About this file

This is a Sources Sought Notice issued by the Department of the Air Force (DAF), 772d Enterprise Sourcing Squadron, for market research purposes regarding an AI-powered literature management and systematic literature review solution.

Requirement and Product Characteristics

The government seeks a one-year document delivery point plan subscription for an AI-powered platform that enables users to organize, discover, understand, and synthesize research materials. The platform must provide access to a database containing more than 150 million publications with AI-powered literature monitoring that identifies the latest scholarly literature and provides seamless full-text access. Required capabilities include article summarization, multi-language translation, and simplification of complex concepts integrated into a single platform. The solution must include document delivery functionality with a "Get PDF" button via browser extension displaying cost and estimated delivery time, with articles delivered directly to the library. Additional requirements include access to over 140 million scholarly articles, hard science journals (including conference abstracts, grants, patents, and clinical trials), more than 10,000 citation sources, and content from major publishers such as Elsevier and IOP Publishing. Vendors must provide username and password access for platform evaluation.

NAICS Code, Submission Requirements, and Deadline

The anticipated NAICS code is 519290 (Web Search Portals and All Other Information Services) with a size standard of 1,000 employees. Responses must include general company information (name, address, point of contact, phone, email, CAGE code, Unique Entity ID, business size, and socioeconomic status), along with a capability statement demonstrating ability to meet product characteristics, relevant experience, product literature/technical specifications, and whether work will be self-performed or subcontracted. Small businesses seeking consideration for a small business set-aside must demonstrate compliance with FAR 52.219-14 limitations on subcontracting. Responses must be received no later than 2:00 PM Central Time on Friday, 3 July 2026, and sent via email to TSgt Vaughn Swinton (vaughn.swinton@us.af.mil) and Mr. Homer Rios (homer.rios@us.af.mil). The government will use responses solely to determine whether to conduct full and open competition or a small business set-aside procurement.
