TABLE 1 – SERVICES SUMMARY

1. INTRODUCTION/BACKGROUND

The U.S. Air Force is modernizing its Ground Theater Air Control Systems to provide a more agile, scalable, and capable platform in-line with the latest technological advancements. In order to prepare our military system administrators to properly manage these tech-laden systems, the Rapid Capabilities Office has determined a need for a limited number of training slots for Red Hat System Administration Training (50 Airmen for the initial and follow-on advanced course). These initial 50 Airmen will return to their respective units and train the rest of their personnel.

2. TASK REQUIREMENTS

Provide training for 50 Airmen in the accredited Red Hat System Administration I (RH124) and Red Hat System Administration II (RH134) courses based on the most current version of Red Hat Enterprise Linux (RHEL), currently version 9.

a. Total class slots provided will be 100 (50 per course).

b. Training must be provided in a virtual setting where each student will log in remotely on an interactive platform to attend training that is conducted by a live instructor (not computer-driven).

c. The virtual platform must be approved and accessible on the government’s Non-classified Internet Protocol Network (NIPR) and must be officially whitelisted on NIPR from day one.

d. The virtual online platform must be accessible to each student at least 10 days before, during, and 90 days after the class so students can accomplish pre-course work, attend the training, and reference material after training is complete.

e. Each class will consist of 4-12 individuals who will complete RH124 one week and RH134 the following week.

f. Classes will be conducted for students in the United States, Asia, and Europe. All students speak English. Each class will be comprised of students from only one region. An estimated breakdown of class distribution might look like:

1) Four classes (2 for RH124 and 2 for RH134) of 4-8 per class for Asia.

2) Four classes (2 for RH124 and 2 for RH134) of 7-10 per class for Europe.

3) The remaining 20-25 students split between four to six classes (2 or 3 for RH124 and 2 or 3 for RH134) for the U.S.

This distribution would require a total of 12 – 14 classes taught over a 12-month period. This distribution is required because students in Asia and Europe are from a single office (per continent) and the office cannot excuse everyone at the same time to attend this training; especially if they take RH124 and RH134 back-to-back, which is the preferred method.

g. Red Hat System Administration Training must be geared toward members who have little to no previous experience with Linux Red Hat Enterprise systems. However, the course(s) must be comprehensive enough to prepare our students to work as Red Hat System Administrators.

h. RH124 and RH134 courses must cover the following areas, at a minimum:

1) Introduction to Linux and the Red Hat Enterprise Linux ecosystem.

2) Run commands and view shell environments.

3) Manage, organize, and secure files.

4) Manage users, groups, and user security policies.

5) Control and monitor system services.

6) Configure remote access using the web console and SSH.

7) Configure network interfaces and settings.

8) Manage software.

9) Install Red Hat Enterprise Linux using scalable methods.

10) Access security files, file systems, and networks.

11) Execute shell scripting and automation techniques.

12) Manage storage devices, logical volumes, and file systems.

13) Manage security and system access.

14) Control the boot process and system services.

15) Run containers.

g. Provide each student a completion certificate for each course no later than 1 week after finishing the Red Hat System Administrator I (RH124) and Red Hat System Administrator II (RH134).

2.1 Mission Essential Services

This requirement has been determined not to be mission essential and does not require continued support during a crisis as defined in DFARS 252.237-7023.

3. GENERAL REQUIREMENTS

3.1 Hours of Operation

The Contractor shall perform the work required under this contract during normal business hours at the students’ location. So, classes in the United States will run from Monday through Friday, 7:30 A.M. to 4:30 P.M. Central Standard Time (CST). Classes in Europe will start on Monday at 12:30 A.M. CST and end at 9:30 A.M. CST on Friday because the U.S. is 7 hours behind Italy. The classes in Asia will start on Sunday at 4:30 or 5:30 P.M. CST (depending on time of year because Korea does not have daylight savings time) and end at 1:30 or 2:30 A.M. CST on Friday morning because the U.S. is 14 hours behind Korea. Nine hours have been allotted for each class day to accommodate 8 hours for class and 1 hour for a meal break. If work is required outside the hours listed above, the Contractor shall contact the Contracting Officer Representative (COR) for approval from the Contracting Officer (CO). Upon approval from the CO, the Government POC will be notified so all students are aware of the course times.

These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.

3.2 Special Qualifications

The Contractor shall provide personnel with the following special qualifications:

A. Instructors teaching this course will hold, at a minimum, the Red Hat System Administration (RHSA) Certification or the Red Hat System Engineer (RHSE) Certification and have at least three years of experience.

B. Additionally, instructors will have a minimum of 1 year experience teaching RH 124 and RH 134 in a virtual environment. Extensive experience in Red Hat System Administration at the advanced level can be substituted in place of credentials at the discretion of the assigned USAF Contracting Officer (CO).

C. If expertise is substituted, it must include relevancy to both Red Hat Enterprise Linux version 8 and 9.

D. All personnel listed with this experience must be directly involved with instructing these courses.

3.3 Points of Contact

Contractor shall provide a primary and alternate point of contact for scheduling Red Hat courses. Additionally, Contractor shall identify an individual who has authority to act as the contractor’s representative for any discussions on the contract itself. Provide current email and phone number for each representative.

3.4 Contractor Identification

Contractor employees shall identify themselves as Contractor personnel and always display distinguishing badges or other visible identification. Contractor personnel shall appropriately identify themselves as Contractor employees in conversations, formal and informal written correspondence, teleconferences, video teleconferences, faxes, and/or other electronic communication whether with Government personnel, other contractor personnel, or with the public when supporting this contract where their status as contractor employees might not otherwise be apparent or where they might be mistaken for civil service employees or military personnel.

4. SERVICES SUMMARY (SS) REQUIREMENTS

4.1 Purpose

The Contractor shall ensure the performance objectives, performance thresholds, and support for surveillance methods are achieved as follows:

4.1.1 Performance Objectives and Thresholds.

The Contractor shall achieve performance thresholds identified in Table 2 of this PWS.

NOTE 1: The performance thresholds are designed to:

a. Align contractor performance with objectives.

b. Focus on critical success factors in meeting performance objectives.

c. Reflect performance goals.

d. Promote continuous improvement in performance.

4.1.2 Surveillance Methods.

The Contractor shall support surveillance methods as identified below.

a. Random sampling of feedback from students who have completed the course.

b. Mid-year review of student throughput to ensure all 50 students will complete the courses within the 12-month period of performance.

c. Customer complaints.

NOTE: The Contracting Office may use a combination of surveillance methods, as defined above, to monitor contractor’s performance even though the specific surveillance method is not called out in Table 1.

4.2 Contractor Performance Evaluation.

The Contractor shall be aware that the evaluation of performance will occur when the 752 OSS and Contracting Office evaluates the service of the Contractor to determine whether it meets the performance measures of the contract.

NOTE: In the event the performance measure is not met, the Contracting Officer will issue written notification to the Contractor. In those cases, the PCO will take appropriate measures.

SS-6. Provide each student a completion certificate for each course no later than 1 week after finishing the Red Hat System Administrator I (RH124) and Red Hat System Administrator II (RH134).
