RFP Questions:

Q1. PWS Performance Plan paragraph 4.2.1.4. Would the government consider changing the term “security incident” to “security violation” to be consistent with Performance Threshold criteria?

A1. The term “security incident” in PWS Performance Plan will remain the same.

Q2. H-130(c) (3), reads “Provide, as requested, an orientation of the successor Contractor employees during the final thirty (90) days of this contract.” Please clarify whether “thirty” or “(90)” days is correct.

A2. Section H-130 paragraph (c) (3) has been modified in the RFP amendment and reads “Provide, as requested, an orientation of the successor Contractor employees during the final ninety (90) days of this contract.”

Q3. Reference L7.3.4.1 and L7.3.4.2.2 (3) respectively requires a Small Business Subcontracting Plan and copies of binding agreements and enforceable commitments with firms that are the primes subcontractors.

The content of Small Business Subcontracting Plan is driven by the FAR and other legal requirements. A subcontracting plan is therefore typically 15-20 pages single space type (24-30 pages at 1.5 Space), and not subject to change so that regulatory and legal compliance is assured. The binding agreements (Teaming Agreements) similarly are 8-10 pages single space and are .pdf files due to the required signatures between companies’s.

Due to the page limitation in Volume II – Mission Capability, and the large amount of Small Business information content that does not directly support the technical response to the RFP, we recommend that the Small Business Subcontracting Plan and the Binding Agreements be outside of the 100 page count limit, and be added as addendums in this volume.

A3. Reference L7.3.4.1 and L7.3.4.2.2 (3) requirements are to be delivered with the Administrative Volume where there is no page limit for contract documentation. The RFP is corrected to reflect this change.

Q4. L8.2.4: Please clarify if the following interpretation is correct:

If subcontractors are to be used who will complete 10% or more of the technical work, the Past Performance requirements are as follows:

- Three (3) from primes

- Two from each subcontractor who will perform more than 10% - not to exceed 7 past performance information sheets total.

If there are no subcontractors who will complete 10% or more of the technical work, the Past Performance requirements are as follows:

- Five (5) from the prime…..

If this is not the government’s intent, can you amplify AFOTEC’s requirement?

A4. The interpretation was correct. The RFP will be modified however to increase the limit of the past performance information sheets to 9 and remove the following paragraph.

“If there are no subcontractors who will complete 10% or more of the technical work, the Past Performance requirements are as follows:

- Five (5) from the prime…..”

Q5. L9.2.2, references L9.2.8.10 for a detailed Basis of Estimate narrative. The correct reference for the Basis of Estimate narrative in the RFP is L9.2.8.2a.

A5. Paragraph L9.2.2 in the RFP has been modified to reference L9.2.8.2a for the Basis of Estimate narrative.

Q6. Recommended fixes to the RFP Task Order 1 CDRLs, based on cross references between CDRL and Requirement.

In reviewing Task Order 1 CDRLs, The attached table shows recommendations per Paragraph.
