Steam Boiler. A pressure vessel in which steam is generated by application of heat resulting from the combustion of fuel (solid, liquid, or gaseous).
Power Boiler. A boiler in which steam or other vapor is generated at a pressure greater than 15 psig for use external to itself.

1.2. Scope. At selected overseas locations, inspections of American Society of Mechanical Engineers (ASME) stamped boilers and unfired pressure vessels shall be accomplished in accordance with the rules for inspections in the latest edition of the National Board Inspection Code and addenda published by the National Board of Boiler and Pressure Vessel Inspectors, 1055 Crupper Avenue, Columbus OH 43229, ASME CSD-1, NFPA 85, and the requirements contained in the Inspection and Testing requirements listed in AFI 32-1068, dated 8 Feb 2017 and the Instructions for Completing AF Form 1222.
1.3. BOILER INSPECTIONS.
1.3.1. Description of Inspection Types
1. Type BA: Internal and external inspection
1. Type BB: Internal and external inspection, followed or preceded by external inspection while boiler is under hydrostatic test
1. Type BC: External inspection while boiler is operational under pressure
1. Type BD: External inspection while under hydrostatic test
1. Type BE: Internal and external inspection of expansion tanks used with high temperature hot water boilers
1.3.2. Exclusions. The following items are excluded from inspection.
1. Pressure vessels of less than one boiler horsepower which are especially constructed for laboratory purposes
1.3.3. Boiler Inspection Requirements. The contractor shall perform inspection of high pressure steam boilers (above 15 psig), high temperature hot water boilers (above 160 psig and/or 250 degrees F), and associated expansion tanks at Air Force installations outside the continental United States.
The list of ASME boiler inspection requirements are provided in Attachment 1 and include the following information:
1. Points of contact at the base and commercial phone number(s)
1. The name and location of the Air Force installation
1. The building number where the boiler is located
1. The National Board number for each boiler
1. The contractor must complete the inspections listed within the date range.
1. The type of inspection(s) required
1.3.4 Combustion Efficiency: In conjunction with the BC Inspection (Fuel type; natural gas, #2 fuel oil, #6 fuel oil, coal, etc.), check the combustion efficiency of each boiler using a Bacharach Model ECA 450 or equivalent portable flue gas analyzer. Measurements shall be taken in accordance with ASME PTC 19.10-1981, Flue and Exhaust Gas Analyses, Section 3, Extractive Measurement Systems. Measurements will be measured or calculated and recorded on Block 51 of the AF Form 1222 Supplemental.
1. Ambient Air Temperature of combustion air (required 0 – 120 deg F range); required accuracy of ±2% between 32 – 120°F
1. Flue gas exhaust stack temperature (required 0 – 1200 deg F range); required accuracy of ±4% between 32 – 255°F / ±6% between 256 – 480°F / ±8% between 481 – 752°F / ±10% above 753°F
1. O2 concentration (required 0 – 15% measurement range); required ±0.3% accuracy
1. CO concentration (required 0 – 50,000 ppm range); required accuracy of ±5% of reading or 10 ppm whichever is greater in the range of 0 – 2,000 ppm / ±10% of reading in the range of 2,000 – 40,000 ppm
1. Hydrocarbons (required 0 – 5% range); required accuracy of ±5%
Additionally, the boiler inspectors must record additional information:
1. Fuel type (natural gas, #2 fuel oil, #6 fuel oil, coal, etc.)
1. Energy content (i.e., BTU/lb, BTU/CCF, BTU/gal, etc.) of fuel with ultimate analysis of fuel constituents if available from utility bills
1. Combustion efficiency
1. % excess air
1. % CO2
1. Supply HW/steam temperature (an IR thermometer reading from a bare HW supply pipe is sufficient data)
1. Indicate whether the boiler is condensing/non-condensing/or steam
1. Specify boiler model number in the manufacturer block 12
1. Block 13 boiler must be sized in "MBTUH" from the equipment data plate (do not use the 'KLBS/HR' option). Enter the manufacturer’s rating or capacity in millions of BTUs per hour (MBTU), one thousand pounds of steam per hour is approximately equal to 1 MBTUs or Boiler Horsepower (BHP) multiplied by 33.5 equals MBTU per hour.
Note: The combustion analysis will be performed when the outside air is no greater than 30°F and the boiler is up to equilibrium and has stabilized (i.e., not cycling). System operation should not be less than 20 minutes of consistent operation at full (Hi) burner (if applicable) while maintaining a stable steam system pressure. If system load is not acceptable for testing (i.e., boiler cycling), then the system load will be created by manually setting back building water temperature to no less than 130°F prior to performing combustion analysis. All testing will be performed in compliance with Bacharach Instruction 0024-9400.
1.4. UNFIRED PRESSURE VESSELS
1.4.1 Description of Inspection Types

1.4.2. Non ASME stamped Boilers and UPVs. Inspect all equipment in accordance with ASME Boiler and Pressure Vessel Code or equivalent host nation requirements and AF instructions. Boilers and UPVs must have a pressure-relieving device as required by the ASME Boiler and Pressure Vessel Code, which requires all steam pressure-reducing valve stations on the low-pressure side to have a correctly rated and sized pressure-relief device and compressed air receivers less than 1.5 ft3 must have the manufacturer’s standard pressure-relieving device. Inspectors shall ensure all pressure vessels in which moisture can accumulate must have automatic condensate drainage.

The inspection report shall be typed or printed legibly in ink. Each report shall be individually signed by the Inspector performing the inspection attesting they had performed the inspection to the requirements of the NBIC, ASME, CSD-1, NFPA 85, and in compliance with the Instructions for Completing AF Form 1222 (Attachment 3). The on-site base Boiler Plant Operator or designated representative witnessing the inspection will sign the AF 1222. Each report shall include the inspector's National Board Certification Number.
1.5.1.2. Before leaving each Air Force installation following inspections, the Inspector shall provide one (1) copy of each completed and signed AF Form 1222 for each boiler inspection and one (1) copy of each completed and signed AF Form 1222 for each unfired pressure vessel inspected to the Government representative. After completion of an inspection, one (1) copy of the report shall be e-mailed, faxed, or mailed to the Air Force Installation and Mission Support Center (IMSC) Detachment POC’s, base POC’s, PM, and the CO.
