INSTRUCTIONS FOR PROPOSALS
I. General Information
A. Proposals will be evaluated based on past performance, technical merit, and price in accordance with the evaluation criteria outlined in the “Evaluation Factors for Award” section of this solicitation. Accordingly, a written Technical Proposal and a written Business Proposal shall be submitted as detailed below. In order to provide full consideration of your qualification for contract award, you are encouraged to ensure that the information furnished in support of your technical and business proposals is factual, accurate, and complete.
B. The Department of Defense (DoD) is committed to applying “Best Value” contracting as a means to rely on industry for timely delivery of quality products, while reducing the Government's administrative costs associated with contractor oversight. To this end, we are evaluating factors in addition to price under this solicitation. Since effective production and quality control practices translate into better quality products, fewer delinquencies, reduced administrative costs, and lower overall costs to the Government, we will be using your Technical Proposal to assess the efficiency of your production methods and the effectiveness of your quality control procedures. Moreover, those offerors who consistently demonstrate an ability to deliver on time while consistently providing a quality product will receive more favorable consideration than those who do not. You may provide additional technical information you believe will enhance your proposal; however, overly elaborate presentations are not desired.
C. The Government reserves the right to verify the information provided in the Technical and Business Proposals. Offerors are required to submit a Technical Proposal consisting of 1) Past Performance and 2) Product Demonstration Model(s), as part of their offer, and proposals must be received before the time set forth for solicitation closing. The Technical Proposal will be evaluated to determine compliance with all characteristics listed for evaluation in the solicitation. Failure to furnish this information by the time specified in the solicitation may be cause for rejection of offers if not otherwise acceptable under the provisions for considering late offers.
Your Technical Proposal and Business Proposal must be submitted in writing, in accordance with the Submission Requirements below. The Technical Proposal must be prepared separately in the quantities shown below and shall not be combined with the Business Proposal. Proposals that do not provide the required information in the prescribed format may be excluded from further consideration. Proposals will be evaluated in accordance with the factors listed in the solicitation. The rating methodology for the Technical Proposal will be adjectival. Past Performance will be evaluated as Outstanding, Good, Acceptable, Marginal and Unacceptable. PDMs will be rated as Pass or Fail. The Business Proposal will be evaluated to determine the overall evaluated offer price. The pricing of any potential awardee must be determined fair and reasonable for all pricing under all terms prior to any award.

Volume Volume Title No of Copies Suggested Page Limit I Technical Proposal 1 None II Business Proposal 1 None
*Offered prices annotated in the Attachment 2) BEQ & Price Sheet constitute the offeror's Business Proposal. Offerors must return one completed copy of the solicitation. Pricing must be offered for all items under all terms in order to be eligible for award. Evaluations for each volume of the proposal will be performed exclusive of one another. Therefore, the Technical Proposal shall contain no reference to business/pricing data. All cost/price data/information, if required, must be in Volume II. Conversely, the Business Proposal shall not address information requested under an element listed as a technical factor/sub-factor. All cost/price data/information shall only be contained in Volume II.
1. Volume I, Technical Proposal (see Submission Requirements at paragraph 5 of this addendum)
(a) The technical proposal must demonstrate the offeror's ability to meet the Government's requirements as set forth in this solicitation. Failure to provide information as requested in any of the technical evaluation factors/sub-factors identified in the solicitation may be considered a “no response” and may result in a deficiency finding and warrant an “Unacceptable” rating for the applicable factor, sub-factor, element, or sub-element. Failure to provide the information requested may cause an offeror's proposal to be determined unacceptable and eliminated from further consideration for award. Offerors are advised to indicate, when appropriate, that they have no relevant past performance.
(b) Offerors are required to prepare and submit a proposal aligned with the technical evaluation factors/sub-factors specified in this solicitation to facilitate Government review and evaluation.
2. Volume II, Business Proposal
(a) If this solicitation contains FAR 52.215-20, the offeror is required to furnish cost or pricing data or information other than cost or pricing data in the format specified in the clause or its Alternates.

Therefore, offerors are cautioned to retain cost/price proposal worksheets, vendor quotations, and related support information that at a minimum, furnishes appropriate data on the prices at which the same item or similar items have previously been sold.
(c) The Government may require the submission of multiple Business Proposal revisions during discussions. Proposals will be evaluated based on past performance, technical factors, and price in accordance with the evaluation criteria outlined in the “Evaluation Factors for Award” section of this solicitation. The offeror must clearly demonstrate its capability to support the customers' requirements in the most efficient, cost-effective manner. Proposals will be evaluated in accordance with the factors listed in the solicitation.
5. SUBMISSION REQUIRMENTS
A. TECHNICAL PROPOSAL EVALUATION FACTORS (To be addressed in Volume I of the offeror's proposal in accordance with Instructions for Proposals - Commercial Items)
1) PAST PERFORMANCE
For past performance, the offeror's ability to deliver items within the terms of the contract, as well as the responsiveness and effectiveness in addressing problems meeting performance requirements will be evaluated. The offeror's delivery performance will be evaluated by using your SPRS contract data, the history record of performance, for Federal Supply Class (FSC) 8415 (Clothing, Special Purpose).
2) PRODUCT DEMONSTRATION MODELS Instructions for submitting Product Demonstration Models (PDMs) to the 11th Contracting Squadron.
(a) The offeror shall submit PDMs, as specified below, as part of its proposal. PDMs will be submitted at no expense to the Government and must be received prior to the time and date set forth for closing of offers. Item Description Size No. of Units Required 0001 Ceremonial Overcoats Unisex 40R 1
(b) Offerors will be required to submit one (1) PDM to be evaluated for conformance to the specification characteristics. Failure of the PDM to conform to all such characteristics will result in rejection of the entire proposal.
Failure to furnish the PDM by the time and date specified in the solicitation may be cause for rejection of the entire offer if not otherwise acceptable under the provisions for considering late offers.
It is preferred that the materials used to manufacture the PDM be in accordance with any specifications defined in Attachment 1) Salient Characteristics. However, if the offeror uses alternate materials to manufacture the PDM a letter must be supplied with them stating (i) which materials depart from the end item specification and (ii) that, although the materials used in producing the PDM differ from those specified, the materials required by the specification will be utilized under any resultant contract.
Note: 1.The use of alternate materials will not affect the rating of the PDM, either favorably or negatively when the use of the alternate materials is identified in accordance with the requirements of this section. However, the Government reserves the right to give a negative rating to the PDM that is(are) made with materials that depart from the end item specification and the use of those alternate materials was not identified in accordance with the requirements of this section. Accordingly, to preclude a negative assessment of a PDM that is comprised of materials that are not in accordance with the specification(s), it is in the offeror's best interest to identify any and all alternate materials that have been used.
2. Approval of the PDM as part of this technical proposal does not relieve the potential awardee from the requirements of the solicitation.
3. The labels need not be printed for the purpose of the PDM; however, the end item size must be indicated.
4. Failure of the PDM to conform to all such specification characteristics will result in rejection of the entire proposal
5. PDM shall only be furnished with the offeror's proposal at the time and date of the initial closing of the solicitation.
Subsequent submissions will not be permitted, even if deficiencies exist in the PDM submitted. Therefore, the offeror must furnish its best effort at this time. Corrections to the PDM will not be accepted by the Government.
The following paragraph of 52.212-2 is amended as indicated below:
1. Paragraph (a) is hereby expanded to read as follows:
The Government will make award to the responsible offeror(s) whose offer conforms to the solicitation and is most advantageous to the Government, cost or price, and other evaluation factors considered. The Government will award a contract only to concerns whose technical proposals establish that they can meet the requirements of the Government.
For this solicitation, all evaluation factors other than cost or price, when combined, are:
All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The most important evaluation factor for this acquisition is the Past Performance, followed by Product Demonstration Model.
As the evaluation factors' ratings become more equal, price becomes more important.
EVALUATION FACTORS FOR AWARD
Non-Cost/Price Evaluation Criteria: To ensure timely delivery and a quality product, this acquisition will be procured using Best Value Source Selection procedures. The use of Best Value procedures will allow the Government to comparatively evaluate technical merit, as well as, price to select the source which demonstrates the highest probability of successful performance at a fair and reasonable price. The Government will use the Tradeoff Process (adjectival ratings) in accordance with FAR 15.101-1 for award.
The first non-cost or non-price evaluation technical factor is Past Performance - Performance Confidence Assessment is the most important factor which considers the likelihood of successful performance under this requirement of an offeror based on the recency and relevancy of past performance and the quality and delivery performance under commercial and Government contracts. The second non-cost or non-price evaluation factor of PDM is the next important technical factor as it clearly shows an offeror's capability and understanding of the specification.
For award evaluation purposes Technical Merit will be significantly more important in the award evaluation process than cost/price. Proposals will be evaluated based on past performance, PDM, and then, price. The following technical evaluation factors (to include sub-factors and the associated elements) are listed in descending order of importance and will be used for the award evaluation:
TECHNICAL PROPOSAL EVALUTION FACTORS: 1) Past Performance:
For past performance, the offeror's ability to deliver items within the terms of the contract, as well as the responsiveness and effectiveness in addressing problems meeting performance requirements will be evaluated. The offeror's delivery performance will be evaluated by using your SPRS contract data, the history record of performance, for Federal Supply Class (FSC) 8415 (Clothing, Special Purpose).
2. Technical Factor - Product Demonstration Models (PDM) - Offerors are required to submit one (1) PDM in accordance with “Instructions for Submitting Product Demonstration Models to the 11th Contracting Squadron”, in the required size is as follows:
Item Description Size No. of Units Required 0001 Ceremonial Overcoats Unisex 40R 1
The Product Demonstration Model will be evaluated for conformance to the specifications for the ceremonial overcoat-
- sample size Unisex 40.
NOTE: The results for the PDM will be rated in accordance with the rating definitions found in the “Additional Source Selection Evaluation Procedures” section of this addendum.
Price Evaluation Criteria:
After the final technical evaluations are completed the offeror's total price for all items will be evaluated. The offeror's total evaluated price will be calculated by multiplying each proposed unit price for each item by the best estimated quantity (BEQ), totaling the total dollar value price for all items to arrive at the total evaluated price for all items. All non-price evaluation factors, when combined are significantly more important than price; therefore, as the non-price evaluation ratings become more equal, the cost/price fair and reasonableness determination will become more important.
Offeror(s) are cautioned that failure to submit PDM or Proposal pricing inclusive of each 12 month period will result in the rejection of their proposal.
NOTES:
Under the Past Performance factor:
The Government will consider the offeror's past performance under U.S. Government contracts or other contracts for three years prior to the solicitation closing. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating.
a. Past Performance:
For past performance, the offeror's ability to deliver items within the terms of the contract, as well as the responsiveness and effectiveness in addressing problems meeting performance requirements will be evaluated. The offeror's delivery performance will be evaluated by using your SPRS contract data, the history record of performance, for Federal Supply Class (FSC) 8415 (Clothing, Special Purpose). The Government will consider the offeror's past performance under U.S.
Government contracts or other contracts from the period three years prior to the solicitation closing date.
Under the second evaluation factor Product Demonstration Models (PDMs):
1. Offerors will receive an adjectival rating for the PDM factor. An “FAIL” rating for any PDM will remove the offeror from, consideration for award.
2. Approval of the PDM as part of this technical proposal does not relieve the potential awardee from the requirements of the Request for Proposal (RFP).
3. Manufacturing operations for the placement of labels must be completed to indicate compliance with the specification/commercial item description. The labels need not be printed for the purpose of the PDM; however, the end item size must be indicated.
Additional Source Selection Evaluation Procedures:
a. EVALUATION PROCESS Offerors are required to submit technical proposals as prescribed in the “Instructions for Proposals” of this solicitation.
Each technical proposal and/or model will be evaluated against the technical factors specified in the “Evaluation Factors for Award” section of this solicitation. After the technical evaluation, each proposal will be rated as cited on the pages which immediately follow. Proposals so technically deficient as to make them technically unacceptable will be rejected as unacceptable, regardless of the cost or price offered. No discussions will be held with rejected offerors, nor will any rejected offeror be given an opportunity to revise its offer to correct those deficiencies in order to become satisfactory after date and time set for receipt of initial offers.
1. Technical Evaluation
a. Rating Definitions:
1. PAST PERFORMANCE
The Government will utilize the following adjectival ratings to evaluate Past Performance:
OUTSTANDING Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low. The offeror's past performance record indicates the offeror consistently meets or exceeds most contract requirements. Past contractual performance has been accomplished with few minor problems for which corrective actions taken by the offeror have been highly effective.
GOOD Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate. The offeror's past performance record indicates the offeror consistently meets or exceeds some contract requirements. Past contractual performance has been accomplished with some minor problems for which corrective actions taken by the offeror have been effective.
ACCEPTABLE Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate. The offeror's past performance record indicates the offeror met contract requirements. Offeror's record of past performance contains reports of some minor problems for which corrective actions taken by the offeror appear to have been or were acceptable.
MARGINAL Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high. The offeror's past performance record indicates the offeror has not met some contract requirements. Offeror's record of past performance contains reports of serious problems for which the offeror did not identify corrective actions or proposed corrective actions that were only marginally effective or were not fully implemented.
UNACCEPTABLE Proposal does not meet requirement of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable. The offeror's past performance record indicates the offeror has not met most contractual requirements, recovery was not accomplished in a timely manner, and proposed corrective actions appear or were ineffective.
NEUTRAL No recent/relevant performance record is available or the offeror's performance record is so sparse that no meaningful rating can be reasonably assigned.
2. PRODUCT DEMONSTRATION MODEL (PDM) - 2nd Evaluation Factor
The following ratings will be utilized to evaluate the PDM(s):
PASS Proposal clearly meets the minimum requirements of the solicitation. Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Risk of unsuccessful performance is no worse than moderate. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. The proposal's strengths and weaknesses are considered offsetting or having little or no impact on the contract performance when the PDM substantially meets the stated requirements of the acquisition documentation (i.e., specification;
commercial item description; purchase description; etc.) and the PDM either does not contain a weakness or contains a weakness or weaknesses that are either easily correctable in production or require preventative corrective action in production which can be accomplished.
FAIL Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high. The PDM does not clearly meet the stated requirements of the acquisition documentation (i.e., specification; commercial item description; purchase description, etc.), but has potential to become acceptable through significant corrective action. The PDM exhibits a significant weakness or weaknesses that indicate that the offeror did not completely understand the technical requirements and exhibits a low probability to produce an acceptable item.
NOTE: Weaknesses are defined as deviations from the requirements as specified in the specification, commercial item description, purchase description, etc. The terms weakness and deficiency are synonymous and interchangeable.
2. Business Evaluation Each proposal will be evaluated against the requirements of the solicitation. The Government will evaluate cost or pricing data or limited pricing information, if requested, with initial proposals or during discussions, in accordance with FAR Subpart 15.4
