About this file
This document contains a questions and answers file and solicitation for school bus transportation services on Joint Base Anacostia-Bolling. The questions and answers file provides responses to three questions from potential offerors. It confirms that deploying two buses instead of one for a high-demand route is feasible. It also states that partner logos cannot be placed on buses and that pricing for enhanced pandemic cleaning must be submitted with proposals. The solicitation seeks a contractor to provide school bus services for approximately 500 students, transporting them between Joint Base Anacostia-Bolling housing and schools in Washington, D.C. over a three-year period. The contractor must furnish buses younger than ten years old, meeting all legal requirements. The Department of the Air Force is the issuing agency. The requirement is set aside for small businesses and will result in a firm-fixed price contract award.

Joint Base Anacostia Bolling (JBAB) School Bus Service Solicitation Number: FA7060-24-R-0002
Questions and Answers (Q&A)
The following questions and accompanying responses are provided for consideration with potential proposal submission:
Question 1: Is it feasible to deploy two (2) buses instead of one (1) bus for Bus Route 14 serving LEARN D.C. Public Charter School?
Response 1: Yes, deploying two (2) buses instead of one (1) bus for Bus Route 14 is a feasible solution to meet increasing passenger demand in accordance with the Performance Work Statement (PWS). Deploying two (2) buses on Route 14, offers reduced overcrowding, minimizes wait times for passengers, and improves overall satisfaction with service. Overall, this solution presents a practical solution to address growing demand while maintaining service standards within the scope of the Solicitation.
Question 2: Is it possible to introduce a partner's logo on the bus fleet as part of a potential co-branding initiative to enhance our service?
Response 2: No, it is not permissible to introduce any partner logos to the fleet for co-branding. The referenced initiative may not align with the Department of Defense (DoD) principles or branding and could confuse passengers regarding ownership.
Credibility concerns may also arise if the branding does not coincide with the awarded contract.
Question 3: Should pricing for pandemic cleaning be submitted at the time of proposal submission?
Response 3: Based on the Solicitation contract line item number (CLIN) structure and Performance Work Statement (PWS), proposed pricing for bus operations shall include cleaning once daily following the afternoon drop-off and, in the event of health pandemic, twice daily cleaning as outlined in PWS Section 2.2.5 Inspection, Maintenance, and Cleaning. Pandemic cleaning pricing shall be submitted at the time of proposal submission.
