(b)(4) Factor I Technical Evaluation: The items being procured for this solicitation are all brand name commercial products. A full list of all part numbers being acquired can be found on Attachment 3 – Technical Specifications. Any items which are offered which are not brand name appropriate, and/or are not in compliance with the manufacturer part number and unit description will render the offer unacceptable and the Government will not consider the offer for award in the absence of discussions.

The CLIN Pricing Sheet (Attachment 1) will be completed once all CLIN prices have been calculated using Attachment 2. The CLIN Pricing Sheet (Attachment 1) will be used to establish a total evaluated price (TEP).

(g) Contract award. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
(h) Multiple awards. The Government intends to make a single award as a result of this solicitation.
(k) Offerors shall identify any conflict of interest or appearance issues that might be a potential Organizational Conflict of Interest (OCI).
Basis of Award
The following is an addenda to 52.212-2 Evaluation-Commercial Items.
The Lowest Price Technically Acceptable (LPTA) Source Selection Process will be utilized in accordance with (IAW) FAR 15.101-2.
All proposals shall be subject to evaluation by a team of Government personnel based on the following factors:
(i) Factor I Technical: All items procured under this solicitation are brand name commercial products and offers will be evaluated as either "Acceptable" or "Unacceptable." Offers proposing items that meet the brand name requirement, manufacturer's part number, and unit description will be rated "Acceptable." Offers proposing items that do not meet one or more of these requirements will be rated "Unacceptable."
Adjectival Rating Description
Acceptable Proposed items meet the requirements of the solicitation.
Unacceptable Proposed items do not meet the requirements of the solicitation.
(ii) Factor II Price: The Government will evaluate each offeror’s TEP to determinate lowest price. TEP will be calculated by multiplying the contractor’s proposed price by the quantity to be purchased for each unit item, adding all unit prices into a single CLIN price, and then adding all three CLINs together. Please see Attachments 1 and 2 for more precise instructions. Pricing will be evaluated for reasonableness and balance as follows:
Reasonableness. The Offeror’s price proposal will further be evaluated to determine whether the overall price the Government expects to pay is fair and reasonable pursuant to FAR 15.404-1(b)(2).
Balance. The Offeror’s proposal will be evaluated for balanced pricing IAW FAR 15.404-1(g). Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more-line items is significantly over or understated as indicated by the application of price analysis techniques.
The award will be made to the Lowest Price Technically Acceptable Offeror (LPTA) that is determined to be responsible in accordance with FAR 9.
Offerors are required to complete representations and certifications found in the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. This can be found on Attachment 4 – Provisions and Clauses. Offerors may also submit their own completed copy of FAR 52.212-3.
