30 APRIL 2018
MEMORANDUM FOR 72CONS/PKAB
FROM: 552 MXS/MXMFS
SUBJECT: BLDG 289 MODULAR CLEAN/DIRTY TRANSITION UNIT
1. Unified Facilities Criteria 4-211-02, Aircraft Corrosion Control and Paint Facilities as well as OSHA CFR 1910.1026(I) state the requirement for a location within the paint facility for a worker to be able to transition from the “dirty” contaminated work area into a “clean” non contaminated changing/locker room for the purpose of mitigating exposure to hazardous chemicals contained in aerospace coatings. This transition area shall consist of multiple rooms with processes of de-contamination such as an air shower, Initial Accumulation Point, respirator cleaning station, locker room containing a shower/sink and finally a clean locker room. When properly configured and utilized, personell will be free from hazards such as Chromium (IV) prior to leaving the unit. Bio Environmental Flight has assessed or current facility and issued Risk Assesment Code 2 H- 10/20/2017-2062 deeming the transition process below the standard stated in UFC 4-211-02 and CFR 1910.1026(I).
2. The Corrosion Control facility has been altered internally in an attempt to meet the requirements for a proper transition area. Without changing the footprint, recuiring MILCON, the facility does not have the space or design too accommodate the equipment and area needed for such a process. Aerospace Facilities Group has identified the Air Force wide need for proper transition areas and has developed a solution via modular external units. A sight survey in September 2017 allowed the A.F.G. engineering team to develop a modular unit that can be placed adjacent to building 289 containing all the necessary area and equipment for a proper transition from dirty to clean. Due to the complexity of the request and the specific criteria that needs to be met, the 552 MXS Fabrication Flight has been unable to find any other company to design a unit that meets all our needs. The foresight of the A.F.G. has given them the ability to provide a service, Air Force wide, that no other company has yet to produce. Please follow through with the procurement of the Modular Clean/Dirty Transition Unit from Aerospace Facilities Group 4080 Paradise Road, Suite 15-128 Las Vegas, Nevada 89169
