About this file
This document contains questions and answers regarding solicitation FA702221R0001 for Atmosphere and Space Mission Systems Support 2. The solicitation seeks maintenance, sustainment and development services for the Air Force Technical Applications Center's operational information systems and software applications that are used to fulfill its mission of detecting and reporting on foreign nuclear explosions. Question 1 addresses the preferred method for receiving proprietary cost data from subcontractors in support of proposals. Question 2 provides a recommendation to add a tab for serially managed items to the GFP attachment template. Question 3 explains that the draft DD254 included cannot be signed for classified work until award, and recommends initially accessing classified documents on a separate system rather than over a network.

Section L.6.2.2.(e)
Request your preferred method on receipt of subcontractor proprietary cost data in support of our proposal. As indicated in the RFP Section L.6.2.2.(e), “Subcontractors may submit subcontract proposals directly to the Contracting Officer if the cost information is considered proprietary data.” We’ll ensure their sanitized proposals are provided with our submittal in accordance with all instructions in RFP Section L.2.2; however, the method for subcontractor proprietary information submittals is not specifically called out. Would you prefer the use of the DoD SAFE file transfer site, or would encrypted email be sufficient?
As long as the documents are UNCLASSIFIED, submit IAW RFP Section L.2.2.1.

Section L.3.3.5.1
While Section L specifically indicates that GFP and/or base support should be listed in Attachment 3, there does not appear to be a space for anything other than non-serially managed items. Can you provide a template that accommodates serially-managed items?
The government recommends adding an additional tab (using the template provided on the Non-Serially Managed Items tab) entitled “Serially Managed Items” to Attachment 3 to accommodate your situation and identify the addition in your proposal as necessary.

Section L 2.1.4 and DD 254
Classified CD – 1. In order to receive classified information we need a signed DD254 from the customer. However, the one issued with the solicitation documents is only a “draft” and not signed. 2. In order to actually load the classified CD onto the network, we need a signed CUA/JUA for the Solicitation.
The Gov’t will not be issuing the finalized DD254 for this requirement until contract award, therefore, recommend you access the documents on the Classified CD on a separate, stand-alone controlled system (not a networked computer system). The Classified CD contains only secret documents, and no SCI material.
