Attachment 4. Draft Shipping Destinations

STATEMENT OF WORK

Air Force Civil Engineer Center Rapid Explosive Hazard Mitigation (REHM) Large Clearance Blade Assembly (L-CBA) Date: DRAFT

1.0 SCOPE. This Statement of Work (SOW) defines the effort associated with the supply of large clearance blade assemblies to mount on armored front end loaders.

2.0 BACKGROUND. The Civil Engineer function has a requirement to return airfields back to a serviceable condition after an enemy attack. This solicitation is for the procurement and preposition of REHM L-CBAs and associated items to support the Airfield Damage Repair (ADR) Modernization Program. The objective of the ADR Modernization Program is to develop capabilities to rapidly asses damaged to airfield pavements, mitigate unexploded ordnance from the airfield pavement, and repair damaged airfield pavements for the full spectrum of operational scenarios including base recovery after an attack, expedient repairs at deployed locations, and sustainment of operating surfaces at forward operating bases. In all of these scenarios, time is a critical factor, either to restore flying operations or minimize airfield closures. The Large Clearance Blade Assembly (L-CBA) is required to push ordnance off airfield surfaces using an Armored Front End Loader. AFCEC/CXA has designed and tested an effective blueprint for this capability. EOD requires a five (5) year Indefinite Delivery/Indefinite Quantity ID/IQ contract to procure approximately 80 L-CBAs built to government specifications and shipped to specified locations.

3.0 REQUIREMENTS. The work required by this contract shall be performed in accordance with standards and formats identified within this SOW. The Large Clearance Blade Assemblies must be:

a. Built to the performance specifications

b. Built with specified metals

c. Incorporate ISO coupler for attachment to government armored front end loaders

d. Comply with specified schedule, data items, and other deliverables

e. Ship to specified destinations

3.1 Product/Performance Requirements.

3.1.1 The contractor shall purchase, manufacture, assemble, prepare, package, document, and deliver REHM L-CBAs, to selected worldwide locations in accordance with the detailed technical requirements of this SOW.

3.1.2 Build L-CBA(s) to government plans provided in attached technical data package specification design drawings (Attachment 1 Draft Design Specifications, Attachment 2 Draft Assembly Build Supplement, and Attachment 3 Supplemental Tool List). Paint components prior to assembly and touch up L-CBA once assembled.

3.1.2 Specified metals. Built with government specified metal alloys

a. An Astralloy-V plate 4.75”x37”x193” used for the CX1907004 blade.

b. A514 Steel Plate

c. A53 Steel Bar

d. A500 Steel Stock

e. A500 Tubing

3.1.3 Comply with ISO Standard. Large clearance blades must attach to government armored front end loader, NSN: 3805-01-686-4441 using International Organization for Standardization (ISO) 23727:2009 hydraulic quick coupler with cab mounted hydraulic attachment pressure release function. Couplers will be delivered under separate contract with the armored loader manufacture.

3.1.4 Schedule, Data Items, and Other Deliverables.

3.1.4.1 Schedule For Fully Procured REHM L-CBAs. The contractor shall commence work immediately After Receipt of each Order (ARO). The contractor shall provide production schedule plans first article for review and approval not later than 90 calendar days ARO. Once an L-CBA order is assembled the contractor shall submit an element for review and approval, and once approved, shall complete shipment of procured additional L-CBAs in accordance with Table 1. The Government requires up to a maximum of 14 calendar days to inspect and approve the submissions.

3.1.4.2 The contractor shall commence work immediately After Receipt of each Order (ARO). The contractors shall provide an estimated delivery timeline for each order.

3.1.4.3 Inspections Locations. The Government may provide on-site inspections based on the contractor’s production completion schedules. Inspections will be completed or waived by the Government prior to any L-CBA and/or items shipped. Inspections may take up to one work day to complete, per L-CBA; and include inventory of all end items and packaging. The contractor shall coordinate with the AFCEC Technical Advisors identified in Paragraph 3.1.8 for scheduling all inspections.

3.1.4.4 Inspection Details. Specific inspection details will be outlined in each Delivery Order issued against the contract.

3.1.4.5 Data Items. The contractor shall submit complete Safety Data Sheets on hazardous materials (if applicable) with the L-CBAs no later than 30 calendar days ARO to the Technical Advisors identified in Paragraph 3.1.8

3.1.4.6 Weekly Status Report. The contractor shall provide, per task order, weekly status of shipped, delivered and delivery schedules to Technical Advisors outlined in Paragraph 3.1.8. The first report shall be due seven (7) calendar days ARO and no later than 1200 CST every Monday thereafter until all deliveries are completed.

3.1.5 Packaging. The contractor shall develop a customized packaging solution for worldwide shipment and protection of the blade from the elements. Packaging shall be designed to allow heavy equipment operators to pick up and remove the blade from the packaging solution and replace it for environmental storage. (e.g. custom crating or acquiring and customizing ISO side opening shipping containers).

3.1.6 Shipment. Ship to specified destinations defined in attachment 4.

3.1.6.1 First article inspection. Obtain government physical configuration audit blade assembly inspection prior to full rate production and shipment L-CBA(s).

3.1.6.2 Loading and unloading. The Contractor shall load and unload all REHM L-CBAs, sub-kits, or individual items at their origin and at each destination (door to door). The contractor shall provide all equipment, manpower, tools, and vehicles to perform all product loading and unloading. The contractor shall offload all REHM L-CBAs in their packaged shipping/environmental protection containers, from shipping truck/containers at destinations and deliver to the installation final location per each Point of Contact (POC).

3.1.6.3 Deliveries. Deliveries under this contact are to Main Operating Base (MOB) or Forward Operating Base (FOB) destinations. The contractor shall employ packaging and shipping techniques to preclude any damage from rough transport either by land, sea, or air. The contractor shall be responsible for expenditures associated with damage incurred during shipping to include on-site repairs or replacement of damaged items. The contractor shall provide all product loading at the origin and all product offloading at the destination (door to door) as outlined above.

3.1.6.4 ISO Container Serial #s (IF APPLICABLE TO THE PACKAGING SOLUTION). The Government will provide applicable container control numbers (USFU #s) for all purchased ISO containers and track all information in the Joint Container Management System (JCMS). Contractor shall follow the specifications in the Defense Transportation Regulation – Part VI, Chapter 603, dated March 2015. The contractor shall contact the Technical Advisors identified in Paragraph 3.1.8 for assistance.

3.1.6.5 Destination POC. The contractor shall contact the applicable installation POC prior to shipment to give the installation a formal notification of an upcoming delivery and to verify the delivery address. The POCs and shipping addresses will be identified in each Delivery Order issued against the contract. The contractor shall also provide product and/or delivery schedule information to specified Technical Advisors in Paragraph 3.1.8.

3.1.6.6 External Tracking. The contractor shall make available to the Government all automated tracking information employed by the shipping agencies (i.e., web-based search engines, posted manufacture spreadsheets, etc.).

3.1.6.7 Shipping Cost. Firm fixed pricing will be negotiated on an order by order basis in accordance with the contract ordering procedures.

3.1.7 REHM L-CBA Components Verification

3.1.7.1 Classification of Inspections of REHM L-CBAS components. The inspection requirements specified herein are classified as follows:

· First article inspection.

· Conformance inspection.

3.1.7.2 First Article Inspection. The purpose of this inspection shall be to determine REHM L-CBA’S conformity with the contract. Acceptance of the First Article inspection shall not constitute a waiver by the Government of its rights under the provisions contract document or relieve the manufacturer from any requirements defined in this specification. Failure to meet inspection criteria shall constitute cause for rejection.

3.1.7.3 Conformance Inspection. The conformance inspection shall be conducted on all REHM L-CBAs prior to the vendor shipping the REHM L-CBAs.

3.1.8 AFCEC Technical Advisors
