AFTAC Mission Services (AMS) II
AMS II
1. NOTICE: This is a pre-solicitation notice for the AMS II services requirement, as required by Federal Acquisition Regulation (FAR) Part 5.2. THIS IS NOT A REQUEST FOR PROPOSALS. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THE SAM.GOV WEBSITE.
This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Additionally, no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
This notice of intent is not a request for competitive proposals. However, all responsible sources should monitor the SAM.GOV site for updates regarding the RFP.
Proposed Solicitation Number: FA7022-23-R-0001
1.1 The Government plans to issue a competitive solicitation, which will be a Total Small Business Set-Aside, for subsequent award of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the AFTAC Mission Services II (AMS II) acquisition. The IDIQ ceiling will be $40M with a contract minimum of $5K. The Task Order Min/Max will be $5K/$5M. The services to be acquired are primarily concerned with the operation and maintenance and research and development in support of the AMS program, both on-site at Patrick SFB and off-site at the contractor's facility. The contractor must be able to support day-to-day operations for AFTAC's Nuclear Treaty Monitoring Mission with highly trained support personnel. The contractor must also demonstrate the capability to provide technical services listed in the following paragraph.
1.1.1 The critical performance requirements are specialized capability in radiochemistry, laboratory support, technical writer services, research and development services, simulation and modeling support, system integration services, and nuclear physics/engineering subject matter expertise. Experience with other nuclear missions and familiarity with applicable national agencies and Department of Energy National Laboratories in relevant areas is highly desired for successful contract performance.
The successful offeror must be able to provide the following:
a) Radiochemistry Laboratory Services.
b) Simulation, Modeling, and System Integration Services.
c) Technical Writer Services.
d) Expert Panel and SME Consultant Services.
e) Research and Development (R&D) Services.
1.1.2 SECURITY REQUIREMENT: Company must have a Top Secret Facility Clearance. Contractors working on this project at the government facility must have a Top Secret Clearance (Single Scope Background Investigation with a favorable Director Central Intelligence Directives (DCID) 6/4 eligibility determination for immediate access to SCI (Sensitive Compartmented Information) material.
1.1.3 This acquisition will be conducted as a Total Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) code is 541330 Engineering Services and the size standard is $22.5M. The RFP will be available electronically on the Sam.gov website only. The RFP release date is subject to change, but is anticipated to be posted on or about 3 Feb 2023 Interested parties are encouraged to monitor all postings. Fax, telephone, written, or email requests for the solicitation package will not be honored. Contract award is anticipated for May 2023.
1.1.4 Potential contractors must be registered in the System for Award Management (SAM.gov) to be eligible for award (see https://sam.gov). All responsible firms may submit a proposal (after issuance of the RFP) and shall be considered for contract award. PHONE CALLS WILL NOT BE ACCEPTED. Firms responding must state whether they are a Small Business (SB), Small Disadvantaged Business (SDB), Woman-owned Small Business (WOSB), Historically Black College or University or Minority Institution (HBCU/MI), an 8(a) firm, a Native American Firm, a HUB Zone firm, a Veteran-Owned Small Business Concern (VOSB), a Service-Disabled Veteran-Owned Small Business Concern (SDVOSB), a participant in the Very Small Business Pilot Program, or a Large Business based on the size standard above.
2. PROGRAM DETAILS:
2.1. This is a non-personal services contract. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. The contractor shall manage its employees and guard against any actions that are of the nature of personal services, or give the perception of personal services. The contractor shall notify the Contracting Officer (CO) immediately if they perceive any actions constitute personal services. These services shall not be used to perform any Inherently Governmental Functions.
2.2 The Government plans to use a single award hybrid Firm-Fixed Price (FFP), and Cost Reimbursable (CR) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The FFP labor CLINs will be Operations and Maintenance (O&M) and the Research and Development (R&D) CLINs; the travel and other direct cost (ODC) will be COST (No Fee); the Data Deliverables CLINs will be Not-Separately-Priced (NSP). The period of performance is for a total of eight (8) years that includes a five (5) year base ordering period, and one (1) option 3-year ordering period.
2.3 The Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101, Ombudsman, is applicable and follows below. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution.
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Deputy Director of Contracting, AFICC/KC (OL-ACC), 114 Thompson Street, Bldg 586, Room 129, Langley AFB, VA 23665, telephone (757) 764-5372 (DSN 574-5372) email: acc.a7k1@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
