About this file
This is a Salient Characteristics document for a federal procurement of mobile ballistic barrier systems. The Government requires the contractor to furnish and deliver three mobile ballistic barrier systems, each equipped with rear swivel casters, to Bolling Air Force Base, Washington, DC 20032, within 30 calendar days after receipt of order. The specified product is the Defenshield Mobile Defensive Fighting Position (MDFP) DS-192-36, or an equal alternative.
Each barrier system must meet minimum requirements including NIJ Level IV ballistic protection with independent ballistic test documentation demonstrating compliance with NIJ-STD-0108.01 Level IV or equivalent recognized test standard, and U.S. Department of State Standard DS-STD-01.01 or equivalent ballistic performance. Physical specifications require each barrier to be 36 inches wide × 46 inches deep × 77 inches high, with an integrated transparent ballistic viewing panel for personnel observation and operation. Mobility requirements specify oversized ATV-style tires that are non-pneumatic or otherwise incapable of losing pressure to provide reliable movement over contoured and uneven entry-point pavement. Each barrier shall weigh approximately 790 pounds excluding the rear swivel-caster set (approximately 22 pounds), with total system weight not exceeding approximately 812 pounds. The barrier and caster assembly must have a black exterior finish suitable for prolonged outdoor positioning and normal weather exposure. The contractor must provide product literature, ballistic-test documentation, tire specifications, overall dimensions, system weight, finish/coating information, and manufacturer warranty documentation. Products offered as equal must meet or exceed every salient characteristic and include sufficient documentation to demonstrate Government compliance verification.
