• The requirement is for an eight-year sole source. lndelinite Delivery/ Indefinite Quantity ( IDIQ) contract to acquire non-personal services fo r the processing and ana lyzing or particle samples. This new Firm-Fixed-Price (Fl7P) contract will be awarded under Request for Proposa l (RFP) FY 16 TBD. The decision to use the FFP contract type is based on 50+ years of historical data. Although the use of complex decision trees to determine how. on which equi pment. and with wh ich instruments the samples will be processed. a fixed number of labor hours per \Veek and fixed labor costs and categories can be idcnti fied by the Government. Samples arc environmental in nature and come in man) forms. Determination must be made as to the complexity of particle analysis. The Government cannot specifically identify the complexity of samples and what complex ity of ana lysis wil l be utilized until the exact momen t of each sample submittal: however. a fixed amount of labor hours to work sa id samples can be readil~ identified and esrimatcd. Additional CLI ( ) for repair/update/replacement of equipment arc also included in the contract. The Government is unable to t:a ily identify when repairs/update or replacement or equipment

v. ill be needed. This further justifies the use ora Cost Reimbursement (CR) CLI .

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable .

• As a result of Internet searches. ten potential sources were found : Micrometrics Analysis ervices.

Particle Technology Labs. pectrex Corp. Fluid Imaging Technology. Jordi Labs. EAG Laboratories.

lntertek. SGS. and Microtrac Training/Lab erv iees. Although none of these vendors expressed an interest in thi s acquisition. the project officer reviewed their capabilities as shown on their Internet sites. and rurther verified through conversations with company representatives.' ith the following results:

. Based on the above technica l evaluations. none were determined to be capable or perfo rming all the required services. Other hits resulted in educational institutions/ li braries. fo reign firms/uni versities.

equ ipment manufacturers. and companies spec ializ ing in environmental pollution. None of these hits sho\.ved any capab ility to perfo rm nuclear particle analysis .

• Additiona l sources researched via Internet and/or trade journals using the search criteria ··particle analysis se rvices·· ... mass spectrometer particle analysis ... .. nuclear particle analysis services··. ··nuclear pa11icle analys is·· and .. partic le ana lysis .. revealed the fo llowing companies: Pall Corporation. Princeton U (Edu). Zeiss. lzon. Wave letrics. EDAX. Rctsch Technology. Tescan and Particle Characterizati on Laboratories. Inc. Of the sources identified via this search. none were detennined capable of performing the work fo r the LSA requirement.

Other Actions:

.Internet/Dynamic Small Business (DSB) Searches: Utilizing the terms ··mass spectrometer parti cle analys is ..... nuclear partic le analysis .. and particle analys is services. as we ll as. NA ICS Code 54 1380.

The additional term ··nuclear .. produced companies performing work related to construction. nuclear sa fety consulting services, oncology re lated services and nuclear materials/spi lls. Search or DSB did not produce any SB contractors capable of accomplishing the work outlined in the LSA PWS.
