PERFORMANCE WORK STATEMENT

FOR

ACOUSTIC TESTING

FOR B-1 SYSTEM PROGRAM OFFICE

IN

BUILDING 3001, B-1 SECURE FACILITY, POST 2AD76A-2AE77A

ROOMS 101, 102, 103, 104, 105, 106, & 107

1. SECTION ONE

1.1. Scope: The Contractor shall provide all labor, tools, equipment, test equipment, materials, quality control, transportation, and inspection manuals necessary to perform Acoustic Testing for the B-1 Secure Facility in Building 3001, Post 2AD76A-2AE77A for the B-1 System Program Office (SPO) on Tinker Air Force Base (AFB), OK.

1.1.1. The Contractor shall be responsible for ensuring all services, parts, and Original Equipment Manufacturer (OEM) components provided under this contract are in accordance with (IAW) the terms and conditions outlined herein, the manufacturer's equipment specifications, and this Performance Work Statement (PWS).

1.2. Requested Services: This service is for a formal acoustic instrumentation test of six rooms comprising the B-1 Secure Facility located in Building 3001, Post 2AD76A-2AE77A on Tinker AFB to determine the Sound Transmission Class (STC) rating of the space. This test would identify which areas meet ICD 705 Tech Specs – for ICD/ICS 705 acoustic standards while pinpointing areas that may require additional acoustic mitigations.

1.2.1. Testing protocols to be conducted:

ASTC – Apparent Sound Transmission Class

STC – Sound Transmission Class

NIC – Noise Induction Class

Decay Rate Testing

1.2.2. ASTM/ANSI specifications for testing protocols:

ASTM E-336-16 – Standard Test Method for Measurement of Airborne Sound Attenuation Between Rooms in Buildings

ASTM E-2235-04 – Standard Test Method for Determination of Decay Rates for Use in Sound Insulation Test Methods

ANSI S1.4 -- Specifications for Sound Level Meters

1.3. Testing Service:

1.3.1. Total testing square feet (sqft.): approximately 1,500 sqft

1.3.2. Areas to be tested: Rooms 101, 102, 103 (hallway), 104, 105, 106, and 107 (see attached Facility Floorplan)

1.3.2.1. The partitions of each room shall be tested. The floor and ceiling of the facility shall be tested.

1.3.2.2. Testing shall encompass any doors and/or penetration points associated with tested partitions.

1.3.3. The Contractor shall demonstrate to the Government Point of Contact (GPOC) and the Subject Matter Expert (SME) that the testing equipment is in working order.

1.3.4. The Contractor shall utilize audio test sources with variable sound level output.

The output frequency range shall include normal speech. Audio gain of the test source shall produce “loud” to “very loud speech” associated with STC Sound Groups 3 and 4 as defined by IC Tech Spec – for ICD/ICS 705, Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (dated 26 July 2021).

1.3.5. The Contractor shall provide written reports on each room tested to include a description of the test procedures; ASTC and NIC ratings; transmission loss curves; and decay testing.

1.4. Evaluation Report: The Contractor shall accomplish Acoustic Testing on each room requested and provide an evaluation report on a contractor-devised form in-person or via email to the GPOC and the Contracting Officer (CO) within three (3) business days of test completion. At a minimum, the information cited on the evaluation report shall include:

1.5. Continuation of Essential Department of Defense (DoD0 Contractor Services During Crisis: This requirement has been determined not to be essential and does not require continued support during a crisis as defined in DFARS 252.237-7023.

1.6. Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday-Friday, 0800-1600. These days and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable. If work hours are required outside the hours stated, the Contractor shall contact the GPOC for coordination and approval from the CO. Upon approval from the CO, the Government SME or GPOC must be present on-site with the Contractor, unless otherwise determined by the GPOC and/or CO.

1.7. Special Qualifications: The Contractor shall be qualified to conduct audio testing per standard testing protocols to include Advancing Standards Transforming Markets (ASTM) E- 336-16, ASTM E-2235-04, American National Standard Institute (ANSI) S1.4, International Organization for Standardization (ISO) 140-1, and/or ISO 717-1. This special qualification(s) shall be provided to the Government at time of proposal.

1.8. Contractor Personnel Requirements:

1.8.1. Listing of Contractor Employees: The Contractor shall provide an initial listing of names and position titles of employee who will support this contract to the GPOC within five (5) business days after the contract award date. This list shall be updated, as necessary, when employees are added/removed or when employees change status or position. By completion of this contract, the GPOC shall be provided a comprehensive list of all Contractor personnel who supported this contract.

1.8.1.1. The Contractor shall provide the name of the Contract Manager (CM) and any alternates who shall act on behalf of the Contractor when the CM is absent.

They shall be designated to the CO and GPOC, in writing, within five (5) business days after the contract award date. The Contractor shall provide telephone numbers and email addresses where the CM and alternate(s) may be contacted at any time. The CM or alternate(s) shall have full authority to act for the Contractor on all matters relating to operation of this contract for the B-1 SPO on Tinker AFB. The CM or alternate shall be available to meet on the installation with Government personnel designated by the CO to discuss problem areas.

1.8.2. All Contractor personnel employed to support this contract shall be U.S. citizens or U.S. persons (i.e., an individual who has been lawfully admitted for permanent residence as defined in 8 U.S.C. 1 101(a)(20)). No foreign nationals shall be used in support of this contract.

1.8.3. The Contractor shall not employ persons on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, general well-being, and/or operational mission of the installation and its population. The Contractor shall not employ any person who is an employee of the United States Government (USG) if the employment of the person would create a conflict of interest.

The Contractor shall not employ any person who is an employee of the Department of the Air Force (DAF), either military or civilian, unless such person seeks and received approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the Contractor shall not employ any person who is an employee of the DAF if such employment would be contrary to the policies contained in Air Force Instruction (AFI) 64-106, Air Force Industrial Labor Relations Activities. The Contractor shall be prohibited from employing off-duty Government POCs who are providing surveillance on any contracts/subcontracts awarded to the Contractor.

1.8.4. The Contractor shall employ and maintain a technically trained and experienced work force.

1.8.5. The Contractor and Contractor personnel shall be required to identify themselves as contractor personnel by introducing themselves or being introduced as Contractor personnel. The Contractor personnel shall also display distinguishing badges or other visible identification for meetings with Government personnel or while performing work for the B-1 SPO on Tinker AFB. The Contractor and Contractor personnel shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

1.8.6. All Contractor personnel, depending on particular condition, occasion, or job assignment shall be required to wear professional and suitable attire. All Contractor personnel shall conduct themselves in a professional and courteous manner.

1.8.7. The selection, assignment, reassignment, transfer, supervision, management, and control of Contractor personnel in performance of this PWS shall be the responsibility and prerogative of the Contractor. However, the Contractor shall comply with the requirements set forth in this PWS and Tinker AFB regulations concerning the conduct of employees as referenced herein.

1.9. Environmental Protection and Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations, instructions, and requirements regarding environmental protection and occupational safety and health.

1.9.1. The Contractor shall be compliant with the Tinker AFB Supplement to AFI 32- 7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Hazardous Waste Management Plan (TAFB HWMP), and any applicable local procedures affecting environmental protection and safety.

1.10. Hazardous Material (HAZMAT): If HAZMAT will not be brought on base or used in performance of this contract, the Contractor shall certify “No HAZMAT will be brought on base” or “No HAZMAT Usage” in writing on company letterhead. This certification shall be provided to the GPOC within ten (10) days after contract award. Upon GPOC receipt of this certification, the requirements of this section no longer apply. Appropriate penalties for the Contractor, or administrative and disciplinary action for the later shall be assess if found in violation of the above certification.

1.10.1. The Contractor shall not store chemicals or HAZMAT on Tinker AFB. The Contractor shall be compliant with HAZMAT management procedures and maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the GPOC monthly, the last business day of each month, or when the required work is completed.

The GPOC will forward the records to the Unit Environmental Coordinator (UEC) no later than the fourth (4th) day of the following month or the first (1st) subsequent business day.

1.11. Safety Data Sheet (SDS) and Labelling: Upon GPOC receipt of the “No HAZMAT Usafe” certification, the requirements of this section no longer apply.

1.11.1. The Contractor shall not transport, ship, or use any chemical, material, or substance used in the performance of this PWS on Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Within ten (10) calendar days after contract award date, the Contractor shall submit to the GPOC all Safety Data Sheets (SDSs) and a completed OC-ALC Form 152, SDS Information Sheet. The Contractor shall receive approval from the GPOC prior to shipping any chemical, material, or substance to Tinker AFB. A copy of the manufacturer SDS shall accompany the shipment. The Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The Contractor shall ensure containers of hazardous chemicals are labeled with the following information, prior to shipping to Tinker AFB IAW OSHA Hazardous Communication Standard, Title 29, CFR Part 1910.1200 (2012):

product identifier; signal word; hazard statement(s); precautionary statement(s);

pictogram(s); and name, address and telephone number of the chemical manufacturer, importer, or other responsible party. The GPOC will forward all SDS submittals to 72 ABW/CEIE for approval. A current manufacturer SDS shall be submitted to the GPOC if the Contractor changes manufacturer or vendor for any chemicals that were prior approved. The Contractor shall maintain copies of manufacturer SDSs for all chemicals and SDSs shall be readily accessible at all times by Contractor personnel as well as government employees.

1.12. Hazardous Waste (HAZWASTE): If no HAZWASTE will be generated during performance of this contract, the Contractor shall certify “No Hazardous Waste Generation” in writing on company letterhead. This certification shall be provided to the GPOC within ten (10) days after contract award. Upon GPOC receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply. Appropriate penalties for the Contractor, or administrative and disciplinary action for the later shall be assess if found in violation of the above certification.

1.12.1. The Contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous waste in government furnished waste containers located in the shop or area the work is being performed. The Contractor shall notify the GPOC if the required waste containers are not available on site.

1.13. Discharges. Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be approved and done IAW Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Notice of intent documentation shall be provided to the GPOC within ten (10) days after award. The GPOC will submit the required notice of intent documentation to the UEC for 72 ABW/CEIE approval. The Contractor shall not discharge into IWTP and sanitary sewer prior to approval issued by 72 ABW/CEIE. The Contractor shall maintain records of written approval issued by 72 ABW/CEIE for discharges into IWTP and sanitary sewer.

1.14. Spills. Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:

1.14.1. One (1) copy to the CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:

Name and contact number of person reporting the spill Date and time of incident Location and source of spill Substance or pollutant spilled Amount spilled and rate of discharge Any damages or injuries involved Extent of area impacted Potential hazards Actions taken Organizations contacted Remarks Section (cause of spill; contact with 911; which agencies responded)

1.15. Environmental Training. Upon GPOC receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply.

1.15.1. Contractor personnel performing duties in the service of this PWS shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD, Air Force and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Prior to obtaining training, the Contractor shall provide the name of the training institution or company and course description to the GPOC for approval within ten (10) calendar days after contract award date. Once written approval is received from the GPOC, the Contractor shall provide the environmental training certificates for employees performing duties in the service of this PWS to the GPOC, within thirty (30) calendar days after contract award date. In addition to the required environmental training, Contractors shall be compliant with Tinker AFB procedures per TAFB HWMP, "Hazardous Waste Management"."

1.16. Safety and Health on Government Installations. While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, GPOC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to Contractor personnel while they are on the installation. The Contractor shall notify the CO, GPOC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.

1.17. Forms, Technical Orders (T.O.), AFI, Air Force Materiel Command Instructions (AFMCI), and Publications. The Contractor shall obtain the forms and publications expressly required to perform the work in this contract via the internet at www.e-publishing.af.mil. In the event a form or publication is not available online, the Government POC will provide the form, instruction, or publication to the Contractor upon the Contractor’s written request (e-mail is acceptable). In the event, laws, regulations, T.O.s, AFIs, or AFMCIs change during the term of this contract, the Contractor shall be required to comply as the changes come into effect.

Contractors delivering or handling official United States Air Force (USAF) records shall comply with the applicable records management regulations in AFI 33-322, Chapter 3, in its entirety.

1.18. Housekeeping. The Contractor shall keep the work areas clean and neat IAW industry standards, the Occupational Safety and Health Administration (OSHA), fire and safety standards, and this PWS.

1.19. Privately Owned Motor Vehicles (POV). Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety, for the operation of POVs within Tinker AFB.

1.20. Visitor Passes. The Contractor shall contact the GPOC at least seven (7) business days before arriving on Tinker AFB to make arrangements for Visitor Passes, if necessary. The GPOC will assign a sponsor for the Contractor from within the organization. The Contractor and sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is south of I-40 off Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, for anyone requiring a Visitor Pass. These will be presented to the 72d Security Forces Squadron (SFS). The 72 SFS will provide AF Form 75, “Visitors Pass”, which will be valid for up to thirty (30) calendar days.

1.21. Emergency Procedures. Contractor personnel shall follow the direction of Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergencies. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. Contractor personnel shall participate with Government personnel in all fire and tornado drills at no additional cost to the Government.

2. SECTION TWO

2.1. Performance Assessment.

2.1.1. Quality Assurance Inspection/Acceptance. According to the contract’s inspection of services clause, the Government will evaluate the Contractor’s performance under this contract. The contract monitor is a representative of the CO and will participate in the administration of this contract. Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the CO. All services to be performed by the Contractor during the period of this contract will be subject to review by the CO or GPOC.

2.1.2. Performance Evaluation Meetings. The Contractor may be required to meet with the CO and the GPOC during the performance period of this contract. Meetings will be as often as necessary thereafter as determined by the CO. The written minutes of all performance evaluation meetings may be prepared by the Government and signed by the CM, CO, and GPOC. Should the Contractor non-concur with the minutes, the Contractor shall state any areas of non-concurrence in writing to the CO within ten (10) calendar days of receipt of the signed minutes.

The minutes will be included in the contract file.

3. SECTION THREE

3.1. Government Furnished Property (GFP).

3.1.1. Repair/Maintenance On-Base. The responsible Government Organization (AFLCMC/WBN) for Government Property Repair/Maintenance On-Base will be responsible for the Government Property inventory, record keeping, reporting requirements (including Report of Survey), and disposal of all Government Property requiring repair/maintenance on-base during the performance of this contract.

3.2. Government Furnished Services (GFS). The Government will furnish the following services on Tinker AFB, OK:

3.2.1. Security Forces. The Government will provide general on-base security forces’ service. The security forces’ telephone numbers are 911 for emergencies, 405-734-2000 for crimes in progress, and 405-734-3737 for non-emergency calls. The off-base 911 center receives 911 cell phone calls. Cell phone callers need to advise the 911 off-base center they are on TAFB in order to be connected with the on-base 911 center.

3.2.2. Fire Emergency and Routine Services. The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the TAFB Fire Prevention Branch. Call 911 for emergencies.

For routine fire prevention matters, call 405-734-3981 or 405-734-3982. For after hours or weekends, call 405-734-7964. For routine calls to dispatch, call 405-734-7964. The Government will provide, inspect, and maintain the fire extinguishers in Contractor occupied spaces.

3.2.3. Utilities. The Government will provide basic utility services. These utilities include natural gas, electricity, water, and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the Contractor’s responsibility to provide. The Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.

3.2.4. Workspace. The Government will provide access to the equipment and adequate workspace around the equipment.
