About this file
This document is a Questions and Answers (Q&A) file for a Software Defined Radio (SDR) GNU Radio Course solicitation by the Air Force. The Q&A provides key details about the training course, including that it will be conducted off-base at the Wavelength classroom in San Antonio, TX, with a planned attendance of 12 students who are degreed Electronics Engineers, Electronic Warfare Officers, or Software Developers. The course aims to teach unclassified-level software-defined radio programming and operation, utilizing hardware such as RTL SDR, HACK One RF, Ettus B205minis, and future systems like Ettus X310s, X410s, X440s, and EPIQ Solutions Sidekick X4.
The document clarifies that each student will require a pre-configured laptop, and the course will cover various SDR development environments including Redhawk SDR, CFE, Pothos, and MATLAB/Simulink. The government expects contractors to provide their own signal samples or low-power signal environment emulators, as 453 EWS will not furnish signal generators, emulators, or antennas beyond small monopole antennas typically sold with SDR devices. The course will offer an overview of mainstream SDR tool suites, discussing their capabilities, strengths, weaknesses, operating environments, and whether they are commercial or open-source.

SDR GNU Radio Course
QUESTIONS AND ANSWERS
1. QUESTION:
For clarification on the GNU Radio alternatives (Redhawk SDR, CFE, Pothos, MATLAB/Simulink) what expectations/depth does 453 EWS have outside of the mentioned discussion topics (if any)?
ANSWER:
The intention here was to give an overview of Software Defined Radio development environments. The listed environments appear to be the mainstream tool suites, but others can be presented as well for trainee awareness. A brief description/summary of capabilities, strengths & weaknesses, host operating environment, identification of the tool suite is commercial or freeware/open source, and information (website, POC, etc) if a student wishes to follow up later.
2. QUESTION:
Regarding operational continuity, is there specific hardware that 453 EWS is interested in using?
ANSWER:
453 EWS has been using RTL SDR, HACK One RF, Ettus B205minis, and soon Ettus X310s. Future systems will include Ettus X410s, X440s, and EPIQ Solutions Sidekick X4.
3. QUESTION:
With the course of instruction being conducted on base, is 453 EWS providing the means for dummy signal collection or will that fall on the contractor to create that environment?
ANSWER:
453 EWS did not plan on furnishing any signal samples, signal generators, emulators or antennas for local environment signal production, but can provide small monopole antennas typical sold with the previously mentioned SDR devices. Bidders can provide their own samples or bring a low power signal environment emulator (Parson’s T-REX, etc.) if that suits their need or enhances training.
4. QUESTION:
Will each individual student require a pre-configured laptop and associated equipment?
ANSWER:
The PWS identifies this is a necessity. See paragraph entitle ‘Scope’.
5. QUESTION:
What radio(s) training is needed for?
ANSWER:
At the unclassified level - Basically learn how to work with/program software defined radios. If you want to know what radios we have been using, see the reply in #2 above.
6. QUESTION:
Basic operations/MX/Planners?
ANSWER:
All students are either degreed Electronics Engineers, Electronic Warfare Officers, or a Software developer.
7. QUESTION:
How many students?
ANSWER:
The number of students was planned at 12, but it could be less depending on whether or not students from 350 SWW at Eglin and the 563rd EWS folks here still have TDY funds to travel to San Antonio or schedule availability. The Government requests the contractor to plan for a minimum of 12 students.
8. QUESTION:
On or off post?
ANSWER:
Off base is the plan. The currently planned address is the Wavelength classroom at 420 Broadway, San Antonio, TX 78205.
