Solicitation/Contract Form The following updates have been made:
1. Response Due Date has been changes from 27 Mar 2023 3:00PM to 05 Apr 2023 3:00PM
2. Basis for Contract Award

52.212-2 Evaluation-Commercial Products and Commercial Services. Nov 2021
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers: (1) Technical (2) Past Performance (3) Price
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Basis for Contract Award
1.1 Number of Contracts to be Awarded:
The Government intends to select one contractor/offeror for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the proposals, meeting performance audition criteria and prices submitted and the availability of funds.
Offerors’ registration in www.SAM.gov will be verified and review will be conducted to ensure that all aspects of the solicitation have been addressed. Failure to have an active registration in www.SAM.gov or failure to adhere to all requirements of the solicitation will result in the offer being labeled as non-responsive and not considered for award.
1.2 Rejection of Offers
The Government may reject any evaluated proposal that fails to adequately address a significant portion of the requirement or contract terms and conditions. This may include rejection of a proposal that does not demonstrate an adequate understanding of required technical (performance capability) and proposal submission.
1.3 Performance Requirement
The Contractor will be able to perform musical proficiencies (ability to read and play music).
Demonstration of these musical proficiencies will be conducted at Joint Base Anacostia Bolling Thursday, 06 April 2023 (310 Angell Street) at 13:00 EST. Evaluation factors are attached to the solicitation for contractor review. Please plan to have the member available at the Joint Base Anacostia Bolling Visitor’s Center no later than 12:30 EST in order to sign into the base with identification so an escort (TSgt Tavares) from the 11 WG Chapel can get the member access.
Written proposals are to be submitted via email to SrA Gregory Bishop at gregory.bishop.8@us.af.mil and William Johnson at william.johnson.218.ctr@us.af.mil on or before 05 April 2023 at 2:00 pm EST. As specified’, all written proposals must be received by the Government points of contact before performance auditions.
Note: For the performance audition, all personnel requesting access to Joint Base Anacostia-Bolling must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/current-status-states-territories. Personnel requesting vehicle access to Joint Base Anacostia-Bolling must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.
1.4 Solicitation Requirements
Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and Performance Work Statement (PWS) requirements. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being ineligible for award.
2. Evaluation Factors
As outlined in FAR 52.212-2, Evaluation – Commercial Products and Commercial Services, award will be made to the offeror proposing the combination of factors deemed most advantageous to the Government based upon the evaluation factors described below:
Factor 1: Technical Factor 2: Past Performance Factor 3: Price
2.1 Technical
The Offerors are determined to be acceptable (green) or unacceptable (red) based on showing capability to perform musical proficiencies (to include ability to read and play music) via scheduled Performance Audition/Demonstration of Skills.
Quality Assessment Description Acceptable (A) Green Proposal indicates an adequate approach and understanding of the requirements.
Unacceptable (U) Red Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable.
The Offerors are required to complete the following actions and perform proficiently to be determined acceptable (green) or unacceptable (red):
(i) Attend a qualifying performance audition and furnish a resume with academic and work-related references with proposal submittal.
(ii) Each Offeror will perform three selections deemed necessary by the Roman Catholic Priest of the 11th Wing Chapel to assess music reading, singing, and playing of musical instruments abilities.
The panel will rate each Offeror for fully performing items (a) and (b) below.
a. Required for performance are selections from the Catholic Missile “Breaking Bread 2023”:
i. “Christ, The Lord, Is Risen Today” Easter Service Mass
ii. “Gloria” Chant Mass
iii. “Glory To God” Heritage Mass
b. The panel will rate based on the following performance:
i. Ability to sing on key
ii. Ability to play the song sheet provided to offeror on the piano
iii. Ability to read music
3. Past Performance
3.1 Past Performance Ratings
The Past Performance evaluation assesses the degree of confidence the Government has in an Offeror’s ability to supply services that meet the Government’s needs, based on a demonstrated record of performance.
3.1.1 Relevancy Assessment
The Government will conduct an in-depth evaluation of all recent performance information obtained to determine how closely the services performed under those contracts relate to the Technical and Price assessment. Consideration will be given to things such as similar service, breadth and depth of skills and similar contract scope and type. Relevancy ratings will be assigned to each Past Performance Questionnaire (PPQ) using the following chart:
Degree Description
VERY RELEVANT
(VR)
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
SOMEWHAT RELEVANT
(SR)
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
NOT RELEVANT
(NR)
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
3.1.2 Recency Assessment
An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must have been performed during the past five (5) year from the date of issuance of this solicitation. If any part of the performance falls within the above timeframe, the contract in its entirety may be evaluated for past performance. Past performance information that fails this condition will not be evaluated.
3.1.3 Overall Performance Confidence Assessment
Based upon recency, relevancy and all past performance information obtained or received by the Government, each Offeror will receive an Overall Performance Confidence Assessment Rating.
The Offeror
Adjectival Rating Description Substantial Confidence Based on the offeror’s recent/relevant performance record, the
Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
3.2 Past Performance Requirements
Offerors shall use the Past Performance Questionnaire (PPQ) to document meeting the following past performance requirements. The PPQ must be fully completed and signed by an official who has/had oversight of the project. A minimum of two (2) PPQ must be submitted as part of the proposal submittal.
(i) The Offeror shall have a minimum of one (1) year experience working in the capacity of music director/accompanist in a parish environment.
(ii) The Offeror shall have sufficient formal training in choral arts and a minimum of one (1) year of Catholic Liturgical Music.
(iii) The Offeror shall have sufficient understanding of the music required for Roman Catholic worship.
(iv) The Offeror must be recognized as being a Roman Catholic in good standing authorized to lead music during worship, by providing a Letter of Recommendation from their present Roman Catholic Parish with proposal submission.
(v) The Offeror shall be able to musically express the mood and style of a variety of music vocally and by means of other musical instruments.
(vi) The Offeror shall have sufficient formal training in the necessary musical instruments to provide quality accompaniment.
(vii) The Offeror must be able to vocally lead and musically accompany the Catholic Choir and congregation in worship from a piano or using other musical accompaniments.
(viii) The Offeror shall have good resource management, budget, organization, and administration skills.
(ix) The Offeror shall have effective interpersonal skills to recruit, rehearse, and tutor volunteers, both children and adults, to mold them into an effective choir.
4. Price
Price proposals will be evaluated for (1) price reasonableness (including completeness), (2) unbalanced pricing, (3) price realism, and (4) Total Evaluated Price (TEP). Offerors whose price is determined to be incomplete, unreasonable, or unrealistic may not be considered for award. Additionally, an Offeror’s price may be rejected if it contains unbalanced pricing to the extent it poses an unacceptable risk to the Government. The Government shall evaluate the TEP of all Offerors. The Offeror’s price proposal will be evaluated based upon the TEP. NOTE: Evaluation of options or extensions does not obligate the Government to exercise such options or extensions.
4.1 Price Reasonableness
The proposed prices will be evaluated for reasonableness. Analysis of price proposals will be performed using one or more of the techniques defined in FAR 15.404-1(b)(2) in order to determine price reasonableness. Reasonableness must represent a price to the Government a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 15.404-1(b)(2). Proposals will also be evaluated for completeness. Incomplete proposals will be considered unawardable. The Government may also use other techniques as needed.
To evaluate completeness, the Government will confirm all unit prices and rates in the proposal, have a dollar amount, or rate proposed as applicable.
4.2 Unbalanced Pricing
Offerors’ proposals will be reviewed for unbalanced pricing. The Government will evaluate any supporting information provided by the Offeror explaining variances that appear unbalanced, to include rationale for any CLIN price increase greater than 5% from one year to another, or any CLIN price decrease from one year to another. Evaluated offers that are determined to be unbalanced may be deemed ineligible for award by the Contracting Officer if a determination is made that lack of balance poses an unacceptable risk to the Government. Unbalanced pricing exists when, despite an acceptable total price, the price of one or more line items is significantly over or understated as demonstrated by application of price analysis techniques, such that:
a) There is reasonable doubt the offer would result in the lowest overall cost to the
Government, even though it is the lowest priced Offeror; or
b) The offer is so grossly unbalanced; its acceptance would be tantamount to allowing an advanced payment.
4.3 Price Realism
Proposed pricing will be evaluated for price realism. This pertains to CLIN pricing as well as TEP. To be realistic, the proposed price must demonstrate an adequate understanding of and consistency with the requirement, and must ensure the price does not pose an unacceptable risk to performance. All documentation submitted to support price realism will be considered in making a determination of price realism. To evaluate price realism, the Government intends to use one or more of the price analysis techniques described in FAR 15.404-1(b)(2). The Government may also use other evaluation techniques, as needed.
4.4 Data Other than Certified Pricing Data
If requested by the CO, data other than certified pricing data shall be evaluated to support a determination of reasonable, balanced, and realistic pricing. This information will only be requested if all other sources have been insufficient to support a determination of reasonable, balanced, and/or realistic pricing.
4.5 Rounding
All proposed dollar amounts shall be rounded to the nearest cent, including hourly labor rates. If any proposal deviates from this format, the Government will apply the specified format to determine the extended pricing and TEP. Compliance with the instructions regarding rounding will be verified during evaluation.
4.6 Estimating Techniques and Past Experience
The Government will review the basis of estimate on which proposed pricing was based. The relevance and application of the Offeror's price estimates based on past experience will be reviewed by the Government. The Government reserves the right to obtain information from the Contract Business Analysis Repository (CBAR) as considered necessary.
4.7 Services Contract Labor Standards (SCLS)
Although it is the Offeror’s responsibility to comply with the SCLS, understanding and acknowledgement of complains with SCLS will be reviewed. Offerors must understand proposed rates and unit pricing shall be sufficient to be compliant with SCLS.
