1.2 SAF/CDM Vision

The Secretary of the Air Force, Office of Competitive Activities, Concepts, Development, and

Management (SAF/OC/CDM), hereafter referred to as “CDM” Office explores new concepts, develops emerging opportunities, and manages high-priority projects and programs to provide innovative solutions to Air Force and defense-wide challenges. CDM requires analytical and technical services support to meet current and projected workload requirements. The analytical and technical services described in this performance work statement (PWS) directly support

CDM’s mission to be the partner of choice for innovation, discovery, and opportunity development across the Department of Defense (DoD) and its components.

1.3 SAF/CDM Focus Areas

CDM core capabilities are often driven by customer-identified needs or specifically by senior management direction – with unique experience in tradecraft development, operations support, intelligence-related activities, and interagency stewardship. CDM focus areas generally fall into one of five areas:

1. Strategic and operational enablers. Establishing mechanisms and relationships to support virtual and physical access to data, people, and locations.

2. Operations Support. Provide operations support to mission partners in the

Department of the Air Force (DAF), Defense Intelligence Enterprise (DIE), Intelligence Community (IC), and Combatant Commands (CCMD) through the development of innovative technologies, methodologies and approaches that produce strategic effects against malign peer competitors.

3. Advanced analytics. Includes state-of-the-art data science, operations research, and systems analysis; the systematic application of advanced algorithms to complex data with high-performance computing to obtain immediately actionable insight.

4. Technology development. Research and Development (R&D) of new capabilities, applications, or technology enhancements, including sensors, tags, communications, material that support technical operations of intelligence, surveillance, and reconnaissance (ISR) requirements.

5. Systems and Architectures. Design, configuration, accreditation, and implementation of information management systems and cloud-based solutions support defense and intelligence priorities and internal business processes and mission functions, network communications, database management, security accreditation, and workflow management.

1.4 FENCES Background

The DoW SAP CIO is the principal staff assistant and senior advisor to the Secretary of Defense

(SECDEF) and Deputy SECDEF for Information Technology (IT) (including national security systems and defense business systems), Information Resource(s) Management (IRM) and efficiencies. The DoW SAP CIO, through the cognizant program office, as directed by the Under

Secretary of War, Intelligence (USW(I)), is tasked to manage the compartmented community’s

IT Enterprise and provide capabilities that enable collaboration between the various components

(e.g. The Services, DoW Field Activities, Intelligence Elements and offices, etc.).

Information and access sharing above the TS / Special Intelligence (SI) / Talent Keyhole (TK) level is a long-standing challenge throughout the DoW and IC. The associated resources, security and policy challenges all too often outweigh the operational requirement to share and integrate highly compartmented Special Access Program (SAP), Sensitive Compartmented Information

(SCI) or Alternate Compensatory Control Measure (ACCM) activities. This has resulted in inefficient operations, increased costs to do business and has impacted information sharing regarding SAP oversight and governance. To address these challenges, in 2012 USW(I) directed the development of an innovative system to provide secure information sharing to the community through available commercially based cloud computing capabilities. The FENCES development has proven critical to the Office of the Secretary of War (OSW) and the Service

SAP Central Office’s ability to communicate, de-conflict and govern. This effort represents the outcome directed by the USW(I) of a core set of services and common infrastructure.

2 SCOPE

FENCES is Authorized To Operate (ATO) per the National Institute of Standards and

Technology (NIST) Risk Management (RMF) process, and is in operational use across the DoW.

This requirement will provide cloud service offerings for over 100 users under the Platform-as-a-

Service (PaaS) model and from the perspective of the Private cloud deployment model to support the compartmented and special access Intelligence Community (IC) business and mission operations. FENCES Cloud users will include all DoW entities as defined in DoWM 5205.7, Volume 1 (DoW Special Access Program (SAP) Security Manual: General Procedures).

FENCES Cloud services will offer production and development, operation(s) and securing capabilities hosted in the Cloud Service Provider’s Unclassified (U) (IL-5), Secret (S) (IL-6), and

Top Secret (TS) region, from the home front to the tactical edge, including disconnected and austere environments, and closed loop networks. The FENCES’ IL-6 and TS Cloud services must be secured and accredited to perform all the capabilities in compliance with the Joint SAP

Implementation Guide (JSIG) in order to protect SAP equities. 8500 8510 CNSSI 1253 DOW

JSIG Tactical edge refers to the (Concept of Operations) CONOPS whereby customers may develop and test in the cloud then deploy applications on devices in remote locations to collect, pre-process, and return the data (common use cases may include data migration, data transport, image collation, Internet of Things (IoT) sensor stream capture, and machine learning). FENCES

Cloud services are required to meet industry-standard Service Level Agreements (SLAs) and the requirements of this PWS, regardless of where services are being delivered.

The Offeror shall act as a Cloud Service Partner (Cloud Broker, Cloud Auditor and Cloud

Carrier; as applicable to this PWS), as defined by NIST SP 500-291, coordinating the delivery of the Service model (PaaS) and orchestration of the Service Deployment model (Private Cloud);

ensuring the characteristics of Cloud Service Management, as defined in NIST SP 500-292, are met.
