Request for Information Architect-Engineer Services Tinker AFB, Oklahoma City, OK
1. GENERAL INFORMATION. Tinker AFB, Oklahoma City, OK, is planning to contract with Architect-Engineer (A-E) firms to perform Title I and Title II services to administer, coordinate, and technically support the Base Civil Engineers Sustainment, Restoration and Maintenance (SRM) programs of interest to the government. We anticipate award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. We currently anticipate awarding approximately 4 contracts. Task orders under these contracts shall be negotiated as Firm Fixed Price (FFP) orders. Additionally, we currently anticipate that each contract will have a basic ordering period of five (5) years. Central Contract Registration (CCR) will be mandatory for these contracts (see CCR website at www.ccr.gov).
2. ANTICIPATED GENERAL SCOPE OF SERVICES. The scope is anticipated to provide Title I and Title II Services for traditional SRM projects. The anticipated scope includes support in the following existing and expanded program areas:
3.1 Title I Services: Title I services include all aspects of real property facilities, infrastructure and design such as preparation and review of contract plans, specifications, scheduling, cost estimates, building commissioning services, and preparation of operating and design manuals. Title I efforts also encompass those efforts required to support and develop design work, including planning and programming, program management, project scoping, studies, investigations, evaluations, consultations, conceptual design, value engineering, operation, monitoring, topographic survey services, landscape design, interior design, community planning, facility use planning, analysis and long range planning, lifecycle cost analysis of mechanical systems, and LEED analysis.
3.2 Title II Services: Title II services include all aspects of construction quality assurance and oversight of facility and infrastructure construction projects.
There has not been any determination as to any specific size standard, nor is there any specific requirement available for posting at this time.
4. Questions: We request comments from interested parties on the following questions:
4.1 Would you be interested in submitting a proposal considering the anticipated scope of work? If not, why?
4.2 Do you have sufficient experience in the anticipated scope that would allow the evaluator to assess your capability? If not, please explain.
4.3 What is the minimum and maximum dollar value project for which your firm would routinely consider submitting a proposal?
4.4 What maximum capacity of work can your firm reasonably manage while assuring effective program/project implementation and maintaining quality products?
4.5 What is your business size? If you are a small business, do you also qualify under any of the sub-categories: 8(a), small disadvantaged business, woman-owned small business, veteran-owned small business, HUBZone small business, service disabled veteran-owned small business, and HBCU/MI?
4.6 If you are a small business, would you consider submitting a proposal as a prime contractor?
4.7 In what socio-economic programs do you now participate (e.g. Indian Incentive, etc.)? What is the extent of your participation in these programs?
4.8 What are the most critical criteria that would distinguish one company’s capabilities from another? Explain.
4.9 Would you participate in this acquisition with other firms as teaming members or joint ventures? What other teaming opportunities do you see for this acquisition?
4.10 Can you provide multidiscipline facility and infrastructure design program support?
4.11 Do you have any other comments or suggestions that you would like to share with us?
