About this file
This is a Commercial Solutions Opening (CSO) issued by the Secretary of the Air Force Concepts Development and Management (SAF/CDM), Office of Commercial and Economic Analysis (OCEA) for Commercial and Economic Research and Innovation (CERI). The solicitation seeks innovative commercial solutions to help preserve Air Force and Department of Defense military advantages by analyzing global market sectors, economic trends, and potential risks.
The CSO uses a two-step process where vendors first submit White Papers, which may then be invited to provide detailed proposals. Eligible contractors include small businesses and non-traditional contractors. The open period runs from initiation until 1 September 2026, with the potential for multiple awards under Federal Acquisition Regulation (FAR) and/or Other Transaction Authority (OTA). Key focus areas include portfolio management of technology sectors like Aviation, Space, Digital, Manufacturing, and Maritime, and strategic initiatives analyzing macro-economic trends, foreign industrial policies, and tactics used by competitor nations to gain commercial advantages. White Papers should address innovative approaches to data analysis, market research, and developing insights that can help mitigate economic and commercial risks to the U.S. defense industrial base.
