This document contains questions and answers related to a follow-on federal contract opportunity for Nationally Registered Paramedic (NRP) Certification and Re-Certification courses. The previous contract number is FA805219D0001. The key details are:
The contract is to provide NRP certification courses for up to 50 AFMS EMTs annually in two 4-month classes, as well as NRP re-certification courses for up to 200 AFMS EMTs annually in 12 one-to-two-week classes. Company Questions Answers
Manish Maini @ Bloomberg Government We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. This is a follow-on contract.
Manish Maini @ Bloomberg Government If not brand new, could you please provide the current / previous contract number?
The previous contract number is
FA805219D0001.

3.1.1.6.2. and 3.1.1.6.3., The ISBNs listed next to books - these change frequently as the publishers update the content - can this be changed to reflect 'current version/edition'? Once new editions are published the publishers cease publishing old versions
The PWS language in paragraph 3.1.1.6.1 has been modified to allow for updated versions of the textbook listed in paragraph 3.1.1.6.2.

3.1.1.6.3. Stanfield's Essential Medical Terminology, 5th ed. (Navigate 2, Advantage access) ISBN: 978-1-284-14221-1 - this has not been used in several years, at the request of the COR, as the students felt it was too elementary and the main textbooks cover the content.
Additional content in the program replaced this item.
The Government agrees and has removed the requirement for this textbook.

3.6. The PWS states 'Post-Award and Initial Contract Performance Meeting. The Government will host a post-award meeting with the Contractor within 10 business days after contract award. The CO shall contact the Program Manager/ Contracting Officer Representative (PM/COR) and the Contractor to schedule this meeting. Telecon/teleconference is permissible for the post-award meeting. The purpose of the post-award meeting is to introduce the Contractor to the Government representatives (PM/COR) the Contractor will support;
provide the Contractor the opportunity to explain in more detail their proposal’s technical approach; and entertain questions from either party. Take-aways from the meeting should be an exchange of contact information; a timeline of when direct support will start, if not yet started; and an understanding by all parties of all the requirements.' // It is my interpretation that the above statement sets the stage and planning of the deliveries. Are the actual Performance start /end dates scheduled collaboratively? For Example: Pricing spreadsheet - POP for Clin 1 is 29, Apr 24 through 28 Apr 25 - the deliveries will be within this timeframe and collaboratively selected between both AFMED and the contractor?
This PWS requirement is for the kickoff meeting only within ten business days. Class start dates are decided collaboratively by the Government and contractor.

With the current contract we have been advised that the NRP Re-certification course has been returned to the specific units and will no longer be supported through AFMED, can you confirm? I ask as this will change the budgeting of our NRP Initial course as we have a full time exempt employee fully allocated to this contract (if awarded) to support requirements set forth in: 2.3.2., 2.4., 2.14.1.1., 2.14.1.2., 2.14.1.5.
The requirement for re-certification courses has been removed and reflected in the updated PWS, evaluation factors, and pricing schedule dated 18 April 2024.

Telecommuting will not be a component of the delivery. With our current delivery/contract and the continued lingering of COVID several students have been advised to isolate for a day or two. To ensure continuation of their learning within the allocated time frame (134 days) with permission from the COR we have allowed these individuals to attend class session virtual and live streamed the lectures. Is this permissible on a case by case basis with support from the COR?
The Government has revised paragraph 2.9 of the PWS to reflect an allowance for situational telecommuting with written authorization by the COR.
Rob Mott @ Velocity Training Due to the complex and very specific requirement, is there a way to get an extension since this (does not appear) to be a deployment related tasking?
The Government cannot issue an extension to this requirement and the solicitation close date remains the same as originally posted.
