government will accept the information on either page.
Please note: in row 110 for CLIN X007AD, the Extended Pricing calculations in columns Y through AH do no compute a correct extended price.
The calculations compute only the price of the Over and Above Fixed Material Handling Rate; the value of the BEQ (entered by the Government in rows E through N) is not included in the calculated Extended Pricing.

| Paragraph 2.3.11 instructs offerors to complete the Requirements Correlation Matrix (Table 2). However, none of the subsequent instructions in section L indicate where this Matrix is to be included in the proposal volumes. |
Please clarify where offerors are to include the Requirements Correlation Matrix is to be included in the proposal.

| After reviewing the updated CLIN X003 Spares price matrix and GFP Attachment, there are still numerous discrepancies requiring clarification. 49 of the 90 sub-CLINs for X003 are not listed in the updated GFP attachment; therefore we cannot reference the manufacturer’s cage code for reasonably pricing these items. | General question | GFP attachment is only to show what the government is currently have in the inventory; therefore, it is not intended for vendor to use as Cage Code reference for pricing as some parts in the inventory are made in late -90/2000 and the manufacturer of those cage code are no longer available. | L3.2.3.b requires a completed ITO Attachment 3.0 Small Business Participation Commitment Document (SBPCD) as part of the Program Management subfactor in the Technical volume. The SBPCD contains price information; specifically, the Total Contract Value (or, Total Evaluated Price (TEP)) is to be entered, along with small business participation dollar values and their respective percentage of TEP. | Section L Instructions to Offerors paragraph 3.2.3.b Small Business Participation | The Government has reviewed reference in the RFP and has determined the instructions to be accurate, without contradiction. For this acquisition, the MQR is 15%. In order to validate the MQR, the Government requires the TEP along with the small business participation dollars as required on the SBPCD, Attachment 3.0. For example, the Government will validate the proposed TEP and Small Business dollars to the proposed MQR percentage by taking the proposed TEP multiplied by the proposed MQR to equal the proposed Small Business amount provided on the SBPCD.
