About this file
This Single Source Justification document details a simplified acquisition for the Air Force Memorial's granite sign replacement project. The 11th Contracting Squadron is seeking to replace two granite inscription panels at the Air Force Memorial, with an estimated contract cost of $45,000. The specific requirement is for two new panels matching the existing Absolute Black Granite panels, measuring approximately 90 inches long, 70.5 inches wide, and 2.5 inches deep, with precise engraving and custom font.
The document justifies sole-source procurement with Lorton Stone, LLC, as they have the original granite slabs and custom font graphics from the initial project. Market research revealed that other contractors either could not provide the exact granite material or would need to outsource from Lorton Stone at additional cost. Two other contractors (Laser Engraving Pros and Atlantic Custom Carving, LLC) were found ineligible due to lack of SAM.gov registration. The contracting officer determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available, with the contract dated for 14-Aug-2024.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 11th Contracting Squadron
Project/Program Name: Air Force Memorial FY25 Granite Sign Replacement
Purchase Request / Local ID Number: F4J0CC5153A001
Estimated Contract Cost (including Options): $45,000.00
Section B: Description of the Supplies/Services Required
The Air Force Memorial (AFM) requires replacement of two (2) granite inscription panels. The project involves the following: work on the North Medal of Honor Recipient Inscription panel located on the Wall at the Northern end of the AFM Plaza and South Inscription Wall at the southern end of the AFM Plaza. The panels are to be replaced with a new granite panel that matches the existing granite in terms of size, cut angle, depth, format, and letter font. The replacement panel will feature corrected and updated text, replacing the exiting engraved text . existing panel is made of Absolute Black Granite, measuring approximately 90 inches in length, 70.5 inches in width, and 2.5 inches in depth.
The replacement panel must be an exact match, using Absolute Black Granite matching the other existing panel (located side by side to the panel requiring replacement). The replacement panel must be a continuous panel with no joints or adjoined pieces to ensure a consistent and uniform appearance with existing panels. Matching the panels exactly is critical to prevent any discernible color variations and provides for consistency in the inscription font.
Section C: Justification for Soliciting from a Single Source or Brand Name
The AFM currently has two (2) granite signs in place that used specific granite procured through the contractor, Lorton Stone, LLC. The contractor has residual granite slabs left from the original project that will serve as an exact match to the current project. Additionally, the contractor created custom font on this project and retained the font graphics in queue for future use. Market research revealed that other companies did not have access to the granite material required for this project.
The work must be precise and match the existing granite panels in order to seamlessly portray the memorial as a whole and meet the mission intent to honor those that served. Lorton Stone, LLC is deemed the only responsible source, based on the circumstances of this requirement that is capable of fulfilling the requirement.
Section D: Efforts to Obtain Competition
When compiling the market research, three (3) contractors were contacted to verify their ability to perform the work required on this project: Laser Engraving Pros, Atlantic Custom Carving, LLC, and Lorton Stone, LLC.
Laser Engraving Pros indicated that they could perform the engraving work, but could not provide the granite material. Laser Engraving Pros is not registered in SAM.gov and would not be eligible for award of this contract.
Atlantic Custom Carving, LLC indicated that they could complete this project, but would have to outsource the granite slab from Lorton Stone, LLC at an additional cost to the government. Atlantic Custom Carving is not registered in SAM.gov and would not be eligible for award of this contract.
Lorton Stone, LLC is capable of completing the work, as required, and has retained the absolute black granite slab that was originally used for the U.S. Air Force Combat Campaigns & Expeditionary Operations panel. Lorton Stone, LLC could guarantee an exact match for the panel and maintains the precise font used on the original engraving.
