During the site walk through, we were told that there are currently 200 cameras but this bid is for 70. Do we need to consider a system that will have 200 cameras on it eventually?
Yes, servers need to support current infrastructure. There are currently 6 recording servers and 1 failover, totaling 7 recording servers. We also have 1 management (Milestone login), 1 alarm server, and 9 virtual Milestone servers.
Storage array for video is a 100TB network attached storage. There is about 70 or so TB of usable space provision. The 9 servers reside on the two virtual hosts.
During the site walk-through, we were asked to integrate, if possible the existing cameras. Can we get the make and model of each camera?
Yes, we would like to integrate the current cameras located around the installation perimeter.
During the site walk-through, we were asked to integrate, if possible the existing cameras. How many cameras need to be added to the new system?
The scope of the requirement is to replace existing system with an upgraded network and equipment, to include the cameras located at the IACPs, along the waterfront, and around B421, as specified in the PWS. If possible, 11 SFS requests that the current ~60 cameras along the perimeter fencing (adjacent to South Capitol SW/SE) are tied into the new network system.
During the site walk-through, we were told to focus on the Access Control Points and the Marina. The map that was provided, shows the locations of each camera as well. The solicitation specifies building 421 as well [....] but its not on the map nor was it in the site walk-through. Do we need to assume it is a part of this project or will this be a part of the future added cameras?
Yes, there are currently 3 internal cameras and 3 external cameras located in B421. We are also requesting additional cameras around the building to enhance security measures.
Can you send us an exact count on each pole? Specs?
Yes, we can send the exact count and specs will be provided. However, cameras can be reduced as long as they meet our requirements of 100% coverage of the waterfront and IACPs.
The specs specify only 2 manufacturers for the VMS. Will AFLCMC be open to other VMS systems that were installed in other Air Force bases?
Only accepting equipment from the CMD.
The specs call for UPS but don’t specify the amount of time they are required to work for or their locations. Can you please clarify?
We require UPS capable of supporting the CCTV system for 4-8 hours at the locations listed in the PWS.
Are there additional requirements from the new cameras (License Plate Reader, Facial Recognition etc)?
Requesting options including cost estimates for License Plate Readers at all 3 IACPs.
What will be the work hours for the installation?
The standard hours of operation for contractors are 0700-1700 M-F. However, we can work to accommodate adjusted hours and days, to include weekends.
In the Performance Work Statement 6.4.2 it says “Current employees under this contract may be interviewed for possible employment by a succeeding Contractor.” Are there current employees that we can interview?
There is currently no contractor in place to interview.
Will we provide the network switches that connect between each camera location? If so, can you send us a list of approved network switches?
Yes, vendor is expected to provide all required switches. Preferred switches are Cisco 9300 or Cisco 9600
What is the age of the building? The building is 17 years old. It was built in 2006.
Can you please provide the as-built drawings for the 200 existing cameras?
Unfortunately, we do not have any as-built drawings for the 200+ existing cameras.
Can you please provide the sign-in sheet at the site visit? Due to privacy concerns, a copy of the sign-in sheet will not be provided.
Does your existing CCTV system contain products made in China or otherwise not in compliance with the National Defense Authorization Act (NDAA)?
No, it does not.
For the waterfront area cameras, please define "full coverage."
For the coastline, full coverage is the ability to view all sectors of the entire waterfront, regardless of the number of cameras. For IACPs, full coverage is the ability to view inbound and outbound traffic, while providing BDOC overwatch capability to monitor interactions between Defenders and base personnel. This also includes camera coverage of the pedestrian turnstiles at installation access points. Provide best recommendation to meet that intent.
For the waterfront area cameras, what is the size of UPS necessary?
We require UPS capable of supporting the CCTV system for 4-8 hours at the locations listed in the PWS.
Would you be open to adding additional monitors, as we believe four (4) monitors may not be optimally sufficient to view all the cameras you currently have on premises, provided that the VMS platform will be capable of alerting a specific monitor.

Less than 50 service calls were placed in the past year.

How many CCTV cameras are offline? Currently, approximately 30 cameras are offline due to power issues.
Out of the seventy (70) cameras to be replaced, one hundred and thirty (130) will be left without replacement.
How old are those cameras?
The scope of the requirement is to replace existing system with an upgraded network and equipment, to include the cameras located at the IACPs, along the waterfront, and around B421, as specified in the PWS.
Do you have any cameras installed on hangars or poles; if so, how tall?
There are no cameras installed on any hangars, but there are cameras mounted on poles. Light poles are about 20-25 ft tall. Cameras are mounted between 15-20 ft tall. Looking for vendor to recommend an appropriate height based on existing light poles to provide best coverage.
Is there a parking area being viewed by any camera? If yes, please specify what type of camera?
Our current focus areas are the waterfront and installation access points. Requesting vendor recommendations for types of cameras as specified in PWS.
How much storage is available for CCTV Video recording? The current NAS has 100TB of raw storage and 70TB of that storage is usable after provision.
How many cameras are using analog to IP converters?
Around 70% of the current cameras are analog. However, we are looking for vendor to make the appropriate recommendation for the type of cameras that meet the specification in the PWS.
Regarding the “100% coverage” metric included in the solicitation, will the government provide additional detail regarding the area to be covered (specifically, linear/square feet, field of vision in degrees, camera range, refresh rate)?
For the coastline, full coverage is the ability to view all sectors of the entire waterfront, regardless of the number of cameras. For IACPs, full coverage is the ability to view inbound and outbound traffic, while providing BDOC overwatch capability to monitor interactions between Defenders and base personnel. Are there any allowances built into the 30-/45-day timelines for the purchasing and delivery of materials needed for the effort? Based on recent experience ordering large quantities of electronic equipment for similar-scale deployment projects, we are generally quoted at least six to eight weeks for delivery.
Requirement owners prefer a 30-45 day timeline to begin this effort per the PWS. Please provide quote with your estimated timeline to accomplish the work as specified in the PWS.
Will the government be providing the current, relevant approved equipment/parts list(s) or otherwise specifying the assets to be procured for this system? The historical list provided to date does not list servers or switches, and many of the assets that are listed (including cameras and software) are at or past end of life (EoL) and would not be able to be procured/supported, especially in the quantities necessary for this project.
Refer to the CMD for approved camera/server listings. Preferred switches are Cisco 9300 or Cisco 9600.
Given the range of tasks to be provided by the system support FTE in the out years (e.g., routine and preventive maintenance, IA compliance, user training), would need to cover for the proposed system (sustainment, IA, repairs…), would the government be willing to consider a blend of LCATs/rates for this position?
The Government is not familiar with this terminology. Please include details and pricing within your quote that will clarify this question and make a specific proposal related to this position.
Related to the above, will the government please provide a specific base level of effort associated with the Sustainment FTE, given the stated need for 24/7 system support (e.g., 2080 hours)?
Refer to para 2.2.3. of PWS. Emergencies (ex.: entire sector of cameras goes offline) require FTE to work outside traditional duty hours. Emergency status dictates the level of FTE response required. Please provide proposed pricing for emergency work hours within your quote.
What is the likelihood of award, given the risk statement emphasis on the solicitation documents? Specifically, “Notice to Vendor(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this RFP until funds are available. The Government reserves the right to cancel this RFP, either before or after the closing date. In the event the Government cancels this RFP, the Government has no obligation to reimburse a vendor for any costs.”
The Government anticipates high liklihood of award based on project priority. This notice indicates only that certified funding documents were not available at the time of posting this solicitation; however, funding is expected to be available at the time of award. It's important to note that the Government reserves the right to cancel this RFP, either before or after the closing date.
Does this system require an Approval to Operate (ATO) prior to government acceptance? Are any of the hardware or software listed on the provided as historical approved under AF Approved Products List?
Standalone system will need to be added to current ATO maintained by the 894 Cyber Security Squadron.
Monitoring Locations: How many workstations will be required at each referenced location: BDOC, Access Control, Command Post, EOC, CAT? And will the government provide additional detail about the specific locations where the workstations are to be installed (e.g., is appropriate connectivity, power, etc. already in place)?
The only location that currently requires video monitoring is BDOC in B421. The location requires 2 workstations.
Power is already in place with the current system.
UPS: Which outdoor-rated UPS OEMs/Models are approved for use at the field locations (poles/gates)?
Workstations: Which OEM/Models are approved? Which Operating Systems (and what version(s) of each) are approved? How many monitors per workstation are required? What are the required monitor specifications, and do the specifications vary by location?
UPS: There are no approved UPS listing; please provide best recommendation.
Workstations: Defer to vendor recommendation for best CMD-approved product solution to meet intent of PWS. The required monitor specifications include: TTA, 889 Compliance (i.e. not made in China), and Windows 10 or newer.
The majority of cameras on the provided IDS Equipment List are discontinued/End of Life (EoL). Will the government be providing an updated list? Alternatively, may offerors propose newer-model cameras made by one or more of the OEMs listed?Are there any thermal cameras approved for use? None are included on the provided list, but they would be required in support of the night vision capability listed as a requirement in the solicitation.
No, the government will not be providing an updated IDS listing. We defer to vendor recommendation for best CMD-approved product solution to meet intent of PWS.

How much up time is the UPS required to deliver? Industry standard is up to 30 minutes. The solicitation appears to define “high definition” as 4K resolution. Is this the actual requirement? Industry standard is up to 1080p (usually 640x480), although the higher the resolution, the more recording space (hard drives) is required. How many Frames Per Second (FPS) are to be recorded?
We require UPS capable of supporting the CCTV system for 4-8 hours at the locations listed in the PWS. Requested cameras need to be 4K capable. Vendor is to propose image resolution/FPS to meet system requirement for proposed camera platform.
a. Are new system components allowed to be connected to the existing fiber?

Does the government wish to replace the existing physical servers? If so, what level of server performance is required for the new assets (i.e. CPU cores/speeds, total memory, maximum storage capacity)?
Vendor responsible for recommending the appropriate system server size, including capacity for management servers and allowing for 25% growth.
Is there an approved virtual host (hypervisor) for the proposed system? If not, will VMware ESXi 8.0 meet the government’s requirement for new virtual host?
Meets requirement for standalone system. Reference VMware vSphere 6.5 ESXi Security Technical Implementation Guide.
Does the government have an existing Windows patch management service that will cover this new system (e.g., WSUS or SCCM)?
This will be a standalone server. Looking for vendor to propose a patch management system that will run with option to bring in patches offline (offline storage).
What specifically is meant by ‘security function for servers’? Does this mean the contractor is responsible for hardening the physical servers and its software through the application of STIG checklists and best practices? Or does it refer to the physical security of the servers themselves?
Security of software patches upgrades ect.
Which IA-compliant Windows Server operating system does the government want installed – 2016, 2019 or 2022?
Recommend if Windows Server is the proposed operation system, Windows 2019 or later.
Does the government expect high-availability (eliminates single points of failure) and scalability (future expansion) considerations to be incorporated into the system design?
Yes, best recommendation from vendor.
The solicitation refers to the new system as “stand alone”.
Does this mean it is to be truly self-contained, or does the government intend for it to be tied to another network (i.e., AFNET) with air gaps as appropriate?
The system is to be “standalone” with the future phase process to go onto AFNET.
Will the new network support any other security system, such as Access Control? If so, can the government provide information about what capabilities and/or services are to be supported (e.g., LENEL, Advantor)?
No, the system will only be hosting the camera system with all necessary management function for the network/servers.
Can the government clarify whether the government is responsible for providing the network switches, workstations, and/or servers related to this system?
Please refer to section 2.1.3 of the PWS.
Vendor is to provide all hardware to include switches, servers, workstation, cameras, etc., as part of their proposed solutions.
Is the government going to maintain MILESTONE as their headend VMS and will they provide the licenses that are necessary?
We are looking for vendor to propose the proper video management/monitoring platform to meet the requirement in the PWS. Milestone is the current platform, but vendors are encouraged to submit new systems.
Under the “Basis for Award” (as well as the Pricing Worksheet), it says the “Government intends to award an Indefinite-Quantity Contract.” Can the government please clarify whether this is a Firm Fixed Price or an IDIQ?
The Government intends to award a Firm- Fixed-Price IDIQ Contract.
Can the government please provide DAFI 31- 101/Integrated Defense documentation, referenced in Section II of the Performance Work Statement?
Yes, Contracting Officer will provide documentation.
Do the products proposed need to be part of the Non- Nuclear Air Force Approved Product Listing?
Yes, the products need to be listed on the CMD.
Who is the incumbent on this maintenance contract? Navy is the current incumbent administrator of the system.
The documentation specifies that the government requires outdoor-rated uninterruptible power supplies at each camera. Can the government please provide more information, such as a network diagram, showing the configuration of the camera, switch, and UPS?
Current cameras/switches will not be a factor in the system upgrade. Vendor is to recommend the UPS based on equipment that will be part of the proposed solution. Additionally, we require UPS capable of supporting the CCTV system for 4-8 hours at the locations listed in the PWS.
The documentation describes a Full Time Network Systems Engineer. Can the government clarify whether this individual is required to maintain the (70) cameras or the network infrastructure?
A full time network engineer is responsible for day to day maintenance and administration of the system. The Network Engineer is also responsible for system compliance for patches as well. Infrastructure such as fiber will be the responsibility of CS794. System admin will need to work with CS794 if there is an infrastructure issue.
Are the PTZ cameras required to be 4K (image resolution)?
Cameras requested need to be 4K capable. As for resolution, vendor is to propose image resolution to meet system requirement for proposed camera platform.
Vicon has been listed on the approved camera list. Would Vicon VSS servers and workstations be approved for this application?
If VICON is on the approved CMD and vendor is recommending that proposed solution please ensure it meets the PWS requirements.
Being on the local ATO, would STIG approved and maintained equipment be required?
Vendor is expected to provide as part of their proposed solution configuration for switches/routers/servers/workstations be configured consistent with DISA STIGS.
If utilizing and re-configuring current fiber and cable infrastructure would there be a lengthy approval process to remove, replace, or reconfigure run and terminations points?
Actions not expected.
Drawing provided at site visit designates “30” Cameras at Firth Sterling Gate. Is this a correct number, and can pictures be provided or an additional site visit be allowed to see this location?
Yes, there are currently around 30 cameras at FSG. This number of cameras at this location can be reduced to meet security requirements (Inbound/Outbound/Pedestrian Turnstiles/Guard Shack). No additional site visits required.
Current setup of monitors in control center is not optimal for the viewing of a camera system of this size. Would a new “Video Wall” Replacement monitors fall under this
RFP?
Existing viewing monitor is based on limited space inside BDOC. Vendor may recommend best viewing configuration for BDOC to meet the requirement's intent.
What is the required backup time for camera power? We require UPS capable of supporting the CCTV system for 4-8 hours at the locations listed in the PWS.
Can power services and source drawings for each of the poles be provided?
11th Civil Engineering Squadron (CES) does not have source drawings for each pole. However, CE technicians can identify the electrical service for street lighting circuits and specific light poles via field survey.
Will change orders be accepted after contract award if required due to new current infrastructure findings?
The Government will consider on a case-by-case basis.
What is the infrastructure? Are we using existing fiber and cat cables.
Existing infrastructure consist of both copper and fiber. All pole locations have fiber. Any existing building cameras are currently using copper back to a concentration point (i.e switch). New cables ran between building should be fiber.
Within buildings should be cat.
We need the blueprint for the of the pathways if possible.
Can this be provided?
There are no pathway blueprints leading to cameras. However, there are manholes between building paths.
If we are using existing infrastructure, what type of fiber and cat cables are being used?
Existing infrastructure consist of SM/MM fiber and copper for most building cameras (both internal/external).
If the client gets moved to the CCTV room, will we need to install plywood?
Government is not familiar with this terminology, please provide information and pricing within your quote to clarify this question
Is the Hanwha Vision (previously Hanwha Techwin, approved with the State Department) an acceptable camera option for video?
Requesting that vendor provide a solution that fit the specified requirements, using products from CMD list.
Please define the type of cameras at each location, i.e..
Single lens, pan tilt zoom, or thermal, and others if other types exist.

The spec did not call for license plate recognition capture, is this of interest? This is rather easily accomplished; we just need to know the overall number of lanes both entry and exit you would like to see covered.
Yes, South Gate (2 Inbound/1 Outbound), Firth Sterling Gate (2 Inbound/2 Outbound), and Arnold Gate (3 Inbound/2 Outbound).
Where do all cameras currently terminate? Will new cameras terminate at the same location?
Unknown.
With regard to Video Storage – it is frequently utilized today that only motion activated video is recorded for a long duration, is motion activated recording duration for the stated 30 days sufficient or do you want true 24/7 – 30 day recording storage?
Current video storage solution is 24/7 recording vice motion. Preference is to retain current scheme for video recording for 30 days for all cameras.
Please define the network connectivity related to the virtual server that we looked at during the site visit.
Current virtual hosts has 4 10 G link to core switch. Same for video recording storage device
Please define the network connectivity from that server room to each of the access stations and the waterfront cameras.
All wired link is GiG Ethernet speed.
Is there a diagram, even roughly drawn, of the pathways between network rooms and video termination points?
No diagrams are available.
Define the type of fiber that is between each of these [termination] points.
Fiber is mostly single mode but at water front , there are some location that uses multimode fiber.
Who supports all existing fiber and transmission equipment?
All infrastructure will need to go through 794th Communication Squadron.
Do the access stations have any of their own UPS or generator currently?
If access station is referring to workstation, then current workstation does have a backup UPS. It is just enough to prevent approximately a 30 minute power outage.
For the independent cameras along the waterfront, has it been explored to put that electric on a generator versus individual UPS units?
No.
Define the back up duration you would find acceptable per independent camera pole or building, keep in mind that this UPS array can cost more than the cameras themselves.

Can you define the number of strands at each of these termination points such as the dock area building, the beach waterfront pole to the vehicle access stations?
What make and model of fiber transmission equipment is in place?
Site survey required after award of contract.
The instructions for the past performance volume states “Specify the Government or Contractor Point(s) of Contact for which the Questionnaire was sent, and provide the date(s) it was sent.” Can the government clarify what Questionnaire needs to be sent?
A questionnaire will not be required to evaluate past performance on this solicitation.
The dates for Performance Objectives SS-1, SS-2, and SS-3 are unrealistic as it will take 30-45 days after contract award to receive the new equipment. Based on our experience we recommend SS-2 90 days, SS-3 120 days and for SS-1 that should take place at the end of the last install or approximately 120-150 days. Will the Government consider changing these performance objectives?

Will the Government provide a staging site for equipment and materials that contractors/offerors will require for the contract execution such as a JLG boom lift?
Equipment may be staged behind B421.
Are we required to use Air Force approved equipment listed on the Non-Nuclear Configuration Management Database (CMD) Equipment Approval Memorandum?
Yes.
Can we use the existing fiber infrastructure? If not, who will be responsible for providing the fiber optic cabling infrastructure?
Yes.
Can we use the existing wireless infrastructure? No, refer to PWS for wired vs. wireless capabilities.
Can we use the existing network switches or must they be replaced?
Switches must be replaced.
Can the existing power and UPS equipment be re-used? Existing power can be used for switches. New UPS will be required.
Can the existing poles and node locations be re-used?
Yes, existing pole and node location can be reuse as long as they meet PWS requirement for where cameras are needed. (i.e. waterfront)
Does the Air Force 11th SFS expect all new headend equipment to be installed in accordance with PWS of within 30 days after award of contract?
Yes, all new headend equipment will be included in the proposed solution.
Does the Air Force 11th SFS expect all new headend equipment and workstations to be installed in accordance with the PWS of within 30 days of award of contract?
Yes, all new workstations are to be part of the proposed solution.
Does the Air Force 11th SFS expect all new cameras to be installed IAW PWS of within 45 days after award of contract?
Yes, all new cameras are to be part of the proposed solution.
To what extent does the Air Force 11th SFS expect the existing cameras to be use during the transition period?
Uptime for current system/cameras are to be maintained to the greatest extent possible. If camera locations are part of the proposed solution, vendor is to coordinate with Security Forces to prepare to take nodes offline.
Does the Air Force 11th SFS expect the existing system to stay in place and be fully operational while the new system is being installed?
Yes.
Will the JBAB AF 794th Communications Squadron supply new fiber to the existing nodes that do not have fiber?
No, vendor will install new fiber where needed.
Is it the intention of the Air Force 11th SFS to discontinue the virtual trip wire – motion detection video on the North and South walls?
The Government is not familiar with a virtual trip wire associated with this system.
The existing system consists of approximately 180 cameras. Is it the intention of the Air Force 11th SFS to discontinue the virtual trip wire – motion detection video on all other areas and buildings now under surveillance? It will take 30 days just to formalize a transition plan.
The Government is not familiar with a virtual trip wire associated with this system.
PWS states “The contractor is responsible for maintaining a current Authority to Operate (ATO) throughout the duration of the contract.” Please elaborate as if new equipment is being installed wouldn’t that nullify the current ATO?
If not approved, contractor will work with 794 CS through ATO approval and ATO maintenance.

Are the existing network switches configured and installed for redundancy?
Equipment that was integrated and newly installed should be maintained by the contractor.

No, 11th Civil Engineering Squadron (CES) cannot provide drawings of utility boxes supporting the cameras. CES has utility maps identifying electrical utilities, exterior electrical circuits, and streetlights.
In addition to education and precious experience, what specific certification(s) is/are required for the network engineer position?
Security Plus ceritification required for system administrators.
In regards to video analytics, what are the specific requirements/expectations for the cameras requiring analytics? Where are the cameras required to be located?
Camera analytics required at IACP and waterfront include motion sensor notification and license plate reader, or as recommended by vendor.
Is the government requesting additional viewing workstations besides the BDOC listed in this proposal?
No, viewing station in PWS is to replace current viewing station as part of the proposed solution.
Can the government please confirm that the BDOC viewing station is one workstation with four monitors?
BDOC currently has 4 TV monitors and 2 workstations (2 graphic cards with 2 DVI output per). If your products need additional monitors to provide the best solution, please provide in your quote.

Workstations require Windows 10 or newer.
Servers require Windows 2019 or newer.
Can the government verify that the infrastructure fiber at each camera enclosure location is currently operational?
Yes, current fiber is operational.
Can the government give the mode type (e.g., single-mode or multi-mode), fiber type (e.g., OM1, OM2, OM3, OM4), and termination type (e.g., ST, SC, LC) of the fiber at each camera location?
Fiber at poles consist of both MM and SM depending on locations. Connectors consist of ST and SC depending on locations.
What is the approved network switch list for indoor and outdoor switches?
Prefer Cisco for both indoor and outdoor switches. Outdoor switches at pole need to be able to withstand industrial temperatures. All switches need to be FIPS 140-2 and NDAA compliant. 794 CS recommends Cisco 9300 and Cisco 9600 for indoor switches.
Can the government verify that four 43” monitors are being requested for the BDOC?
BDOC currently operates four 43” monitors. Provide your best recommendation to meet your products intent. If more monitors are needed, please provide that recommendation.
Can the government provide clarification on how many camera feeds need to be viewed simultaneously on each monitor in the BDOC?
Preference is to view at least 16 camera feeds per screen. Video analytic alarm should be viewed on one of the displays.
Can the government clarify the place of performance for the Network System Engineer, and if onsite at the government site whether there will be GFE provided, workspace or office and storage space for equipment?
No, there is currently no network engineer. Additional storage space can be located in B422 and office space can be allocated in B421.
When do you envision funding will be available for the effort?
The Government anticipates high liklihood of award based on project priority. This notice indicates only that certified funding documents were not available at the time of posting this solicitation; however, funding is expected to be available at the time of award. It's important to note that the Government reserves the right to cancel this RFP, either before or after the closing date.
The PWS in Section 3, Table 1, both SS- 1 and SS-2 require tasks to be completed 30 Calendar Days after contract award. In order to meet such a requirement, how long after proposals are submitted do you expect to award the contract?
Expected award date is 31 July 2023.
Please clarify whether the PWS scope is for (1) a total of 70 cameras, or (2) a set of 3 or more cameras at each of 70 locations. This particularly appeared to be the case for the Waterfront Cameras.
Current configuration is 2 Fixed and 1 PTZ at camera locations along the perimeter. Request that vendor recommend the proper number of cameras per node to provide the required coverage. For cameras at B421, each camera location will consist of one camera per node.
PWS Section 2.1.1.2 states “The Contractor will provide Air Force approved cameras around B421 to prevent unauthorized access to the JBAB Law Enforcement Armory and BDOC without any gaps in cameras coverage.” What specific objective performance parameters will be used to measure compliance with this requirement? This is necessary to validate proposed designs.
There are currently 3 internal cameras and 3 external cameras around B421, but additional coverage is required.
Cameras will be installed on both the interior and exterior of the building. Coverage will include the patrol car parking lot, facility entry/exit points, the armory window, the armory entrance, the hallway outside of BDOC, and the customer service waiting area north of BDOC.
PWS Section 2.1.2.2 states “Include an outdoor-rated uninterrupted power supply and connectivity, which will enable CCTV coverage during power outages.” How long a time period of power outages should the UPS be sized to support?
We require UPS capable of supporting the CCTV system for 4-8 hours at the locations listed in the PWS.
PWS Section 2.1.2.8 states “Cameras will have a wired capability.” Will wired connectivity be available at every camera location? At what specific location on the base will each camera connection be terminated?
Wired connectivity is available at each of the locations where cameras are mounted on poles. Additional camera coverage around B421 may require additional connectivity. Vendor required to run cables back to switches as an aggregation point for all building internal/external cameras.
PWS Section 2.1.3.1 states “All servers will be hosted on new virtual hosts provided by the contractor.” Is the contractor required to provide the Physical Servers that will run the Virtual Hosts or will the Air Force provide as Govt Furnished Equipment?
Vendor will provide hosting platform for all virtual servers, as the USAF will not provide any GFE.
PWS Section 2.1.3.6 states “All Operating System (OS) updates will be provided by the contractor.” Will the Air Force provide internet connectivity for the “standalone” CCTV system to support downloading of OS updates post system acceptance? If not, how will the OS update requirement be met during the sustainment portion of the effort?
The system will not initially be on AFNET, as that is a future milestone. B421 has Wi-Fi that can connect to the system in order to receive updates.
PWS Section 2.2.1.2 states “Maintain system accreditation and cybersecurity surveillance for network.” Please clarify what level of Accreditation is expected to be in place for the contractor to maintain.
System Accreditation will be at the discretion of 794 CS. Systems, even closed functional ones, typically require an ATO signed by an approved AO. There are interim steps that can be pursued such as IATTs or IATOs, but ultimately the system should seek an ATO. As the goal is to eventually connect to AFNET, this will also need to seek an ATC. A good reference to use as a starting point are the DOD’s RMF guides.
PWS Section 3, Table 1 states “Zero Defects per month” as the performance threshold for all objectives. What characterizes a “defect” as stated?
Defects would consist of any malfunctions of the equipment/system (e.g., faulty switches, recalls on equipment, issues that affect proper system operation, etc.)

The objective is zero downtime; However, if sectors are out due to upgrades/tests, the Defense Forces Commander is willing to accept that risk.
PWS Section 6.2.1 lists agenda items for the kick-off meeting including communications plans, security requirements, etc. What is the process for obtaining approval to perform electrical installations on base? How long does the permitting process require?What is the process for obtaining approval to dig while installing equipment outdoors on base? How long does the permitting process require?
What does “Analytical Support Status Accreditation (ASSA)” mean?
11 CES provides all approvals to perform work on the installation. Formal requets will be submitted by selected contractor to the 11 CES customer support via email (address to be provided upon award). The approval process can take up to two to three weeks for approval. The dig permit process timeline is 10 days. Dig permit request can also be sent to the 11 CES customer service org box. The timeline for the permitting process can vary depending on the extent of the work performed. Environmental necessary permits may take several weeks, if necessary.
Estimated transition plan timeframe is 30 calendar days.

Based on a rough analysis of unique lat/lon coordinate pairs, it looks like there are 111 camera locations (average of 2.8 cameras per location). Is this correct?
Yes, it is correct about the 313 records and yes, most camera location around perimeter have at least 3 cameras per nodes. The primary focus from the PWS is for IACP and waterfront. If current cameras can be integrated into new system that would be beneficial to enhancing our security posture.
In the supplemental information provided, specifically, the JBAB_Inv_01-04-2012.xlsx file: The Locations tab only has 56 records, which is about half the number of locations in the JBAB Lat LONG.xlsx file. Why the discrepancy?
On the IP Address Video Scheme Tab: Assuming there’s one record for each camera, there are 252 cameras, which differs from the counts cited above. Why the discrepancy?

The workstations listed are legacy. There are two active workstations in use at BDOC.
Servers tab: Is the current backend server and storage inventory available?
Yes, servers need to support current infrastructure. There are currently 6 recording servers and 1 failover, totaling 7 recording servers. We also have 1 management (Milestone login), 1 alarm server, and 9 virtual Milestone servers.
Storage array for video is a 100TB network attached storage. There is about 70 or so TB of usable space provision. The 9 servers reside on the two virtual hosts. However, the vendor will provide future equipment, storage, and servers.
The 3e-733 tab shows 9 enclosures from the PAXR site, but nothing from JBAB. Is JBAB information available? The Total IP Devices tab has zero for all counts. Is current data available? What do the 801, 802, and 803 tabs represent?
