Will the contractor be required to provide physical access to library for browsing and checkout to CSIAC users and customers? | Per PWS paragraph 1.4.1.4, the contractor shall ensure that information contained in the library holdings remains accessible to the Government during the period of performance of the contract. The contract does not explicitly require the contractor to provide physical access to the library facility itself. The Government does not anticipate the requirement for documents, or or any portion of the library, to be loaned out or for the contractor to maintain a system for doing so. |

The contractor is responsible for designing, developing and implementing the ISS, as stated in PWS paragraph 1.4.3.3. All necessary allowable, allocable and reasonable costs incurred by the contractor to perform the contract are chargeable to the contract. Additionally, review the definition of the specific NAIC associated with this solicitation. | |

Please provide this information so that the effort to convert them from existing libraries to new libraries can be estimated accurately. | All relevant information about the CSIAC libraries is provided in the PWS paragraphs 1.4.3.4, 1.4.1.4 and 1.4.4.3. | ||

No proprietary software shall be used in the transition processes. If the contractor is already using proprietary software, such software shall be provided to the government and BCOs in order to extract and import data to a new utility.” Does this requirement apply to the existing IATAC, MSIAC, and DACS operators? As stated in the PWS paragraph 1.4.1.4.c, "The CSIAC contractor shall become familiar with and knowledgeable about multiple networks at various classification levels for use in collecting and disseminating information to the CSIAC user community."
