FA8052-18-R-0016: Nationally Registered Paramedic Course

Questions and Answers

Q1:PWS states 20 miles within an active duty base under the recertification training.

Previously, that was a requirement from the full paramedic program and not recertification when the proposal was split. The reason given previously was full-time contract support from USAF.

Fort Snelling is in Minneapolis, MN and has active duty/fulltime contracting personnel. Does that cover the requirement or is it just Active Duty USAF base?

A1: It must be an Active -Duty USAF base. All of our student are active-duty and they need to have access to all readily available support systems in the event an issue arises.

Q2: In reviewing the Combined Synopsis/Solicitation, please provide clarification on the expected length of training for the Nationally Registered Paramedic Initial Training.

•Page 2 item 5 references not to exceed 120 days of initial training •Page 2 item 8 a reference is made to 'in additional to the 134 calendar days allowed for initial training'.

•Page 4 - Offeror shall submit an example of the 120 day course schedule to be used •PWS references 134 calendar days for initial training

A2: The correct number of days is the one listed in the PWS- 134 days

Q3: 3.1.3.1 All classes, to include clinicals, vehicular rotations and testing, must take place within 20 miles of an Active Duty Air Force Base.

It was stated that this requirement is flexible, would a National Guard Airforce Base and / or an active duty Navy Base suffice?

A3: No, an Air Force base is required to meet finance, medical, and other needs the students may have.

Q4: Also would an option for housing, meals, and transportation from a major airport including in and around transportation as part of the total price be acceptable.

A4: It would, but we still need the Active Duty Air Force base within 20 miles.

Q5: 3.1.8 Pass/Fail Rate: The Contractor shall have a 90% first time pass rate, 90% of the time with students completing the training for certification to the NRP level with NREMT.

This requirement is very ambitious and is significantly higher than any state average which are based on pass rates with students who are normally enrolled in 2 year community colleges with sufficient study time, are paying for their own tuition, and in most cases, have jobs relying on the successful passing of the program. Failure to meet this could potentially result in bad CPAR ratings.

What is the calculation criteria for this metric? Will it be calculated at the end of each course, each, year, etc and will only students who take the test during the 134 day period be included in this count?

Ex. A student who drops from the course prior to completion for any reason or a student who must take the test at a later date after they leave the contractors training course.

A5: The calculation is for all paramedic courses hosted at your facility.

Q6: Would an option for paying “full” price for a student who passes the tests and a “discounted” price for a student who fails to pass the testing and get a national certification be acceptable?

A6: It is not clear if the question is asking about a discounted price for the course, or for the testing. We are not sure how this would be achieved.

Q7: 3.1.8 & 4.3 Services Summary Table, First row. The performance threshold states; “Must obtain 90% first time pass rate, 90% of the time”. This statement with the reference to “90% of the time” is confusing or could be left open to interpret in several ways. . Should it be interpreted as only; “Must obtain 90% first time pass rate”?

A7: If it is easier to interpret you could utilize must obtain 90% pass rate.

Q8: Do we have permission to edit the Pricing Schedule spreadsheet?

A8: Yes, but you must annotate what changes were made in the spread sheet.

Q9: Clarification for Subfactor 1: Technical Capability Response - what specific items on the PWS are you requesting a response on? I have formulated responses to Subfactor #1, #2, and #3 as identified on Attachment 4 - are we to offer attestations of compliance on the additional items within the PWS?

A9: The technical capability will be found acceptable/unacceptable on the basis of the evaluation criteria outline in FAR provision 52.212-2, Evaluation. While you may offer performance capability in other areas of the PWS, the solicitation will ONLY be evaluated on the criteria listed in the provision;

Factor 1. Technical Capability Subfactor 1: Training Requirements Subfactor 2: Accreditation Subfactor 3: Location Factor 2. Past Performance Factor 3. Price
