STATEMENT OF WORK

For

Explosive Ordnance Disposal Total Containment Vessels

24 May 2016

1.0 Purpose

The purpose of this project is to provide Explosive Ordnance Disposal (EOD) teams Air Force wide the capability to safely transport potentially hazardous items from incident sites across public areas to storage or terminal locations. Air Force EOD teams respond to incidents both on and off installations that may result in a number of different courses of action taken to minimize or eliminate hazards encountered through the accidental or intentional use of both military and civilian explosive items. The total containment vessel is a tool used to protect emergency responders and the general public when circumstances require the transportation of hazardous items away from an initial incident site.

2.0 Product Requirement

2.1 Provide a total containment vessel that meets the following minimum criteria:

2.1.1 Repeat capacity to withstand at least 5 full rated (10-pounds (4.5-kg) C-4), consecutive, repeat detonations. There should be no requirement for manufacturer recertification after a specific number of detonations; all certification should be done by the EOD operator in the field.

2.1.2 Gas tight at maximum repeat charge capacity (10-pounds C-4) and remain sealed indefinitely following a detonation. Contractor shall supply copies of third party verification testing using thermal and pressure resistant tracer gas (i.e., helium), parts per million detection equipment and a secondary enclosure to increase detection fidelity, and measurement of the tracer gas before and after detonation.

2.1.3 20-pound TNT (9.1-kg) maximum capacity rating for a one time detonation validated by non-linear, dynamic analysis. Test data to prove this capacity shall be provided upon request and shall have been completed prior to request.

2.1.4 Contractor shall provide documentation of any R&D testing above the rated containment capacity to validate safety factors and better understand risk factors for EOD operations. Units must have been validated for a one time maximum charge.

2.1.5 Contractor shall provide documentation of testing with a wide variety of devices and charge weights validating margin of safety associated with the TCVs containment rating. Documentation shall show full scale testing to demonstrate 125% capability of its repeat capacity with standoff distance of 5 feet or less. TCV shall be capable of containing the effects from fragmenting devices, including both soft-packaged and metallic-cased explosive devices.

2.1.6 TCV shall have a closed loop sample system using liquid and gas samples taken both pre and post detonation. Contractor shall provide third party verification testing to validate unit’s ability to pull sample from pressurized vessel into zero psi container to increase safety for the user and the laboratory. TCV shall have the ability to hold pressure after a blast for 24 hours. Personnel must be able to draw accurate and representative samples regardless of the internal chemical residue's weight. Accurate sample must be able to be taken with or without internal pressure in TCV. TCV must have the ability to introduce a reagent into the tank to decontaminate the system after sampling is complete.

2.1.7 TCV must have a door operating system for ease of use by the operator or a basic robotic platform. Contractor shall provide evidence of testing that unit remains completely closed and sealed even if there is a power, hydraulic or other system failure with no compromise to the integrity of complete system containment.

2.1.8 One person must be capable of manually operating and securing door mechanically in event of power failure prior to door closing, thereby avoiding a catastrophic failure with testing to validate.

2.1.9 Total System Weight < 8,000#

2.1.10 System shall be equipped with a programmable logic controller (PLC) for standoff operation of door.

2.1.11 Supplied with dual axle aluminum trailer (dimensions not greater than 13’ long x 8’ wide by 8” tall with TCV), with a GVWR rating greater than 9,900#, 2 5/16 ball hitch, and (4) tires and wheels.

2.1.12 Trailer body shall be built from 3003 Marine Grade 3/16” diamond plate aluminum or comparable material with all joints and seams weatherproofed and the sub frame built of 6061 and 6063 Marine grade aluminum or similar material.

2.1.13 Supplied with a minimum 6.5 KW generator to provide power for various EOD response equipment items including a robot, x-ray, and TCV itself.

2.1.14 Compared with the explosive rating, the TCV shall provide the largest opening possible as a means to accept the widest array of objects into the TCV.

2.2 Vendor must provide onsite familiarization and training for ten installations. The shipping and setup locations are: Kirtland AFB, NM; Hill AFB, UT; Edwards AFB, CA; Andrews AFB, MD; Peterson AFB, CO; Davis-Monthan AFB, AZ; Dover AFB, DE; Eielson AFB, AK; Incirlik AFB, TU; and Ramstein AB, GE.

2.3 Must come with a minimum three-year warranty and inspection plan.

2.4 Vendor must be able to provide system maintenance within one week of malfunction.

2.5 Contractor is responsible for delivering systems FOB destination to the locations in Attachment 4 within 30 day of contract award.

3.0 Target Audience

The target audience for this piece of equipment is AF Civil Engineer Explosive Ordnance Disposal Operators.

4.0 Desired Goals

To field a reliable piece of equipment that will be used to protect life, limb, and property of Air Force installation customers and the members of the surrounding communities.
