About this file
This document is a Questions and Answers file for a Fire Equipment Safety Personal Protective Equipment Chem Bio Boots solicitation (FA805126DChemBioBoots) issued by the United States Air Force. The Q&A addresses technical specifications for chemical and biological protective boots, including testing standards and certification requirements. Key responses indicate that the boots do not need to be interoperable with the Joint Firefighter Integrated Response Ensemble, and testing can be conducted to NFPA 1990 standards. The Air Force confirmed they do not have testing facilities and will not supply additional ensembles for testing.
The related Sources Sought Notice reveals the Air Force's intent to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Structural-Proximity Pull-On-Boots for Fire and Emergency Services. The procurement seeks boots that comply with NFPA 1971, 1992 standards, are from a single source manufacturer, and meet Berry Amendment compliance requirements. The solicitation is managed by the Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency, with the goal of understanding industry capabilities for producing specialized firefighter protective footwear.

Q1. Can the boots be interoperable with the Joint Firefighter Integrated Response Ensemble (JFIRE)?
RESPONSE: No, not a requirement.
Q2. Can the contractor ensure the boots meet ASTM Standard F2588, Standard Test Method for Man-In-Simulant Test (MIST) for Protective Ensembles?
Could we conduct this test according to the NFPA 1990 standard since the ASTM F2588 standard has not been updated for quite some time?
RESPONSE: Yes, testing to meet NFPA 1990 is sufficient.
Considering that these tests must be performed on a complete ensemble, does the Airforce have the necessary testing facilities, and would they be willing to assist in the testing process or in arranging additional ensembles?
RESPONSE: No, the Air Force does not have a facility to test in, and the USAF will not supply any ensembles for testing.
Q3. Can the contractor ensure the boots meet Test Operations Procedure (TOP) 8-2-501, Permeation and Penetration Testing of Air- Permeable, Semipermeable, and Impermeable Materials with Chemical Agents or Simulants (Swatch Testing)?
TOP 8-2-501 can be performed, when do you expect to have the results?
RESPONSE: Testing requirement removed, must meet NFPA 1970, 1990, and 1950.
Furthermore, can Morning Pride would like their certification consultant, Jeff Stull, for a meeting (either in person or online) with the Airforce team responsible for managing the program? He possesses extensive knowledge of these requirements and can assist us in fulfilling them. Additionally, he is actively involved with the Military regarding CBRN requirements.
RESPONSE: Please reach out to Brian Thompson, AFCEC FES Program Manager at brian.thompson.76@us.af.mil
