Statement of Work Summary

This is a Statement of Work (SOW) issued by the Department of Defense, 341st Training Squadron at Joint Base San Antonio (JBSA) Lackland AFB, Texas, dated 25 June 2026, for OCONUS shipping of Military and Government Working Dogs (MWDs/GWDs). The contractor is responsible for transporting dogs from designated sites in Germany, Netherlands, Belgium, Poland, Hungary, and Czech Republic to JBSA Lackland AFB, Texas, or alternatively to Volkel Air Base (Netherlands) or Ramstein Air Base (Germany) for military airlift. Services include crate retrieval and storage, customs clearance documentation, ground transportation to departure airports, and final delivery to designated kennels. The 772nd Enterprise Sourcing Squadron Contracting Officer is the official authority for all contractual obligations, with requests typically placed 30 to 45 days in advance. The contractor assumes full responsibility for dog health and welfare from pickup until arrival at JBSA Lackland.

The SOW specifies strict animal welfare requirements including mandatory climate control (45°F to 85°F ambient temperature), non-stop commercial flights to Houston or nearby airports within 300 miles of JBSA Lackland, and hourly health checks during ground transport. Dogs must travel in airline-approved crates without muzzles or restrictive equipment, with adequate water and absorbent materials provided. All shipments require a minimum of five dogs per shipment. The contractor must maintain access to emergency veterinary services and provide immediate notification to 341 TRS if illness, injury, or death occurs; contractor liability extends to full replacement costs if harm is caused by contractor actions or negligence. Attachment 1 outlines 32 distinct line items covering various routes, crate types (contractor-furnished 500B/600B or government-furnished 500P/600P), and destinations, with services including crate pickup at Traffic Management Offices, customs clearance, and merchandise processing fees.

ATTACHMENT 1: Line-Item Descriptions

SECTION 1

GOVERNMENT AND CONTRACTOR RESPONSIBILITIES

1. Purpose: This Statement of Work outlines the requirements and procedures for contractors transporting Military and Government Working Dogs (MWDs/GWDs) to JBSA Lackland AFB, TX. The purpose of this document is to provide specific guidance to contractor and document the government’s and the contractor’s responsibilities in the transportation process. The 772nd Enterprise Sourcing Squadron, Contracting Officer, is the official authority in all contractual matters, including the obligation of government funds. All appointments will be scheduled through the purchasing agent or other designated personnel.

1.1. Military and Government Dog Transportation Processes. All handling and transportation of Military and Government Working Dogs (WDs) must adhere to Title 9: CODE OF FEDERAL REGULATIONS. Contractors who have a Blanket Purchase Agreement (BPA) will not be allowed to transport dogs from any destination unless a “call” (an order) has been placed to that contractor’s BPA by an authorized Contracting Officer or a Contracting Officer Representative. Requests for transportation are generally placed 30 to 45 days in advance.

1.2. The working dog transportation process is carried out in five separate parts: (i) retrieving and storing government owned shipping crates, (ii) obtaining Customs clearance forms, (iii) transporting WDs from designated WD contractor locations to airport, (iv) ensuring completed health certificates and associated shipping paperwork travels with WDs; and (v) transporting WDs to Government determined final destination.

1.2.1. Government provides shipping crates to the transportation company; the contractor shall retrieve and store these crates until needed for transportation (30-60 days prior to shipments). At its discretion, the Government may also choose to purchase contractor provided shipping crates.

1.2.1.1. Before crates are used to ship dogs the crates must be checked for any discrepancies that would result in harm to the WD or in escape of the WD. If any discrepancies are found corrective actions must be taken. If any crates are not usable by the contractor, they must inform the 341 TRS representative and send pictures of the crates not usable.

1.2.2. Contractor shall pick up Customs clearance forms (Import/Export Customs Declaration - AE 302-1), from US Government Base in Germany, and return any unused Declarations back to the US Government Base. At this time the 341st is utilizing Mainz Kastel Air Force Base, Traffic Management Office (TMO). However, other TMOs at nearby bases may be used, such as Ramstein Air Force Base.

1.2.3. Upon the government’s completion of procuring military working dogs, the 341 TRS representative will notify the contractor when dogs must be picked up. The contractor will pick the dogs up at approximately 2200 hours (usual number to ship at one time is approximately 35- 40 dogs) as discussed with the 341 TRS representative, deliver the dogs to the airport (FRA - Frankfurt International Airport, AMS – Amsterdam International Airport, or other designated airport where the dogs will then be flown non-stop to the United States on reservations with commercial airlines reserved by the contractor. The contractor assumes full responsibility for the health and well- being of the WDs from point of pick up at the contractor kennel site to the arrival and acceptance at JBSA Lackland in San Antonio, TX, USA.

1.2.4. The contractor must pick up The Trilingual Health Certificates (DD Form 2621, June 1992), the DoD Letter of Acclimation, the DoD Letter of Health & Exercise statement (provided by the Government’s veterinarian), the CDC Notice to Owners and Importers of Dogs, the CDC Unimmunized Dog Permit application, the Shipping Contractor Invoice, the dog shipment manifest, and the crate WD identification labels. These documents are provided by the DoD procurement team and will be at the WD contractor site. They must be picked up along with the WDs shipping and accompany the WDs in that shipment.

1.2.5. The contractor will transport the WDs in groups of up to 40 dogs on a non-stop commercial flight to Houston, TX or to another airport within 300 miles (for the health and welfare of the WDs) of JBSA Lackland AFB, TX (San Antonio, TX, USA). In accordance with 9 CFR section 3, the ambient temperatures cannot be higher than 85 degrees F. or lower than 45 degrees F.

1.2.6. The contractor will clear US Customs, and then, in a climate controlled (air conditioned / heated) vehicle, immediately transport these dogs non-stop as pre-arranged to JBSA Lackland, TX, Lackland or Chapman Kennels.

1.2.7. The contractor shall notify 341 TRS when they have cleared customs and provide their estimated arrival time to JBSA Lackland, TX. A contact phone number will be provided prior to the first dog shipment. Any delays in arrival times must be conveyed immediately.

1.2.8. The contractor must have access to veterinary services in the local shipping area which is capable of administering emergency care if needed. If the contractor incurs any fees associated with emergency care, it is not reimbursable by the US Government.

1.3. Designated WD Contractor Sites. Current designated sites where dogs are picked up for shipment are located in Budel, NL, Meijel NL, Sint-Oedenrode, NL and Velen DE; Belgium is considered part of the area covered under this line item. Other designated sites may be added in the near future, to include:

1.3.1. Nowy Bugaj, Poland will be a designated WD contractor site. This will be considered a separate line-item due to distance.

1.3.2. Hungary will be a designated WD contractor site. This will be considered a separate line-item due to distance.

1.3.3. The Czech Republic will be a designated WD contractor site. This will be considered a separate line-item due to distance.

1.4. Alternate Airports. In the event that a procurement event occurs at a WD contractor site far removed from Frankfurt or Amsterdam International Airports, an alternate airport may be used by the shipping contractor but must meet requirements set forth in this Statement of Work.

1.4.1. A determination to approve an alternate airport will be made after conferring with 341TRS procurement personnel, government veterinarians, and the shipping contractor. Factors to be considered, but not limited to, are the availability of non-stop flights to destinations within 300 miles of JBSA Lackland, TX, reduced overall WD shipping times versus long ground transportation to Frankfurt or Amsterdam Intl Airports, impact on health and welfare of the WDs, etc.

SECTION 2

MWD/GWD SHIPPING REQUIREMENTS

2.1. Loading and Transporting MWD/GWDs - General

2.1.1. All dogs will be transported in a large, or extra-large airline approved shipping crate.

The crate must be height and weight proportional to the dogs and meet commercial airline shipping size regulations. The shipping crate will be transferred with the dog when the dog ships. For each shipment of dogs, the shipping contractor will be responsible for transporting enough appropriately sized shipping crates to the designated WD contractor site(s). The shipping contractor will be responsible for loading dogs into crates, and attaching the government provided identification label for each dog on its crate.

2.1.2. The shipping contractor should observe every dog as it is being loaded into the crate to ensure the dog is displaying normal, healthy behavior, wearing a flat collar with identification attached, and is NOT wearing a muzzle, choke chain, or any other equipment that could compromise the health or welfare of the dog. The contractor should ensure the dog does not have a ball, toy, stick, or any other item in its mouth or crate when loaded.

2.1.3. Under NO circumstance will a dog be crated or transported while wearing a muzzle of any kind or having its muzzle restricted in any manner. The dog must be able to open its mouth fully and normally to allow for breathing and panting.

2.1.4. Load crates to allow for maximum ventilation and never place baggage on top of or around crates. Never place the crate on top of other baggage; never stack crates more than two high. Crates must be secured in place with non-elastic restraints (no bungee cords) that prevent falling, sliding, or shifting of crates; use ratcheting tie-down straps, rope, etc.

2.1.5. Do not load WDs in crates which have been standing in the sun for any amount of time.

2.1.6. Make sure there is an adequate supply of fresh water for the WDs. Crates must have water bowls securely attached to the inside of the crate door for easy filling of water or food.

2.1.7. Do not lock shipping crate; however, make sure the crates cannot be opened inadvertently. If requested to secure the kennel crate for travel on military or civilian aircraft, use plastic “zip ties” on the four corners of the gate to the crate.

2.1.8. WDs must not be transported with any material, substance (e.g. dry ice, Kongs™) or device (muzzle) in a manner that may reasonably be expected to harm the WDs or cause inhumane conditions to the WDs.

2.1.9. Modes of transportation shall not currently or previously have contained any materials, substances, or devices that may reasonably harm the WDs or cause WDs to be exposed to inhumane conditions.

2.1.10. Crates shall contain material designed to absorb water, urine, or feces (such as shredded paper) but that will not harm dogs if ingested.

2.2. Transporting WDs by Military Aircraft

2.2.1. At 341 TRS discretion, the WDs may be flown to the United States via military aircraft.

The military flight point of origin will be determined prior to the start of the procurement trip and the shipping contractor will be notified.

2.2.2. The shipping contractor will pick WDs up at designated site(s) and transport the WDs to the Royal Dutch Air Force base located in Volkel, NL or to the Ramstein Air Base located in Ramstein, DE. Contractor will meet requirements as outlined above in 2.1 through 2.1.9.

2.2.3. WDs will be transported to the pre-designated air base. Contractor will be responsible for delivering the dogs to the load site as directed and off-loading the dogs from the contractor vehicle. Contractor will provide all paperwork as outlined in Section 1 to the 341

TRS Point of Contact (POC). Paperwork will include, but not be limited to, Import/Export Customs Declaration (AE 302-1), list of dogs, CDC Forms, Tri-Lingual Health Certificate for each dog, and Acclimation/Exercise Statement signed by government veterinarian.

2.2.4. Once dogs are loaded onto military flight, the government will take over responsibility for the health and care of the WDs.

2.2.5. 341 TRS personnel will be responsible for unloading dogs, clearing Customs, and transporting dogs to JBSA Lackland kennels for WDs shipped via military flights.

2.3. Transporting WDs by Commercial Aircraft

2.3.1. The WDs must be shipped on a non-stop flight to Houston, TX or other airport within 300 miles of JBSA Lackland, TX. In the event the WDs are prohibited from flying by the airline as scheduled, the contractor shall notify 341 TRS personnel immediately.

2.3.2. During air transportation, dogs must be held in cargo areas that are heated or cooled as necessary to maintain an ambient temperature and humidity that ensures the health and well-being of the dogs. The air temperature in any holding area should not be allowed to fall below 45 degrees Fahrenheit or exceed 85 degrees Fahrenheit at any time. Ground cargo holding areas shall also meet the same temperature requirements. In addition, crated WDs should be protected from direct sunlight, wind and wind-chills below 45 degrees F, or any other adverse weather conditions.

2.3.3. The airplane cargo areas must be pressurized when the plane is not on the ground, unless flying under 8,000 feet. Dogs must have adequate air for breathing when being transported.

2.3.4. The WDs must be offered potable water within 4 hours, but not less than 2 hours prior to flight time.

2.3.5. In the event the WDs are prohibited from flying by the airline as scheduled, the contractor must be able to adequately care for the WDs and provide them with fresh water and relief breaks outside of the crate at least once every 4 hours until they can be shipped.

In the event of a shipping delay over 12hrs, food must be provided to the WDs.

2.4. Transporting WDs by Ground Conveyance

2.4.1. Ground shippers shall take the most direct route from the arrival airport to JBSA Lackland, TX. Alternate routes are permissible to avoid congested traffic, construction, or other delays, so long as any detour does not unnecessarily delay or jeopardize the delivery of the WDs to the final destination.

2.4.2. Ground contractors shall also not make any unnecessary stops while transporting WDs from the arrival airport to JBSA Lackland. Vehicles shall be fully fueled prior to loading WDs.

2.4.3. The contractor shall ensure they have adequate personnel available to care for the WDs during ground transportation. At a minimum, ground transportation shall have at least two people capable of driving and also caring for any WD issues that may arise.

2.4.4. In the event of a ground transport vehicle break-down, a replacement vehicle must be able to be obtained within 1 hour. Immediate notification must be made to 341 TRS of the breakdown, especially in warm temperatures.

2.4.5. Ground shippers must have available supplies necessary to treat any issues that may arise with the WDs during transport due to illness, injury, or vehicle breakdown (first aid kit, drinking water for WDs, ability to treat heat stress injuries, etc.).

2.4.6. WDs shall be transported in a dog trailer, an enclosed vehicle, or a large truck or van that is climate controlled (air conditioned in warm weather, heated in cold weather). During surface transportation, auxiliary ventilation such as fans, blowers, or air conditioners must be used in any animal cargo space containing live dogs.

2.4.7. The air temperature in any transport vehicle or holding area must not be allowed to fall below 45 degrees Fahrenheit or exceed 85 degrees Fahrenheit at any time. The contractor must also consider the heat index (temperature and humidity) when factoring temperature and conditions inside transport vehicles. The contractor must be able to continuously monitor the temperature in any holding area or vehicle used to contain transport the WDs with devices that immediately alert the contractor personnel if temperatures fall below 45 degrees Fahrenheit or exceed 85 degrees Fahrenheit.

2.4.8. Ground shippers shall physically check on the WDs once every hour during transport.

Corrective action should be immediately taken and notifications made if any adverse conditions outlined in this SOW occur.

SECTION 3

Illness, Injury, or Death of MWD/GWDs While in Transport

3.1. Illness, Injury, or Death of MWD/GWD While in Transport

3.1.2. In the event of an illness, injury, or death of an WD while in the contractor’s care, the contractor shall provide immediate first aid if WD is alive and obtain immediate medical care for the WD by a licensed veterinarian whether the WD is alive or dead.

3.1.3. Contractor shall make immediate notification to 341 TRS procurement personnel and provide the attending veterinarian’s contact information. After consulting the attending veterinarian, a determination will be made by the government veterinarian regarding further care and treatment of the WD.

3.1.4. In the event the illness or injury occurs prior to flight departure, the contractor will not place the WD on the flight unless that WD is cleared for travel by a licensed veterinarian. A deceased WD will not be shipped.

3.1.5. In the event the illness, injury, or death occur or are observed after flight arrival in the US, the guidance in 3.1.2. and 3.1.3. shall be followed. Any deceased WDs shall also be transported to JBSA Lackland, TX. Upon arrival, notification of the deceased WD shall be made to the receiving government personnel.

3.1.6. If it is determined that the injury, illness, or death was caused by contractor actions, inactions, negligence, or other circumstances, the contractor will be responsible for all costs associated with treating the WD, up to and including the cost of replacing the WD, and any shipping expenses incurred.
