AIR FORCE MEDICAL SUPPORT AGENCY

STATEMENT OF WORK (SOW)

FOR

PHYSICIAN CLINICAL REFERENCE DATABASE

AFMSA/SG30

22 SEPTEMBER 2016

1.0 SCOPE

1.1 This contract shall provide an Online Physician’s Clinical Reference Database that will be posted on the Air Force Medical Services (AFMS) Virtual Library. A link to the database and IP-authentication shall be required for each U.S. Air Force Military Treatment Facility (MTF). All information shall be accurate, complete, unbiased, evidence-based, and referenced with current medical literature. The database shall have search features and a user-friendly interface. This service shall provide multiple, simultaneous access to the site via internet/world wide web. This service shall incorporate use of an internet browser, such as Explorer, Firefox, or Chrome to enable authorized users to retrieve full-text topic reviews written by experts in the medical specialty and fully reference with current literature sources. Medical topics include such specialties as Internal Medicine with subspecialty coverage, Obstetrics and Gynecology, Family Practice, Emergency Medicine and Pediatrics. This will include a finished product that answers clinical questions with a thorough, reasoned discussion of the medical literature and positively affects clinical decision making. A list of the Air Force (AF) MTFs is located in attachment 1.

2.0 SUBSCRIPTION REQUIREMENTS

2.1 Ensure site is available (24/7x365) days a year excluding website maintenance requirements.

2.2 Provide a POC who will be responsible for the performance of the work. The point of contact will have full authority to act for the Contractor on all matters relating to the daily operation of this contract. The Contractor will designate this individual, in writing, to the Contracting Officer (CO) and the Government Program Manager (PM) before the contract start date. An alternate may be designated, but the Contractor will identify those times when the alternate shall be the primary point of contact.

2.3 Provide 24/7 contact customer technical support and provide a technical representative for this contract for assistance with technical problems accessing the site within 15 days of award.

2.4 Provide 30 days prior notice of accessibility unavailability resultant from upgrade or other electronic maintenance requirements. Notice will be accomplished by submission of an email to the Contracting Officer and the Government Program Manager (PM) and by posting a notice to the website.

3.0 SUBSCRIPTION CONTENT

3.1 Full-text topical medical reviews, referenced with current, authoritative medical literature hyperlinked to MEDLINE abstracts.

3.2 Content will be reviewed continuously and updated based on current literature at least 3 times per year. A description of the updating/review process shall be made available.

3.3 Content will be written at the medical provider level.

3.4 Content will cover, Adult and Pediatric Emergency Medicine, Adult Primary Care and Internal Medicine, Allergy, Immunology, Cardiovascular Medicine, Dermatology, Drug Information, Endocrinology, Family Medicine, Gastroenterology, Hematology, Infectious Diseases, Nephrology, Hypertension, Neurology, Obstetrics, Gynecology, Women’s Health, Oncology, Pediatrics, Psychiatry, Pulmonary, Critical Care, Sleep Medicine, Rheumatology, and Surgery.

3.5 Content will include pathophysiology, diagnosis, prognosis, etiology, laboratory tests, epidemiology, and recommended treatment of medical conditions with grading of evidence if appropriate. Content will also include date of record/review update.

3.6 Content will be written by expert physicians in the specialty and peer-reviewed by other experts in the specialty. Credentials and affiliations of the authors and reviews will be included in the content.

3.7 Content will be presented in a clear and concise format to enable clinical decision-making at the point of patient care delivery. The presentation will include a thorough, reasoned discussion of the topic with prioritized, recommended action(s) with critical caveats from the expert author.

3.8 Content will include pediatric and adult topics.

3.9 Content will be searchable with words or phrases in titles and content and by subject. The database will have search tools enabling users to find/retrieve all medical topic reviews on search topics in one interface including drop-down menus of possible matches after typing the first few characters. The database shall also map from common synonyms, abbreviations, and acronyms.

3.10 Provide graphics integrated into the reviews.

3.11 Provide prescribing, dosage, and adverse effects of drugs listed for treatment in reviews.

3.12 Provide a simple grading system for evidence. Evidence should be graded for both the strength of the recommendation and quality of the evidence upon which the recommendation is based.

3.13 Provide alerting features to notify users of new content since the last update. Alert content shall focus on information that is patient-oriented and with the potential to change current practice of health care providers.

3.14 Provide interactive medical specialty calculators, i.e. cardiac output, peak expiratory flow, etc.

3.15 Search interface shall be customer-friendly.

3.16 Content shall be available at an online site and also on hand-held/mobile devices.

3.17 Patient education summaries shall be included and written at approximately 8th grade level.

3.18 Ensure users shall be able to print, email, and download full-text topic reviews.

3.19 Provide a stand-alone complete database to retrieve a complete medical topic review, without requiring a subscription to other products.

3.20 Provide updated DVDs that include all topic reviews, graphics, and drug information for deployed troops without dependable and consistent internet access.

3.21 Provide continuing medical education credits certified by the Accreditation Council for Medical Education. Physicians shall receive AMA Category 1 CME for each search performed. Users shall be able to track CME activity after establishing an account.

3.22 Provide a monthly usage report to the Government PM or designated representative displaying the number of users and number of reviews accessed.

3.23 Provide access to the web site 24/7 to authorized users via both IP authentication and some form of token/key generation. For IP-based authentication, access should be granted for all AFMS duty locations. The government will supply a list of IP ranges for AFMS duty locations. As IP ranges are changed, an updated list will be provided, and the vendor should enable access from the new IP ranges within two business days. For access to the vendor's web site when not at an AFMS duty location, the vendor will work with the government to coordinate a token/key system. This token/key generation will only be permitted for authorized users that have logged into the AFMS Virtual Library.

3.24 Provide access to authorized users: Air Force Medical Service active duty members, Air Force guard and reserve members, Government Service personnel, employees, students, contractors, physicians at USMEPCOM, and/or providers having privileges at an Air Force MTF who are directly involved in providing health care services to patients at an Air Force MTF. Additional authorized users shall be added throughout the life of the contract at no additional cost to the Government, as needed.
