About this file

This document is a Sources Sought notice for the Atmospheric Gas Analysis Services (AGAS) II contract, which is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the Air Force Technical Applications Center (AFTAC) to obtain non-personal services for processing and analyzing of gas samples.

The anticipated contract will have a 5-year base ordering period and an optional 3-year ordering period. AFTAC is seeking information on the capabilities, capacity, and experience of potential prime contractors or subcontractors to perform the tasks outlined in the draft Performance Work Statement, which includes sample analysis, separation, radioassay, reporting, equipment operations and maintenance, and other related services. Interested firms are asked to submit capability statements by May 31, 2024. AFTAC will use the information gathered to determine the acquisition approach, which may potentially involve a firm-fixed-price contract. The North American Industry Classification System (NAICS) code for this requirement is 541380 - Testing Laboratories and Services, with a $19M size standard.

1 (U) SPECIFIC TASKS.

1.1 (U) ROUTINE SAMPLE ANALYSIS

1.1.1 (U) The contractor shall perform an initial elemental assay on each sample bottle

(typically a 900cc steel container filled with rectified whole air constituents) using gas chromatographs to determine the percentage by volume of its constituent fractions with at most 10% measurement uncertainty for 9,500 samples per year. The contractor shall follow a customer-provided sample priority listing when the number of samples received exceeds processing capability.

1.1.2 (U) The contractor shall chromatographically separate specified fractions from 8,500 samples per year.

1.1.2.1 (U) Of those 8,500 samples, a prioritized subset numbering at most 6,000 samples shall be separated within 48 hours of sample receipt.

1.1.2.2 (U) The requested noble-gas fractions from each sample shall be captured with a recovery yield of 80% or better.

1.1.2.3 (U) Purity of isolated noble-gas fractions shall be at least 99.9%.

1.1.2.4 (U) There shall be no cross contamination of samples.

1.1.2.5 (U) When requested (for at most 3,000 out of the total 8500 samples) specified

VOC fractions shall be separated and captured in break-seal tubes.

1.1.2.6 (U) The separated VOC fractions in break-seal tubes shall be sent to a separate lab as directed by the COR for additional analysis.

1.1.3 (U) The contractor shall analyze (quantify, load, and count) a maximum of 8,500 separated analyte fractions per year via Geiger-Mueller (G-M) radiometry.

1.1.3.1 (U) G-M radioassays shall have random uncertainty less than 0.5 percent (1 sigma) and with an absolute error less than one (1) percent relative to a standard gas provided by the sponsor.

1.1.3.2 (U) G-M radiometry shall comprise at least two replicate radioassays of each sample. Additional assays shall be required if the 2-sigma error bars of the first two (2) measurements do not overlap.

1.1.3.3 (U) The contractor shall facilitate monitoring of measurement process performance and stability by processing at least one (1) quality-assurance (QA) sample per operational load line per week (but no fewer than ten (10) QA samples per week).

1.1.4 (U) The contractor shall analyze (quantify, load, and count) a maximum of 6,000 separated analyte fractions per year via Liquid-Scintillation (L-S) beta spectrometry.

1.1.4.1 (U) The required L-S radioassays shall be performed within 24 hours of separation.

1.1.5 (U) The contractor shall immediately notify the Contracting Officer’s Representative

(COR) for guidance when the number of samples received exceeds weekly processing capacity.

1.1.6 (U) The contractor shall have the capability to process a sample surge of 10% of the yearly workload in one (1) month. If a surge scenario is implemented for more than 30 consecutive calendar days, the Additional Samples CLIN shall be exercised on the contract.

1.1.7 (U) The contractor shall tabulate and report all sample data to the government customer in accordance with (IAW) specified data-reporting formats and procedures. The contractor shall have no more than ten (10) workdays from sample receipt to analyze, process and report data to the customer. Any delays in processing shall be reported to

COR immediately.

1.1.8 (U) The contractor shall ensure the overall accuracy of reported data by periodic calibration of gas processing equipment and counting systems. The customer will provide calibration standards and radioactive sources through an interlaboratory calibration program.

1.1.9 (U) The contractor shall develop and maintain a loss control program to ensure sample loss is kept to an absolute minimum. A sample loss rate of more than 0.5 percent in any contract year is unacceptable. If this loss rate is exceeded, the contractor shall reevaluate their analysis methods and shall include sample processing and handling. The contractor shall submit corrective actions report to the COR.

1.1.10 (U) The contractor shall support and attend Technical Working Group meetings as required. The meetings normally occur two (2) times annually.

1.1.11 (U) The contractor shall host up to two (2) technical meetings annually.

The contractor shall maintain accurate records of all analytical work both in progress and completed. This work shall include status and final data of all samples processed and a historical database of sample data reported.

1.1.14 (U) The contractor shall provide technical support to the customer in interpreting and categorizing all laboratory data.

1.1.15 (U) The contractor shall provide storage for approximately 250 sample containers (900cc bottles) waiting to be analyzed or returning to depot. Bottles shall be shipped to the designated depot maintenance facility. Other items designated by the COR shall be packed and shipped to designated locations.
