Received Ques ons and Answers to Solicita on FA7060-24-R-CE05

Ques ons Answers

1 Will the government please clarify if there is an incumbent providing service on this contract or is this level of effort a new need?

Yes, there is an incumbent contractor for this requirement.

Current contractor is Perimeter Security Partners. Current contract #

FA7060-22-F-0136.

2 If there is an incumbent, can the government please provide the most recent contract award number & contract value?

See answer to ques on #1

3 We are performing independent research on the Combined Synopsis/Solicita on (FA706024RCE05). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

See answer to ques on #1

4 10.2 Hours of Opera on states “Maintenance, periodic inspec on, and repair services are normally provided during non-peak hours and working days, excluding legal Federal and Na onal holidays.” Are scheduled maintenance services required to be performed a er 5:00 PM at any of the gates?

No. SFS currently allows all scheduled maintenance during the duty days or weekdays but prefer non-peak hours with less traffic and a safety spo er must stop/direct traffic to any lanes being impacted.

5 8.1.2 and 8.1.3 indicate that $1,000 parts per Emergency or Rou ne Service call should be included in the firm fixed price (FFP) for the service call. The typical amount included for service calls in other contracts under the previous IDIQ and those rebid so far was $100 in parts. Please confirm it is indeed the inten on of the government to have the contractor include up to $1,000 in parts for each service call.

The other Air Force wide IDIQ allowed for $100 allowance in parts, whether the parts are used or not.

This requirement will reimburse only the parts that are used, up to $1000.

6 9.4 of the PWS and Appendix B refers to the requirement to provide a Barrier System Controls Schema c. However, there is no separate CLIN to price this requirement. In some cases, schema cs can be obtained from the manufacturer assuming no changes have been made to the wiring/sequence of opera ons by the site without the manufacturer’s knowledge. However, if for any reason it is not possible to obtain an accurate schema c from the manufacturer, which may be the case due to the age of the barriers on this site, construc ng a new schema c “from scratch” can be quite expensive. Should this poten al cost be included in the FFP for PM or will such a project be considered Addi onal Scope Work?

Not required – removed from the

PWS.

7 Our technician was unable to test the barrier units during the site visit. Please confirm all barriers at all gates are in good working order.

Both Arnold and South gates are func onal, and the gates can alternate being 24-7 or closing on the weekends by deploying the barriers. The 3rd gate, Firth Sterling gate is not part of this requirement.

There is currently no plan to add it to the requirement or perform any PM, inspec ons, etc.

8 The pricing worksheet breaks out Minor Repairs Materials NTE, Rou ne Call Materials NTE, and Emergency Call Materials NTE into separate CLINs. However, the quan ty on each of those does not match the quan ty of PM or service calls visits and instead asks for a “Lot” price. Since the PWS s pulates the parts NTE for PMs and Service Calls, is it then correct to assume the LOT price for CLIN 0002 must be $6,800 (4 PMs X $1,700 per PM) for all bidders? The same ques on applies to CLINS 4 and 6. It would seem the PWS compels each bidder to populate these at $3,000. Please confirm if our interpreta on of CLINS 2, 4, and 6 are correct and they are not intended to be compe vely priced CLINs.

Finally, the fields for LOT Unit Price and Total Price for CLIN 6 in each contract year is blacked out. Was the inten on to black out CLIN 7?

Pricing Worksheet has been edited to black out all NTE/Lot pricing. Do not price these CLINs. Only price the CLINs for PM/Minor Repairs, Rou ne, and Emergency Service Calls. CLINs 7 & 14, inten onally le blank. Do not price CLINs 7 or 14.

NTE/lot CLINs will be funded by the Government for reimbursable parts buckets. CLIN 7 or 14 will only be used for outside of normal rou ne repairs and done as a separate task order.

9 On the Pricing Worksheet (A achment 2): why are the “JBAB Emergency Call Materials NTE” (CLINs x006 & x013) all blacked-out but the “JBAB Rou ne Call Materials NTE” (CLINs x004 & x010) are not.

Were these blacked-out fields intended to be under the “JBAB Addi onal In-Scope Work” category (CLINs x007 & x014)?

Pricing Worksheet has been edited to black out all NTE/Lot pricing. Do not price these CLINs.

Only required to offer pricing for PM/Minor Repairs, Service and Emergency Service Calls (CLINs 1, 3, 5, 8, 10, 12, etc) for base and each op on year.

Note: AFM is not the same as JBAB and require separate pricing – as per the breakout on the pricing worksheet.

10 On the Pricing Worksheet (A achment 2): is the value that goes into the fields for “JBAB Rou ne Call Materials NTE” (CLINs x004 & x010) the amount that could be spent for this category that is over the “allowance threshold” of $1,000 per call, or is this field for the $1,000 per call “allowance threshold”?

a. If this is not the “allowance threshold” of $1,000 per call, then this would be a guess mate by each proposer, and we would request that this field be pre-populated by Dept of Air Force, so that all contractors are proposing with the same numbers. (e.g.: if we propose $10,000 in this field and someone else proposes $2,000 in this field, it is a significant pricing difference.)

Per answers to ques ons 8 & 9, pricing for NTE/Lot CLINS is not required.

11 On the Pricing Worksheet (A achment 2): the sub-totals for OY1-OY4 do not have a correct formula to add up all rows for that Op on Year.

Pricing Worksheet has been corrected. All formulas add up now.

12 PWS Sec on 3.1, last sentence: states “The PM crew must contain a minimum of one (1) Lead Technician and one (1) Barrier Technician.

Are (2) technicians required on-site for all PMs, or can a PM be performed by (1) Lead Technician only.

There must always be at least 2 personnel on site for a minimum reason of having a safety spo er, but only 1 needs to be a lead technician and a barrier technician is whoever is not the lead.
