SECTION 1

DESCRIPTION OF SERVICES.

I . I Introduction.

This is a non-personal services contract. The Government will ne ither supervise contractor employees nor control the method by which the contractor performs the required tasks. The contractor shall manage its employees and guard against any actions that are of the nature of personal services. or give the perception of personal services. The contractor shall notify the Contracting Officer (CO) immediately if they perceive any actions constitute personal services.

T hese services shal l not be used to perform any Inherently Governmental Functions.

1.2 Background.

Air Force Technical Appl ications Center (AFTAC) is a Wing equivalent organization subordinate to 251 h Air Force and Air Combat Command (ACC). AFTAC is the sole organization within the Department of Defense with the mission of making precise technical measurements for the purpose of providing information critical to the monitoring of treaties restricting nuclear testing. Additionally, AFTAC was assigned mission respons ibilities under the National Technical Nuclear Forensics (NTNF) program, focused on providing support to ensure the United States has an active, ready, and robust system in place fo r nuclear forensics.

These responsibi lities have led to robust mission relationships with organizations w ith in DoD and mission partners. The efficient, effective and time ly accomplishment of tasks assigned to AFTAC from inte rnal and external sources is vital to successful miss ion accomplishment.

1.3 Scope.

The primary objective of the PWS is to acquire services for the Air Force Technical Applications Center (AFTAC) to aid in developing, managing and operating an A FT AC Task Management system, and provide support evaluating and planning technical tasks ensuring AFTAC mission success.

I .4 Period of Performance.

The total Period of Performance shall not exceed three (3) years after award of contract, consisting of a 6-month Base Period, two Option Years, and another 6-month Option Period.

SECTION 2

2 SPECIFIC TASKS.

The contractor shall prov ide the fo llowing support and services:

2.1 Task Management.

2.1.1 Translate intent/direction for a task from AFTAC Senior Leaders - Commander (CC), Vice Commander (CV), Chief Scientist (CA), Director of Staff (OS), and Command Chief (CCC), Support Staff, Special Staff, and Directors into an actionable task, assign appropriate office(s) of primary responsibility (OPR) and office(s) of collateral responsibility (OCR), and set suitable suspense. (CORL AOO I)

2. 1.2 Analyze incoming higher headquarters tasks and those requests from inter-agency mission partners, assign appropriate A FTAC OPR/OCRs and suspense, assess task completeness, ensure necessary internal AFT AC coordination, and ensure appropriate approval by designated AFT AC approval authority prior to release. The contractor shall synthesize disparate data into single meaningful inputs ready for review by senior decision makers. (CORL AOO I)

2.1.3 Establish and manage worki ng relationship with AFTAC Directorate and Special Staff Task Managers. Direct and coordinate Enterprise workflow/task management processes with directorate Task Managers. Assist Task Managers and Action Officers to understand and comply with the associated task standards and response requirements.

Provide training to Task Managers, Action Officers, and the AFTAC workforce on responding to tasks. Provide training and guidance on changes to Enterpri se workflow/task management processes when needed; coordinate maintenance or trouble resolution for the task management mechanism with the In formation Technology (IT) support desk as required. 2.1.4 Manage and prioritize importance of current tasks, provide AFTAC leadership the situational awareness required to successfu lly manage completion of tasks and ensure all suspenses are successfully met and completed on time. (CORL AOO I)

2.1.5 Brief the AFT AC Director of Staff. Vice Commander and Commander every other week regarding status of current tasks. (CORL AOO I)

2.1 .6 Maintain an archive of completed tasks; identify all task items, if any, which are official records and coordinate with records custodian to file in AFTAC Command Section file plan monthly. Develop and provide a monthly Activity Status Report, outlining all tasks completed in the prior month. (CORL AOO I)

2.1. 7 Coordinates effectively w ith AFT AC Executive Officer (CCE), Commander's Action Group (CCX), and Command Section Superintendent (CCEA) and ensure continued operation of A FTAC Task Management System during absences (leave, s ick days, etc.).

Typical duties shall include, but are not limited to answering phones, providing support to walk-up customers, taking messages and identifying points of contact to facilitate communications within AFT AC. (CORL AOO I)

2.1.8 Accomplish tasks in conjuction AFTAC Commander, Vice Commander, and Director of Staff and with other front office administrative staff (CORL AOO I)

SECTION 2

2. 1.8.1 Work with CCE, CC/CV Secretary (CCA) and Chief Scientist Secretary (CAA) to coordinate OS, CA, CV and CC task rev iew and approval in accordance w ith their calendar availabi lity to ensure timely task completion and submission. (CORL AOO I)

SECTION 3

3 SERVICES SUMMARY (SS).

The contract service requirements are summarized in performance objectives that re late directly to mission essential items. The performance threshold brieny describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) provides information on contract requirements and the expected level of contractor performance to be successful. These thresholds are critica l to mission success. Procedures as set forth in the applicable Inspection clause in the contract will be used to remedy all deficiencies. The Government retains the right to inspect any item included in the contract.

SECTION 4

4 GOVERNMENT FURNISHED PROPERTY AND SERVIC ES.

4.1 Services.

The Government wi ll provide no services to perform the taks outlined in th is PWS.

4.2 Facilities.

The Government will provide desk space, telephones, computers, and other items necessary to maintain an office environment.

4.3 Uti I ities.

The Government wi ll provide all utilities in the faci lity will be avai lable for the contractor' s use in performance of tasks outlined in this PWS.

4.4 Equipment.

The Government will provide computers. fax machines, phone, and other office equipment co provide the required services.

4.5 Materials.

The Government will provide general office supplies to complete the required tasks outlines in the PWS.

SECTION 5

5 GENERAL INFORMATION.

5.1 Contractor Identification in the Government Workplace.

When conversing with Government personnel during business meetings, over the telephone or via electronic mail, the contractor shall identify themselves as such to avoid situations arising where sensitive topics might be better discussed solely between Government employees . The contractor shall identify themse lves on any attendance sheet or any coordination documents they may review. Electronic mail signature blocks shall identify their company affiliation.

5.2 Industrial Security.

DD Form 254. Overarching security requirements and contractor access to classified information will be as specified in the DD Form 254, Department of Defense Security Classification attached to the contract. The contractor shall have a final U.S. Government issued TOP SECRET security c learance for Sensitive Compartmented Information (SCI) access on the first day of contract award.

5.3 Physical Security.

The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities , property, and materials shall be secured.

5.3. I Key Control. The contractor shall establish and implement methods of ensuring that a ll keys and key cards issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons.

5.3.1.1 The contractor shall immediately report the occurrences of a lost or duplicate keys and key card to the COR.

5.3.1.2 In the event keys. other than master keys. are lost or duplicated, the contractor shall, upon written direction of the CO, rekey or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform rekeying. When the replacement of locks or rekeying is performed by the Government, the total cost of rekeying or the replacement of the lock or locks shall be deducted from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system will be replaced by the Government and the total cost shall be deducted from the monthly payment due the contractor.

5.3. 1.3 The contractor shall prohibit the use of keys issued by the Government by any persons other than the contractor's employees. The contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contractor's employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the COR.

5.3.2 Combinations and Codes. The contractor shall establish and implement methods of ensuring that all combinations and codes are not revealed to unauthorized persons. The contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations.

5.3.2.1 Access lock combinations are "For Official Use Only" and shall be protected from unauthorized personnel.

5.3.2.2 Combinations to security containers, secure rooms, or vau lts are c lassified information and shall properly safeguarded. Only the contractor employees with proper security clearance and need-to-know will be given combinations to security containers, secure rooms, or vaults.

5.3.2.3 Security alarm access codes are ·'For Official Use Only,. and shall be protected from unauthorized personnel. Security alarm access codes will be given to contractor employees who require entry into areas w ith security a larms. The contractor shall properly safeguard alarm access codes to prevent unauthorized disclosure.

5.4 Privacy Act.

Work on this contract requires the contractor to have access to Privacy In formation. The contractor shall adhere to the Privacy Act, Title 5 of the US Code, Section 552a and applicable Agency rules and regulations.

5.5 Location(s) of Work.

The work to be performed under this contract shall be performed at A FTAC Headquarters, Patri ck AFB, FL.

5.6 Hours of Operation.

5.6. 1 Normal Hours of Operation. The contractor sha ll perform the services req uired under this contract anytime during the following operational hours: Mon - Fri , 0700-1800, except federal holidays). The contractor must provide services during the core hours, 0900- 1500. The COR shall be notified 48 hours in advance of planned vacation or days off, and as soon as possible for emergency time-off, to reso lve schedule confl icts.

5.6.2 Recognized Holidays. The contractor is not required to prov ide service on the following days:

If the ho liday falls on Saturday, it is observed on Friday. If the ho liday falls on a Sunday, it is observed on Monday.

5.7 Conservation of Utilities.

The contractor sha ll operate under conditions which prevent the waste of util ities which include the fo llowing:

5.7.1 Lights shall be used only in areas where and when work is actually being performed.

5.7.2 Mechanical equipment controls for heating, ventilation, and air cond itioning systems shall not be adjusted by the contractor unless authorized.

5.7.3 Water faucets or valves shall be turned off after the required use has been accomplished.

5.7.4 Government telephones shall be used only for official Government business.

5.8 Records.

The contractor shall c reate, ma intain and dispose of only those Government requ ired records that are specifically cited in this PWS. If requested by the Government, the contractor shall provide the original record, or a reproducible copy of any such record within five (5) workdays of receipt of the request.

5.9 Contractor Manpower Reporting.

5.9.1 The below information is for informational purposes only and shall not be initiated by the contractor without written direction from the Contracting Officer:

5.9.1.1 Overview. In accordance with Section 8108 of the National Defense Appropriations Act of Fiscal Year 20 11 the contractor shall report, annually, for performing services on Department of Defense installations in support of this contract, all required prime contract and subcontract data, or require any subcontractors to report separately using the Enterprise-w ide Contractor Manpower Reporting Appl ication (eCRMA) located at http://www.ecmra.mil. There are four separate eCMRA tools: Army, Air Force, Navy and All Other Defense Components. The appropriate eCMRA reporting tool to use is determined by the requiring activity being supported (e.g., if DISA awards a contract for an Air Force requiring activity, the contractor shall load the required reporting data in the "'Department of Air Force CMRA" tool). The contractor shall report ALL contractor direct labor hours and direct labor dollars (including subcontractor labor hours) required for performance of services provided under this contract. The contractor is only responsible for entering the Contact and Location Data. The contractor may view user manuals and frequent ly asked questions (FAQs) at hnps://cmra.army.mil/Help/help.html.

5.9.1.2 Initial Contract Creation. The contractor shall enter initial data (Contact Data on ly) into the appropriate eCMRA tool to establish the basic contract record no later than 30 calendar days after receipt of contract award. The contractor shall notify the COR and the CO when the basic contract record has been established in the appropriate eCMRA tool.

5.9.1.3 Annual Reporting. Reporting inputs will be for the direct labor executed during the period of performance (PoP) for each Government fiscal year (FY), wh ich runs 1

October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. The contractor shall provide reporting inputs for the final PoP of this contract no later than 30 calendar days after contract expiration. The contractor may direct technical questions about the eCMRA tool to the CMRA help desk at dodcmra@pentagon.af.m i I.

5.9. 1.4 Uses and Safeguarding of Information. Information from the secure website is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor do llars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

5.10 Kick-off Meeting and Periodic Progress Meetings.

The contractor shall attend an initial kick-off meeting (5 business days) after contract award.

The CO, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the CO will apprise the contractor of how the Government views the contractor's performance and the contractor wi ll apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. The contractor shall provide minutes of these meetings to the Government. (CDRL AOO I)

5.11 Transition.

In the event the incumbent is not the successfu l contractor for the fo llow-on contract award, the incumbent contractor hereby agrees to cooperate with the successor and to allow the successor to conduct on-site interv iews with its employees. If sa id employees are agreeable to the change and are accepted by the successor, then the incumbent contractor shall re lease them at a mutually acceptable date. Further, the contractor shall turn over to the successor contractor all administrative records and technical data acqu ired or formulated during the life of this contract.

5.11.1 The incumbent contractor's own work shall carefully fit into the successor contractor's phase-in schedule. The incumbent contractor shall not commit or permit any act which will interfere with the performance of work by the successor contractor or by the Government. The incumbent contractor shall take reasonable steps to aid in the transition of the successor's work force into the env ironment, on a non-interference basis with the incumbent contractor's responsibilities.

5.11.2 On a non-interference basis the successor shall be allowed to observe all activities which occur during the phase-in period. These activities shall include as a minimum over-the-shoulder observance of daily activities and other requests mutually agreed to by the invo lved parties.

5.12 Del iverables.

APPENDIX C - PROCUREMENT INTEGRITY

(Reference FAR 3.104.) In fulfilling the duties under this contract, your employee is expected to have access to procurement related in formation and other sensitive information and data. This contract calls for your employee to manage AFTAC's tasks, attend senior-level staff meetings, and work very closely with the sen ior leadership of the organization. Your employee may have access to contractor bid proposal information, Source-Selection Information (SSI), proprietary information that is owned by other companies, requirements and funding information related to government contracts, and other acquisition-related and sensitive information and data owned by the US Government. Unauthorized use or re lease of this in formation could subject your employee to criminal prosecution, provide unfair competitive advantage for your company which might disqualify you from future acquisitions, or result in negative in format ion being entered into the Past Performance In formation Retrieval System (PPIRS). The paragraphs below outline some of the restrictions that are applicable in this instance.

(a) 41 USC 2 102 and FAR Part 3. 104-3 make it a criminal act to knowingly obtain or d isclose contractor bid or proposal information or source selection information before award of a contract. This prohibition includes persons or organizations who are acting or have acted for or on behalf of, or who are advising or have adv ised the Federal Government. 41 USC 2 10 I and FAR Part 2.10 I define the terms "source selection information" and "contractor bid or proposal information." Violations of these statutes could result in up to 5 years in prison and fines.

(b) Unlawful use of information gained during the fu lfillment of this contract cou ld also result in your firm gaining (or appearing to gain) an unfair competitive advantage that could potentially disqualify you from future acquisitions. FAR Part 3.104-7(d)(l)(ii) allows contracting authorities to disqualify offerors for vio lations of the procurement integrity laws.

(c) If, in the course of performing under this contract, you or your employee should gain access to proprietary information that is the property of another non-federal entity, per FAR 9.505-4, you must protect that information from further release and may not utilize that information to gain competitive advantage in any future acquisition. In such situations, the Contracting Office may require you to enter into a written agreement with the other company or non-federal entity to protect their proprietary information from unauthorized disclosure.

In accordance with AFF ARS 5303. 104-4(a) Disclosure, Protection, and Marking of a Contractor Bid or Proposal Information and SSI, your employee must sign a Source Selection Non Disclosure Agreement because they have access to SSI in the performance of their offic ial duties, whether or not they participate as part of the actual source selection team.

I.
