AFICA Continuous Process Improvement (CPI) Support Services U

Questions Asked/Answer Matrix:

From Date: QUESTION ASKED: 1BANSWER TO QUESTION:

1. Is this a follow-on requirement? If so, could you please

No. This is a new requirement.

incumbent contract number for this opportunity?

2. The Pricing schedule states FTE for both of the resources.

However, the PWS states 480 hours. FTE tends to mean full time, 1,920 hours. Can you clarify what the expectation is for the roles?

We anticipate that there will be six events, which are not identified currently. Each event we believe will take 40 hours per person. Should one event take more hours that is fine as long as the total hours per year does not exceed 480 hour per person. Black belt is used to ID problems or deficiencies and help with proposing /analyzes the problem solution. The management assistant helps to administrative requirements.

3. I wanted to point out in the pricing document, option year 1 there are 2 Lean Six Sigma, where I believe you mean to

That is correct it should be one Lean Six Sigma Black Belt and one Project Assistant. Will amend the schedule B to reflect the changes.

have the second be the Project Assistant.

4. Would you be able to provide an estimated value for this

No. Please provide a proposal based on what is stated in the Request For Requirement? Proposal (RFP).

5. Is this in relation to the Patient Safety Program No.

Management requirement?

6. Are there any incumbents that qualify as a small business doing

No. This is a new requirement, please defer to the PWS in the RFP.

similar work for the AF at this time?

7. We have recently added an employee to our company that has

If the candidate meets the qualifications as stated in the PWS then the company is over 20 years of experience in continuous improvement. How is not " violating" the PWS. If the question is can the company use the newly can we utilize his past performance without violating the PWS?

hired candidate's past CPI performance as their past performance then I do not believe that will apply as the company cannot demonstrate their Past Performance.

UDate: 07/27/2016

8. Is all the work performed in Conus and in one location?

Yes. Please defer to PWS, pg. 15, Place of performance, 3.5

9. Would a waiver be considered for the BB SME of a Masters

PWS, minimum qualifications pg. 7, 2.1 Description of Duties and degree if proposed SME was a MBB with over 16 years of CPI

Qualifications, 2.1.12 BB Minimum Qualifications: The contractor shall experience in private and government environments?

provide a BB SME that meets the following standards: 2.1.12.1 Master’s in Engineering, Healthcare, Business or Sciences and a minimum 10 years’ experience in a process improvement function. No wavier is indicated.

10. In reference to the RFP, I would like to know if the Government would entertain a proposal with a different breakout of qualifications than the one described in sections 2.1 and 2.2 of the PWS. We may be able to put together a 2-person team composed of a Black Belt (BB) with a PhD in Engineering and 2 years of experience as a BB as opposed to the required 7 years and a Master Black Belt (MBB) with 13 years of extensive experience but without a Master’s degree. This 2-person team, in the aggregate, greatly exceed the required qualifications and will be able to excel at performing all the duties collectively defined in the PWS for the BB and the Management Assistant as stated in the PWS sections 2.1 and 2.2 respectively.

(Please see question 9 above):

As stated in the PWS these are the minimum qualifications that we are looking for. The PhD in Engineering and 2 years of experience as a BB as opposed to the required 7 years, does exceed the minimum as far as degree but not experience, however the experience in lieu of the Master’s Degree does not. Per the PWS requirements will remain the same.

11. In the last Q&A, the government clarified that the estimate is 6 events, 40 hours per event (240 total hours), not to exceed 480 hours per year. Given this is a Firm Fixed Price bid and to ensure a level playing field, should offerors bid to the 480 hour level of effort?

Correct, each FTE has a maximum number of 480 hours.

12. In regards to above solicitation for process improvement consultant, do you require the resume of the key subject matter expert for this role?

Resume was not required to be sent to us, however you must meet the minimum requirements as stated in the PWS.

13. For the price proposal (Attachment 1), do you require the total value to include the NTE value of $40,978.24 for travel?

Yes, please defer to the bid schedule attachment 2 of the RFP.

14. Request for 2 extra weeks extension of response time (Aug

25th 2016) for the RFP FA8052-16-R-0021.

Will extend the RFP for 1 week only for response time, new closing date will be 18 Aug 2016.
