NUCLEAR DATA EVALUATION SERVICES (NDES) IV Sources Sought Questions (Q) and Answers (A)
Q1: What latitude/expectation will the contractor have regarding research, assessment, and implementation of future technologies (ETL, storage, analysis, operator interface)?
A1: The government needs the contractor to be able to implement future technologies.
Q2: Can the government share the new LIMS platform it is planning to move towards?
A2: The LIMS platform is LabVantage.
Q3: Regarding the offsite development/test/backup environments (2.9.1) to be maintained by the contractor, will these require a contractor SCIF/SAPF facility?
A3: No, these will not be required a contractor SCIF/SAPF facility.
Q4: Will 2.9.1 require secure network access to a contractor facility?
A4: No, secure network access to a contractor facility is not required.
Q5: Will 2.9.1 require Government Furnished Property to be located at the contractor/offsite location?
Q5: Yes, we will have GFP to transfer to contractor in support of DASSLE.
Q6: Clarify the number of personnel currently supporting the program, based on historical lines of effort (LoE)?
A6: Two Full Time Equivalents (FTEs) are the number of personnel currently supporting the program.
Q7: Will the government be willing to award this as a sole-source contract under the SBA 8(a) program /
GSA STARS3.
A7: The government’s market research results, of which this sources sought is a part of, will assist the Government in determining the best acquisition approach. Market research is still ongoing through this sources sought. Therefore, the government has not yet determined the acquisition approach and all options are still available.
Q8: Is this a new requirement or contract renewal? If re-compete, what is the current contract number and who is the incumbent?
A8: This is a new contract with increased scope following the completion of a previously contracted requirement. The incumbent of the previous contract is Space Coast Intelligent Solutions, Inc. under Indefinite Delivery/Indefinite Quantity vehicle FA702220D0001.
Q9: When does the Government plan to release the Request for Proposal (RFP)?
A9: The current projection for RFP release is during FY24 for an FY25 Q1 contract start.
