Questions for Clarification of Solicitation FA7037-14-R-0006, DICE Support

1. 52.212-1, Section 1.1, Page 18 – Section 1.1 states “Proposals (CD-ROMs and paper copies) shall be hand delivered or mailed to the CO UandU CS to arrive at the following address:” Two addresses are listed.

Question 1: As stated this implies that two sets of the entire proposal shall be delivered.

Please confirm or clarify this requirement.

Answer 1: Only one set of the entire proposal is needed, correction made in solicitation.

2. 52.121-1, Section 3.1.7, Page 21, Table B-1. Column one of the Table B-1 shows the required number of copies for each volume to be delivered.

Question 2: Please confirm that the number of copies shown in Table B-1 comprises one original and the remainder as copies. I.e. “5 copies” refers to one (1) original and four (4) copies.

Answer 2: One (1) Original Binder and the remainder are Copies, correction made in solicitation.

3. 52.212-1, Section 4.1.1, Page 21 - states “The Executive Summary shall contain a concise narrative summary of the offeror’s entire proposal.” This conflicts with Section 4.1.3.3, Page 22 that excludes Cost/Price information from being included in the Executive Summary.

Question 3: Please clarify the requirement for a Volume V Cost/Price summary narrative to be included as part of the Executive Summary.

Answer 3: Executive Summary shall contain a concise narrative summary of the offeror’s entire proposal, excluding cost/price summary. Correction made to solicitation.

4. 52.212-1, Section 6.1, Page 24 provides Table B-2 “Cross Reference Matrix” with instructions that Table B-2 is for inclusion into Volume II. 52.212-2, Section 1.8, Page 29 discusses the Cross Reference Matrix as an overall proposal requirement – to include material related to all Volumes (not just Vol II). This is further evidenced by the last column of the Table B-2 matrix asking for an entry Titled “Proposal Volume.”

Question 4: Please confirm that the requirement for Table B-2 is intended for Volume II only. If Table B-2 is to include entries for all proposal volumes, please clarify the proposal volume(s) the Table B-2 should be located.

Answer 4: The Cross Reference Matrix is intended to be filled out by referencing wherever the information provided by the contractor is located. This completed matrix is to be included in Volume II of the proposal.

5: 52.212.1, Section 7.1, Page 26 states "This information is required on the offeror Uand Uall subcontractors ---". Section 7.4 further instructs "not to exceed three (3) examples."

52.212.1 instructions imply a requirement to submit up to three (3) examples UeachU for the offeror UandU each subcontractor we propose. Based on the wording in 52.212.2, Section 4.0, Page 32, we believe the intent of 52-212.1 is that a maximum of three (3) examples be provided and may be a combination of offeror and subcontractors.

Question 5: Please clarify the requirement. for present and past performance examples.

Answer 5: A maximum of three (3) examples shall be provided which may be a combination of Offeror and Subcontractors.

6. 52.212-1, Section 9.0, Page 27. Volume IV appears to be a misprint. This volume should be titled Volume V, consistent with the Table B-1 instructions.

Answer: This was a typo and has been corrected.
