| 1 | Paragraph 1.8.2 and L.4.4.4 | In reference to Final RFP requirements for a Secret Facility Clearance with a facility cleared to store classified (secret), paragraph 1.8.2 and paragraph L4.4.4 appear to be contradictory as to the time of performance. Paragraph 1.8.2 states the requirement on day one of performance and paragraph L4.4.4 states at time of proposal. Please advise on to the correct time. | The sections are not contradictory. The offeror will need to demonstrate it has a secret cleared facility at the time of proposal submission, as stated at paragraph L.4.4.4. In addition, the successful contractor will be required to possess and maintain a secret cleared facility over the life of the contract starting on day one of performance. Section L constitutes proposal preparation instructions; this section is not included in the contract document. The language at PWS paragraph 1.8.2 will be part of the awarded contract and will bind the contractor starting on day one of contract performance. |
| 2 | Paragraph 1.4.1.2 | Paragraph 1.4.1.2 states that "The IAC office at WPAFB can accommodate up to 21 contractor personnel with government-furnished workstations." With the government estimated DSIAC BCO FTE count of 20, WPAFB becomes a viable location of our contractor facility. However, additional information on the availability of a Secret Facility Clearance with a facility cleared to store classified (secret) information is not available in the RFP. Please provide additional information on the availability of secret storage. If this storage is available within the existing SCIF please provide the CAGE code. | A full time equivalent (FTE) is not the same as an individual. Offerors may propose a place of performance of up to 21 individuals on their team at WPAFB, however, this may not necessarily accommodate the entire FTE requirements it needs to perform the DSIAC contract, including CATs efforts. The contractor is required to have its own secret cleared facility. The reference in paragraph L.4.4.4 for the offeror to provide the "facility's" CAGE code refers to the contractor's facility. The RFP makes no representations that the Government will provide classified storage space other than the classified storage space at WPAFB referenced in PWS paragraph 1.4.1.2. That space has sufficient room to accomodate storage of classified materials used by up to 21 contractor individuals who may perform at WPAFB. See also amendment that revises PWS paragraph 1.4.1.2. |
| 3 | Section 1:Description of Services & Section J, Attachment 7 -DSIAC BCO QASP | Section 1.2 indicates there are 8 STI functional areas (Weapon Systems, Survivability& Vulnerability, RMQSI, Advanced Materials, Military Sensing, Energetics, Directed Energy and Non-lethal Weapons, but the DSIAC BCO QASP indicates there are 9 with the additional STI functional area being Autonomous Weapons. Please clarify whether there are 8 or 9 STI functional areas. | There are 9 functional areas. An amendment to the RFP will be issued to address "Autonomous Systems" in the PWS. |

The amount proposed for CLIN 0001, 0002, and 0005 and the maximum $24M for CLIN 0003 will establish the maximum ceiling value for the awarded contract. The Government reserves the right to move values between CLINs.” - Is the maximum contract value for CLIN 0003 Core Analysis Task Orders $15M or $24M? | The $15M reference should read $24M. This will be corrected via an amendment to the RFP. |
| 5 | PWS Paragraph 1.10 & 1.4.1.2 | Is the IAC work space at WPAFB, cited in PWS 1.4.1.2 and 1.10.2, available to address all requirements of the DSIAC BCO, and not just 1.4.1.2? If so, shouldn't the work space and associated Government-furnished workstations be cited and detailed in the GFP/GFE list? | No, see answer to Question #2. The GFP list will be updated at time of award to list the number of workstations that will be furnished to the contractor for work to be performed at WPAFB, depending on the staffing locations of the awardee's proposal. |

| 8 | SOW Section 1.4.1.3.2.1 | This section specifies that digital materials previously uploaded to DTIC Online will not transfer from the incumbent DS contractors to the DSIAC contractor. Question: For the STI that has previously been transferred from the incumbent DS contractors to the DSIAC contractor, can DTIC please specify whether/how the DSIAC contractor is to identify these STI within the DTIC Online system? | The question contains a misstatement by suggesting STI has already been "transferred from the incumbent DS contractors to the DSIAC contractor" which is not correct. It is assumed the intent was "STI already uploaded by the incumbent DS contractors to DTIC Online". The DSIAC contractor will be able to identify the STI available for download in DTIC Online. When searching, if the full text material is available online, the search results (citation) for that item will state "view full text pdf" and the user will be able to download the document by clicking that link. If not, the citation will say "request full text pdf" and will provide a link showing the DSIAC point of contact for requesting the STI document. |

| Questions: For the STI that will transfer from the incumbent DS contractors to the DSIAC contractor, can DTIC: | |||
| a. Provide the number of STI documents/records that will be transferred by each incumbent DS contractor? | The vast majority of records in the legacy contractors' electronic libraries and databases is not STI, it consists mostly of data such as mailing lists, lists of subject matter experts, records of technical inquiries and product sales, courses, etc. The specific quantity of digital STI that will transfer (all contained within the aforementioned electronic libraries and databases described in PWS Appendix 5.3) is not available. The quantity of hardcopy STI that will transfer is stated in PWS paragraph 1.4.1.1.4. | ||
| b. Confirm that the legacy systems for STI can export files in their native format linked to metadata records? | All legacy contractor electronic data, to include database files, will be provided to DSIAC in a commercially standard off-the-shelf, easily readable and transferrable format, with detailed instructions on field size, software type, conversion details, and any other information deemed necessary for DSIAC to use such data in the performance of this contract. The legacy contractors will also transfer their document indexing systems and all pertinent index data files as they apply to their existing digital contract libraries, and any other documents so indexed by the incumbent contractors' staff, on mutually acceptable media and format to DSIAC. | ||
| c. Confirm that the metadata records for STI will be exported in XML CSV, or ASCII text? | See answer above. | ||

Confirm that the incumbent DS contractors will purge STI from their collection that has already been uploaded to DTIC Online? | For duplicate hardcopy STI, it will be left up to the legacy contractors to decide whether to dispose of or retain duplicate STI after it has been uploaded, but it will not be transferred to DSIAC and will not affect the DSIAC contract. Some digital STI in the legacy contractors' databases and libraries may have already been uploaded to DTIC Onlne; estimates of these duplicate records are provided in Appendix 5.3. As stated in PWS paragraph 1.4.1.3.2.1, it is not intended that the legacy contractors will transfer any duplicate digital STI stored in their databases/libraries to DSIAC. DSIAC will have an opportunity to address pre-transfer purging of duplicate digital STI with the legacy contractors during their transition periods. | ||
| e. Provide the metadata schema for each unique STI collection maintained by the incumbent DS contractors? | The metadata citations for all non-duplicate hardcopy STI (approximately 100 textbooks) and non-duplicate digital STI, DSIAC will receive from the incumbents are believed to be contained in DTIC Online. The legacy contractors' indexing systems for STI that will transfer to DSIAC include an accession number for each item that cross references to the material's metadata record in DTIC Online. | ||

Confirm that the DSIAC contractor can maintain all STI transferred from incumbent DS contractors utilizing the various metadata schemas supported by the incumbent DS contractors (rather than transform all metadata to one standard schema)? | DSIAC will not be required to transform metadata for STI it receives from the legacy DS contractors. | ||

For the materials from each incumbent DS contractor, what are the numbers of records and the file sizes of the materials that are unclassified, FOUO, Secret and Top Secret? | For the hardcopy STI that will transfer (approximately 100 textbooks), these materials are unclassified and copyrighted. For the digital STI that will transfer, all details available about this STI are included in PWS Appendix 5.3. | ||

| Question: Will DTIC please define whether/how the DSIAC contractor is to determine if any items are unsuitable for upload to DTIC online (per the requirements in Section 1.4.1.3.2.1)? | The STI will be marked if it is classified, FOUO, copyrighted or is subject to other access controls. DTIC will provide DTIC Online uploading training (less than a one day session) to DSIAC shortly after contract award to train the contractor on guidelines and policies applicable to uploading STI; as part of the training, DSIAC will receive a DTIC Online (TEMS) User Guide. The DTIC Online system also provides context-sensitive help which will aid the contractor in preparing a document and ensuring it is suitable for upload. Additionally, as stated at PWS paragraph 1.4.1.3.3.1, the RFP Attachment J-4, "Cataloging, Indexing and Abstracting Guidelines" covers distribution policies which affect which version of DTIC Online the STI can be uploaded into, if any. | ||

| Question: Will DTIC please define whether/how this information will be used by DTIC Online to support users’ access to classified data? | ISS information will not be used by DTIC Online staff. When DTIC Online users request accounts, their authorization levels are set on their accounts during the registration process with DTIC; DTIC staff determine whether they can access DTIC Online Access Controlled and/or DTIC Online Classified and sets any additional restrictions on what materials they can access within the systems. All account registration is managed by DTIC. DSIAC will be responsible for working with the DSIAC COR to ensure personnel requesting services from DSIAC are properly authorized in JPAS to receive classified STI, classified model updates and other classified non-STI data (for example, classified responses to technical inquiries), as addressed in PWS paragraph 1.4.1.2. | ||

There are also many references in the narratives to the HDIAC rather than the DSIAC. | An amendment will correct this. |

It was our understanding from previous questions submitted on the draft RFP that you would combine these separate CLINS into one CLIN to provide flexibility, as some IAC transitions may take longer than, or require less time than, the 90 day transition period. | Each legacy IAC may be transitioned at differing times, however, that transition must accomplished within 90 days. |

Both ask how we will maintain a presence in the Defense S&T community. It appears these 2 subtasks could be combined into one due to their similarity in requirements asked for. | The Government does not agree that L.4.3.2 and L.4.3.4 are asking for the same information, although it is agreed that there is some duplicative language. See Amendment One which removes the words "for the collection, analysis and dissemination of STI" after "responding to technical inquiries" in L.4.3.2. L.4.3.2 requires the offeror to address its approach to responding to technical inquiries and refers to maintaining a presence in the S&T community in that context. L4.3.4 requires the offeror to address its approach to collecting, analyzing and disseminating STI and refers to a presence in the S&T community in that context. Other differences between these two proposal requirements are as stated in each paragraph. |
