Q&A IES-A

1) Can I submit the propsal electronically?

a. Yes, the proposal can be submitted electronically via email. Paper copies are not required.

2) Is there a specific limitation on numbers and pages and restriction on fots, page size/margin etc for tech volumes and prices

a. There is no page limitation, restriction on fonts, page size, price volumes, etc.

3) We do not need to add resume of proposed staff

a. You do not need resumes of proposed staff.

4) We do not have to provide past performance reference.

a. You do not need to provide a past performance reference.

5) We are not quite sure on what is required with the SUPPLIES/SERVICES -PURCHASE REQUEST NUMBER: F3YTBN5085A001 SIGNAL CODE: A

a. The Performance Work Statement outlines what is required with the supplies/services. The purchase request number and signal code are documents for our office and you do not need to take action on these terms.

6) We request the current contract number, incumbent name and contract award amount to enable us the FFP biding as the available information with solicitation does not provide any clue on number of FTE required for Integrated Engineering Support Services and Provide sustainment support to the Integrated Engineering Support (IES).

a. The current contract is FA8101-10-M-0085 for the Tinker effort. The incumbent name is Product Data Integration Technologies. The contract award amount for the Tinker effort was $1,307,025.18.

7) We believe there is a typo on Page 14 of 45 of FA8101-15-Q-0031. "All offers must reference the Solicitation number FA8101-15-Q-0021". It should be FA8101-15-Q-0031 not the FA8101-15-Q-0021. Please confirm.

a. Yes, there is a typo on page 14 of 45. It should be FA8101-15-T-0031.

8) Please confirm the applicable NAICS code. FBO posting point G. The NAICS code applicable to this acquisition is 541512 while SF 1449 has NAICS 561499.

a. The correct NAICS is 541512.

9) Please advise if we still need to complete Synopsis Solicitation contains clauses and provisions requiring a fill-in or representation and submit them along with the Tech and Price volumes or just the acceptance to applicable clauses on the company letterhead will suffice.

a. It is required that you complete the fill in clauses and provisions and submit them along with the tech and price volumes.

10) I noticed that the RFP references Form #2 DOL Wage Determination 2005-2431, Rev 19, dated December 22, 2014 on p. 45 as an attachment, which wasn't attached. With this being a fixed price contract, does the WD matter?

a. Since this is firm-fixed price, WD doesn't matter as long as your employees are being paid at least the minimum required for that job service.

11) Please also let us know the number of full time equivalent (FTE) currently supporting the Tinker effort. Does the FFP include travel cost?

a. The following is listed in clauses 52.222-42 of the solicitation:

52.222-42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES (MAY 2014)

In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.

b. The FFP does include the travel cost.

c. The PWS does not specify how many employees you need to have. It does specify that you must have a program manager. The number of staff is up to the contractor to fulfill the technical requirements and proposal requirements.

12) Can we proposed a time and materials contract?

a. You can make your proposal in whichever manner you wish, it will be evaluated to determine if it is in the competitive range
