REQUEST FOR INFORMATION (RFI)
Drill Kits
(FA8100-24-DRILL)
1. SYNOPSIS
The Air Force Materiel Command (AFMC), Air Force Sustainment Center (AFSC), Logistics Directorate (LG/LZ), Supply Chain Requirements Division, Wright-Patterson Air Force Base (WPAFB), Ohio is conducting market research seeking vendor interest for supply and delivery of up to 225 Drill Kits.
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A
SOLICITATION WILL NOT RECEIVE A RESPONSE.
This is a Request For Information (RFI) only. This RFI is issued solely for market research purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force (AF) is not seeking proposals, nor will it accept unsolicited proposals at this time.
Respondents are advised that the United States Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor the Government’s point of entry (www.sam.gov) for additional information pertaining to this requirement.
2. PURPOSE
The purpose of this RFI is for the AFSC/LG, Aircraft Battle Damage Repair (ABDR) Technical Support Office to gather information about the market interest to provide the Air Force with supply and delivery of up to 225 drill kits.
The requirements of the RFI are referenced in the Item Description documentation. The Air Force is seeking information for supplying and delivering up to 45 drill kits each FY for five (5) years as denoted below:
a. 45 Total Drill Sets:
• 1 Each 500 RPM, 0.85 Horsepower Straight Motor Drill
• 1 each 3,000 RPM. 085 Horsepower Straight Motor Drill
• 1 each 2,700 RPM RD2, .40 Horsepower Reversible Offset Drill
• 1 each 450 RPM RD2, .40 Horsepower Reversible Offset Drill http://www.sam.gov/
b. 45 Total Drill Attachment Sets:
• 1 each 90 degree drill attachment, extended
• 1 each 45 degree drill attachment
• 1 each 360 degree drill attachment
• 1 each indexable pancake drill attachment, 5 gear, series 1
• 1 each indexable pancake drill attachment, 5 gear, series 2
• 1 each indexable pancake drill attachment, extended, 5 gear, series 2
• 1 each L type drill attachment 5 gear, series 2
• 1 each L type drill attachment, right hand, 7 gear, series 1
• 1 each L type drill attachment, left hand, 7 gear, series 1
• 1 each L type drill attachment, right hand, 7 gear, series 2
• 1 each L type drill attachment, lefthand, 7 gear, series 2
• 1 each L type drill attachment, 7 gear, series 2
c. 45 Total Wrench Sets:
• 1 each drill bit wrench 5/16 and 3/8 open ended
• 1 each pin stop for drills
• 1 each thin 11/16 wrench for 360 degree drill
• 1 each thick 11/16 wrench for 360 degree drill
d. Thread size/pitch for drill attachments
• 1/4 inch diameter by 28 thread pitch (1/4”-28) required for all thread pitch
e. 45 Additional 0-1/4 inch chuck attachments for non-threaded drill bits
• 2.892 inch by 1.174 inch dimension
• 1 each installed into kit
• Chuck key and leash included
The attached Item Description is considered to be similar in size and scope to the anticipated requirement.
3. DELIVERY
Desired Delivery: 60 Days ARO (Up to 45 kits)

4. ANTICIPATED CONTRACT ELEMENTS
The Government anticipates a five (5) year, Firm Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for supplies. The proposed North American Industry
Classification (NAICS) Code is 333991 which has a corresponding Size Standard of 950 employees.
Anticipated Best Estimated Quantities:
Basic Ordering Period: 45 Each Option Period 1: 45 Each Option Period 2: 45 Each Option Period 3: 45 Each Option Period 4: 45 Each
Anticipated Minimum Order: 1 Each Anticipated Maximum Order: 45 Each
5. SCOPE/REQUIREMENTS
AFSC/LZ is conducting an RFI for potential companies who are interested in suppling and delivering the drill kits. The Government is interested in all businesses to include, Large Business, Small Business, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran- Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses. The government requests that interested parties respond to this notice, if applicable, and provide the requested information below. In addition to the specifics below, see the attached Item Description for explanation of the anticipated requirements. All interested Contractors should include the following information:
a. Provide a statement on the contractor’s intention to respond to the RFP for a drill kits supply contract implementing the attached Item Description;
b. Identify if contractor is interested in Prime or Subcontracting Opportunities.
c. Additionally, provide any anticipated teaming arrangements. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
d. Provide a brief history of your contractor / teaming experience in:
I. Maintenance tools such as Drills, Drill Kit attachments, and drill bits.
II. Building kits and housing them in pelican cases.
III. Creating or modifying inventory list for tooling.
IV. Shipping items in short timeframes.
h. Briefly describe your approach, and capability to satisfy the requirements section within the attached Item Description.
a. In accordance with this RFI, describe any potential Organizational Conflict of Interest (OCI) issues that you believe to exist in association to this effort. For any potential OCI issue(s), please describe the plan for addressing and alleviating any issue.
b. Provide any questions or comments concerning the requirements described in the Item Description.
If this effort is not set-aside for small business, small business utilization will be considered. Request that large and small businesses provide a reasonable expectation for small business utilization as a percent of total contract value. Please provide supporting rationale for the recommended percentage and categories of work your company would consider subcontracting opportunities.
6. ORGANIZATIONAL CONFLICT OF INTEREST
OCI, as defined and discussed in FAR 9.5, Organizational and Consultant Conflicts of Interest, is a concern in all acquisitions across the Department of Defense. Early involvement with our industry partners is a key element of the OCI process, and it is critical for the Government to be able to identify any potential OCI issues as early as possible for an acquisition. This would allow ample time to address and evaluate any potential OCI issues, if required, prior to contract award with minimal impact to critical acquisition schedules.
Interested Offerors are requested to evaluate any potential OCI issues with regard to this requirement. Interested Offerors are encouraged to identify any OCI issues, as stated in FAR 9.5 to the Contracting Officer (CO). This will assist the CO in determining if the contractor will need to submit an OCI Mitigation Plan for any solicitation that might result from this notice.

Note: All interested contractors must be registered in SAM to be eligible for award of Government contracts. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action.

THIS IS AN RFI ONLY. The information provided in this RFI is subject to change and is not binding on the Government. The AF has not made a commitment to procure any of the items or services discussed above, and release of this RFI should not be construed as such a commitment or as an authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
