No. Question Answer
1 Is the small-business prime required to have a TS facility clearance, or could the small business partner with someone already holding a facility clearance?
Refer to RFP Attachment 2, Contract Security Classification Specification. Prime contractors and any subs/partners will be required to comply with Attachment 2.
2 In the package posted 30 Jan, Atch 4, PWS for MMAS TO 1 Large Eddy Simulation Modeling System, on page 12 a ROM for hours is provided by labor category. Is this ROM for the entire 12-month PoP, or a monthly or quarterly estimate
The estimated hours for the Task Order 01 effort are provided for informational purposes only. As noted, offerors shall propose labor categories and hours based upon the technical approach proposed.
3 Do the resumes for the three labor categories identified in the table on page 11 count towards the volume page total?
Resumes do not count toward the volume page total. Please refer to RFP Attachment 10, Section L, paragraph L.2.2.1 which states “Each page shall be counted toward the above page limits except for cover pages; tables of contents; tabs; resumes; glossaries; list of key terms; appendices to technical volume such as tables, charts, graphs, and figures; consent letters; and client authorization letters;
company financial statements; and model contract.” (bold added)
4 Attachment 8 from the Solicitation - the tables and the associated tabs on the spreadsheet don't match up.
The CPFF Tab has the table labeled as Firm Fixed Price
The FFP Tab has the table labeled as Cost Plus Fixed Fee
Can you please provide clarification as to the correct table labels.
An updated version of the table with corrected headings has been posted to FBO.
5 In most of the labor categories the education requirement is quite specific. In others it allows for “or a related field of study” which gives more flexibility.
Can “or a related field of study” be added to all labor categories, otherwise we may need to add additional Labor Categories.
RFP Attachment 3 has been revised and inlcuded with solicitation amendment 0002.
6 The Prime will be allocating hours to the subs at the prime level. Question, does the sub need to provide pricing with hours, since it is included at the Prime level?

7 As shown in Table 2.2 of Attachment 10 Section L, the Task Order 0001 proposal response should be provided within Volume V, ICNTO Paragraph # 7.0, yet, there doesn’t appear to be any specific guidance provided later in the attachment on how this Volume should be organized. Instead, it appears the government is requesting that the Task Order 0001 response be included within Volume II (see Section L.4.2.3 (3)). Can you please clarify whether the government would like the Task Order 0001 response included in both Volume II and Volume V or just Volume II (e.g. there is no requirement for providing a separate Volume V)?
See RFP Amendment 0003. There is no need to submit a Volume V.
