I. Contracting Activity.

Department of the Air Force, Air Mobility Command, 60th Contracting Squadron, Travis AFB, CA 94535.

II. Nature and/or description of the action being processed.

In accordance with FAR 52.217-8 Extension of Services clause, David Grant Medical Center (DGMC) Is requesting a 2 month extension for one (1) Full Time Equivalent (FTE) Data Analyst position assigned to FA8053-12-D-0005-SM01 for the period of 1 Feb 17 to 31 Mar 17. A 2-month extension shall be accomplished to allow for a follow on contract award with a start date of 1 Apr 17. A change in the requirement from Data Analyst 2 FTE to Data Analyst 1 FTE caused a delay in the approval of the Requirements Approval Document (RAD) and subsequent documentation needed to conduct the solicitation. The estimated cost of the extension is forthe period of performance 1 Feb 17 to 31 Mar 17.

Ill. Description of supplies/services required to meet agency needs.

The position requiring an extension is the Data Analyst, 1 FTE (Full Time Equivalent) who supports sanctioned projects and optimization activities with analysis, data mining, coordination, recommendations, implementation, monitoring, and continuous improvement. The estimated cost for the extension is for a total of 336 hours for the period of performance of 1 Feb 17 - 31 Mar 17.

IV. Statutory authority permitting Other than Full and Open Competition, Statutory authority for other than full and open competition Is 1 O U.S.C. 2304(c)(I ), implemented by FAR 6.302-1 (a)(2).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The current contractor, has recruited and retained the 1 FTE contracted employee currently filling this position who has been In-processed, vetted and orientated through DGMC. In addition to in-processing and vetting which ranges between 30-60 days, the incumbent has completed the federal security and clearance process via Electronic Questionnaires for Investigation Processing (eQIP) system. The eQIP system is web-based which initiates the background Investigation for Federal security, suitability, fitness and credentlallng process. The investigation results can take as long as one year to be completed. The current employee has completed the background investigation and has received the required results to sustain security clearances.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The current contractor, , has recruited and retained the 1 FTE who has unique responsibilities within DGMC. There is not sufficient time to issue another solicitation and expect a vendor to recruit for and fill the position without experiencing a gap in coverage.

In accordance with FAR 5.201 Synopsis of Proposed Contract Actions, this J&A will be posted to FedBizOpps.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

In accordance with FAR 52.217-8 the Government requires the continued support with the limits and rates specified in the contract. The Air Force Medical Service Commodity Council (AFMSCC) Consultants, Advisory and Technical Services (CATS) contract was awarded on 02 Feb 12 to 14 contractors that are capable of providing the required services to the Government.

Updated: 15Mar16 Page 2 of4

Adequate competition was acquired at the time of award under the CATS contract and prices are determined to be fair and reasonable.

The current task order was issued to all 14 contractors and the award was made to based on competitive rates and substantial performance. Therefore the rates used for the extension are based on adequate competition.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The current vehicle of procurement for these types of positions is the recommended Air Force Medical Service Commodity Council for Consultants, Advisory and Technical Services (CATS) contract. CATS contract FA8053-12-D-0005 will expire 1 February 2017 and task order SMOl under this parent contract will expire 30November16. To not allow for a break In medical service, other means of procurement will need to be sought. On 1 November 2016, a Request for Information (RFI) was issued to GSA's OASIS 44 small business contractors. Three companies submitted acceptable capability packages and one additional company Indicated their interest in the potential acquisition. It is evident through market research that adequate competition exists for contractors who are able to provide the highly specialized positions on the GSA OASIS Contract.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Should there be a break In contract services, the absence of the data analyst would affect DGMC's ability to execute/fix clinics not meeting the current AFMS business plan performance targets per AFMS Knowledge Exchange. Currently, the data analyst is the only individual providing throughput analysis of personnel, referrals PRIME purchased care recaptured and Access of Care & Unmet Demand analysis, which would result in a delay in execution of the FY 17 business performance plan until the position was back under contract.

X. List of sources, if any, that expressed interest in the acquisition.

N/A

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

There are no barriers to competition. The subsequent follow-on contract Is being procured via GSA OASIS with no barriers to obtaining adequate competition.

XII. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.

XIII. Certification by the technical/requirements personnel.
