(3) BPA Groupings – CONUS, OCONUS and OCONUS Shipping Historical Overview Annual TDR are determined by Joint Service MWD Committee 341 TRS purchases MWD via BPAs according to their existing SOWs for DoD and TSA in order to meet the TDR quantities (q. ~500 a year) 341 TRS procures on behalf of TSA for some of TSA’s annual requirements. TSA also has their own BPAs under the Department of Homeland Security DoD and TSA requirements are not the same, in terms of types of dogs purchased and/or quantities

Blanket Purchase Agreements (BPAs) FAR 13 Simplified Acquisition Procedures Firm Fixed Price Blanket Purchases Agreements (BPA) A quick way to acquire goods without a formal contract
Basis for Award of BPAs (CONUS/OCONUS) Vendors that submit pricing that is under the pricing limit for at least one of the categories proposed and that have also received an acceptable rating for technical and past performance will be awarded a BPA.
Number of BPAs awarded is at the discretion of the government (expected number of BPAs to be awarded: 8-10)

CONUS & OCONUS Technical – Volume II:
Proposal Submission: The vendor shall demonstrate understanding of SOW requirements by discussing how it will meet or exceed those requirements. CONUS & OCONUS difference to be discussed in later briefing.
Proposal Evaluation :

CONUS & OCONUS Past Performance – Volume III:
Proposal Submission:
Vendors shall submit a maximum of three (3) past performance references on contracts or subcontracts currently ongoing or completed within the last five (5) years from the issuance of this solicitation that are either directly related or similar in size, scope and complexity to the requirement of this solicitation. Contracts listed may include those entered into with the Federal Government, agencies of state and local Governments, and/or commercial customers.
Lack of past performance will not negatively affect your past performance rating
CONUS & OCONUS Past Performance – Volume III:
Proposal Evaluation:
The government will evaluate Past Performance on Recency and Relevancy.
Recent is defined as demonstrated performance or delivery of a similar product within the last five (5) years from the insurance of this solicitation.
Relevancy Assessment - The Government will conduct an evaluation of all recent performance information obtained to determine how closely the effort relates to the requirements outlined in the SOW in terms of magnitude and complexity.

NEW COMPETITIVE
ORDERING PROCESS
Ordering Procedures CONUS 341st TRS will send Request for Quote (RFQ) to all CONUS BPA holders
Upon receipt of quotes, the ordering official will:
1. Evaluate quotes for completeness (contractor name, meets the minimum number of dogs required, price quotes for each level of dogs specified in the order RFQ, and the total number of dogs that the contractor plans to present/deliver).
2. Rank the contractors based on price, lowest to highest.
3. Schedule selection date for the selected vendor(s).
NOTE: The government reserves the right to schedule more than one BPA Holder for one RFQ. However, the ordering officer is responsible to ensure that lowest priced contractor will have the first opportunity to present their dogs.
RFQ has to match day-of roster.
Ordering Procedures CONUS Selection Date (Evaluation of Dogs): The ordering officer will be responsible for:
Coordinating the MWD candidate selection dates and times with the contractor and the evaluators in accordance with the SOW.
Notifying the BPA holders regarding any specific instructions at least 5 business days prior to the selection date.
Notifying the contractor to pick-up the dogs that were not selected.
Providing oral feedback for dogs that were not selected for purchase.
NOTE: In the event that a canine presented fails/exceeds the criteria of a dog classification, the ordering official may negotiate a price to purchase the canine at a lower/higher classification. Any agreed upon price must not exceed the pricing for the dog’s purchased category on the vendor’s BPA.
Ordering Procedures OCONUS Notification: Ordering officials will notify vendors in advance of the proposed times of OCONUS dog buy trips. Contractors shall respond within ten (10) business days if they wish to participate in the event. In order to be scheduled for a selection date, the vendor must have adequate facilities in accordance with the Statement of Work. The government will notify responsive vendors with confirmation of the visit.
NOTE: The ordering official will rotate orders among vendors to promote maximum practicable competition per FAR 13.303-2(c).
Rotating orders allows the most logistical and financial benefit to the government based on the current resources funded for TDYs.
On-ramping & Off-ramping Team intends to periodically review the total number of contractors participating in the Ordering Process and determine if it is best interest to initiate an open season on/off ramping vendors into pool On-Ramping: The Contacting Officer may decide to award more or fewer BPAs than the number anticipated in the solicitation; essentially a second acquisition The award decision under any solicitation is based upon the same evaluation factors as the original solicitation
On-ramping & Off-ramping (cont’d) Off-Ramping: Reducing the number of contractors eligible to compete for orders. The Government reserves a unilateral right to discontinue offering an opportunity to compete for orders, i.e., off-ramp to non-performing or non-satisfactorily performing contractors.
Off-ramping may result from one of the following:
(a) Contractor Debarment, Suspension, or Ineligibility as defined in FAR Subpart 9.4.
(b) BPA is terminated for a reason defined in FAR 52.212-4(l) and (m)
(c) Contractor establishes a pattern, i.e., two or more instances of less than satisfactory performance as that term is defined in FAR 42.1503 Vendors that do not consistently fill orders after dog evaluation
(d) No awarded orders for two (2) years
