About this file
This document is a Questions and Answers (Q&A) file for Solicitation FA706025Q0011 for Jewish Rabbi Services at Arlington National Cemetery. The Q&A provides critical details about the procurement, confirming this is a brand new contract with no incumbent contractor. The document reveals key clarifications around the solicitation, including that there is no SF 1449 form available and no previous contract or awarded price. Of particular note, the solicitation requires ecclesiastical endorsement from a DoD authorized Jewish endorsing authority, with the original documentation specifically mentioning The Aleph Institute or the Jewish Welfare Board. In response to questions, the contracting agency updated the Performance Work Statement (PWS) to broaden the endorsement requirement to include all DoD authorized Jewish endorsing authorities, expanding potential vendor eligibility.

FA706025Q0011 Q&A
Q1. Hello! We are performing independent research on the Combined Synopsis/Solicitation (FA706025Q0011). We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? Appreciate any insight you can provide.
A1. This is a brand new contract.
Q2. Is there a SF 1449 for the above solicitation? Such form is not included in forms listed on SAM. Is there an incumbent and what was the awarded price?
A2. There is no SF 1449 for the solicitation. There is no incumbent/awarded price.
Q3. It mentions in the documentation that you have to be "good standing with the ecclesiastical endorsement from a DoD authorized Jewish endorsing authority (The Aleph Institute or the Jewish Welfare Board)". I have my endorsement from a Dod authorized Jewish agency called Pirchie Shoshanim. It is not mentioned in the document above i just want to clarify if that qualifies.
A3. PWS and solicitation have been updated to clarify endorsement from a DoD authorized Jewish endorsing authority.
Q4. Is there any contractor currently performing this service? If yes, would you kindly provide us with the Contract number? If no, would you kindly provide us with the latest Contract number that has performed this service or similar?
A4. Currently, there is no contractor performing this service. There is no contract number.
Q5. I did not notice a similar update to the Performance Work Statement, and am wondering about any substantive differences I am missing in the new version.
A5. The Aleph Institute or the Jewish Welfare Board endorsing authorities were the only ones listed on the original PWS. New language broadens the requirement to DoD authorized Jewish endorsing authorities. We highlighted the changes in the updated PWS.
