1. Introduction The Air Force Installation and Mission Support Center (AFIMSC) serves as the single intermediate-level headquarters responsible for providing installation and mission support capabilities to 78 Air Force and Space Force installations, nine major commands, and two direct reporting units with an annual budget of approximately $8 billion. The AFIMSC cross-functional team provides globally integrated management, resourcing, and combat support operations for Airman and family services, base communications, chaplain, civil engineering, contracting, logistics readiness, public affairs, security forces, and financial management programs.

2. Background The AFIMSC Studies, Analyses, Assessments, and Lessons Learned Directorate (AFIMSC/A9) has two (2) GS-1515 Operations Research Analysts (ORAs) Government employees to support the analysis needs of AFIMSC’s globally integrated management, resourcing, combat support operations, Airmen, Guardians and family services, base communications, chaplain, civil engineering, contracting, logistics readiness, public affairs, security forces and financial management programs.

During the AFIMSC stand up, the Air Force estimated the need for analytical support to be approximately 14 full time ORA staff. However, the center has never had this level of analytics support staffing, either organically or through contractor support staffing. As a result, the lack of analysts has led to challenges with AFIMSC/A9’s ability to provide the analytic capabilities needed to support AFIMSC strategic initiatives.

A combined organic and contractor support staff AFIMSC/A9 team and augmented contractor support can be leveraged to give AFIMSC the analytical depth to maintain a data-driven synergy across all 78 Air Force and Space Force Installations in support of AFIMSC, DoD, OEIs, and National Defense Strategies, Department of the Air Force (DAF) Analytic Priorities, and DAF Project Phalanx (PAD 22-03 Analytic Organization Implementation).

3. Scope This is a non-personal services contract to provide full-time equivalent operations research and advanced data analytics contractor support staff services in direct support of AFIMSC organizations. The primary physical work locations for day-to-day support will be within Joint Base San Antonio (JBSA). Travel may be required to support mission needs at other locations.

The purpose of the contract will be to inform and enable addressing Installation & Mission Support (I&MS) challenges by implementing data-centric solutions to improve efficiency, achieve greater cost-effectiveness, and enhance I&MS capabilities for AFIMSC and the Air Force at large.

Specifically, this contract will provide a range of Data Science and Operations Research capabilities for all headquarters AFIMSC Directorates, to include but not limited to, Modeling and Simulation, Optimization, Artificial Intelligence Application, Risk Analysis, Game Theory, Data Visualization, Data Lake Migration and Integration, Metric Development and Refinement, Cloud Integration, Robotic Process Automation, Data Hygiene, and Data and Record Management. Additionally, this contract will provide support to manage interfaces between existing systems and processes as well as continual product management and improvement of existing dashboards, databases, visualizations and tools.

4. Functional Area Descriptions The contractor shall provide collaborative analytical support to AFIMSC senior decision makers and develop critical insights across the enterprise. The contractor shall provide staff to augment existing AFIMSC government personnel in support of AFIMSC’s push into more advanced data analytics to include support in a number of areas such as Simulation, Optimization, Artificial Intelligence and Machine Learning, Advanced Statistical Analysis, Regression, Data Science, Decision Analysis, Performance Metric Development, Risk Assessment, Scheduling, Process Improvement, Process Automation, and other areas within the Operations Research technical domain. Through personnel augmentation the contractor shall provide a surge analytical capability that is currently unavailable at AFIMSC.

NOTE: All of the efforts within this effort will be directly guided by the Air Force Technical Representative, i.e., Lead/Principal ORA, and the government-to-government relationship between AFIMSC and contractor support personnel.

Analytic support will entail using Data Fabric platforms (Envision, VAULT, ADVANA, BLADE, UDL, etc.) and employing operations research analysis using commercial-off-the-shelf (COTS) simulation software, SAS, Tableau, Microsoft Power Platform, and open-source coding (using Python, R, etc.), existing tools developed with Visual Basic, and other available software for tool development and analysis. Expertise and familiarity in this area is beneficial for advanced analysis and tool development. Experience and familiarity with wargaming, i.e., Futures Game (FG), Long Duration Logistics Wargame (LDLW), Global Engagement (GE), etc. is of benefit to the modeling and simulation analysis that will be provided during those events. The focus of effort can include sustainment of existing tools, as well as new development of tools and analysis. 8.9 Organizational Conflict of Interest (OCI)

Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary information (e.g., cost or pricing information) or perform evaluation services which may create a current or subsequent Organizational Conflicts of Interest (OCI) as defined in FAR Subpart 9.5. The Contractor shall immediately notify the CO whenever it becomes aware that such access or participation may result in any potential or actual OCI; and shall promptly submit a mitigation plan to the CO to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the CO and in the event the CO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the CO may affect other remedies as deemed necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

The Contractor shall organize and conduct a post-award conference via teleconference or at a location approved by the Government within 14 calendar days after award. The meeting will provide an introduction between the contractor personnel and Government personnel. The meeting will provide the opportunity to discuss technical, management, security logistics and travel authorizations and reporting procedures. At a minimum, the attendees shall include representatives from AFIMSC, the Contracting Officer, Contracting Officer Representatives, and other relevant Government personnel. The Contractor shall take minutes from the post award conference and distribute to all attendees following the meeting (A004; A005).

The Contractor shall proactively coordinate with other on-site contractor support staff to avoid and, if necessary, minimize interference with operations of other AFIMSC contractors. The Government is not responsible for, and cannot be held liable for, delays caused by the Contractor’s lack of coordination with other on-site contractors. Only delays determined to be caused by the Federal Government that affect the contractor's ability to complete required work on time will be considered for time extensions and equitable adjustments.
