II. (U) NATURE ANO/OR DESCRIPTION OF THE ACTION BEING PROCESSED

c (U) Technical cost and schedule risks are minimized during this sole source award because Leidos has performed both the same and similar tasks in a highly satisfactory manner over the entire performance penod of the current contract (currently 3 years and 11 months) The requested award of services will utilize a Firm Fixed Pnce CFFP) contract type

Ill. (U) DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY'S NEEDS

(U) The scope of the current effort is to provide the AFTAC with non-personal professional services totaling approximately 18.25 FTEs ( 1 Full Time Equivalent (FTE) = 1920 staff-hours per year) each year for the duration of the contract to support the ongoing operations maintenance.

(Ul Primary objectives of this effort for ongoing US NOC operations maintenance and operationally related eng1neering/sc1enttf1c studies include but are not limited to the following

1) (U) Sustainment of the 20+ year old software and hardware architecture to include complete configuration management. which will provide the platform for future system growth and enhancements The system f unct1onallty shall maintain and enhance existing data acquisition. detection association. location magnitude and yield estimation event 1dent1f1cat1on.

event reporting data distribution. and data archiving capabilities to meet current and future treaty monitoring needs as specified in the US NOC System Requirements Document (SRO)

2) (U) Integration of 3rd party efforts The Department of Energy (DoE) and Air Force labs as well as various Government contractors are involved in numerous areas of US NOC development Some examples include portions of the knowledge base event class1f1cation methodology and geographical information systems It will be the contractor's respons1b1llty to team with these AFT AC partners and integrate their products

3) (U) The US NOC contractor 1s responsible for integration of hardware COTS/GOTS software and calibration information. and contractor-developed software into the US NOC system The contractor 1s also responsible for prov1d1ng 24x7 on call support to ensure 99% operational availability rate

4) (U) The US NOC contractor part1c1pates as a key member of the US NOC Change Management Board (CMB) to ensure the US NOC will continue to meet the operational availability requirements The CMB oversees the US NOC Change Request (CR) process and prioritizes O&M work which includes. but is not limited to a) software bug fixes and minor enhancements b} adding new stations to data acqu1s1tion and data d1stribut1on and c) station and network processing

a) (U} Conduct engineering and sc1entif1c studies to help opt1m1ze and tune detection.

b) (U) Conduct engineering and Information Technology (IT) infrastructure studies (e g hardware software databases} to help improve overall system performance and help reduce maintenance costs and manpower needs

(U) All applicable upgrades to the US NOC shall also be made to the training system at Goodfellow Air Force Base (GAFB). TX and to the Alt US NOC at Joint Base San Anton10- Lackland AFB (LAFB) TX

(U) Critical performance requirements include providing 24x7 on-call support for maintenance of the operational US NOC system to include hardware and software maintenance support system adm1nistrat1on support. and database adm1nistrat1on support: resolution of change requests (CRs) 1n accordance with (IAW) the CMB Process Guide prov1d1ng software maintenance support and system admin1strat1on support to sustain the operational and alternate systems to include two special access systems. providing organizational and depot maintenance support for the US NOC sustainment system. conduct engineering/scient1f1c studies conduct engineering and IT infrastructure studies. providing trip reports timely and quality CORL delivery and providing a monthly status report

(U) General requirements are contained 1n the Performance Work Statement The total estimated value of the contract effort is $21 501 .862.

(U) The total contract period of performance 1s 1 April 2015 to 30 Apr 2020 including the 6-month extension option

(U) Cost and price analysis using FAR 15 404-1(a)(3) and FAR 31 104(a) techniques will be used to ensure that the final price is fair and reasonable . Certified cost or pricing data will be re uired at the conclusion of ne otiations and will serve as the basis of cost and price analysis.

b. (U) Leidos 1s the only contractor that will meet the current mission and security requirements for this acquisition without undue risk to AFT AC's mission

XI. (U) STATEMENT OF THE ACTIONS. IF ANY, THE AGENCY MAY TAKE TO REMOVE

OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT

ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED

(U) Compet1t1on rn accordance with FAR 6 102 will be utilized 1n the future acquisition of the highly specialized professional services for the next contract. which will be planned for 2019 Continued development of AFTAC civil service positions will occur during this contract such that the Government will retain the unique skills necessary to carry out the m1ss1on and a contractor will only have to provide supplemental support personnel read ily available within the area

(U) AFT AC currently has a system architecture study to develop modern (and modeled} Service-Oriented-Architecture to enhance the entire system's capability and mainta1nab1ltty and to provide a modular system for the next hfe-cycle enhancements The outcome of the architecture study will be a system-level prehmrnary design that will be executed via a senes of incremental builds accompltshed under competitive contract awards Current cost estimates for a complete modernization of the US NOC software 1s S 140M and would take 5 to 7 years to complete The US NOC System Modern1zat1on effort 1s at least two years from starting

(U) A sole source contract 1s required for the full duration of this effort (Apr 2015 - Apr 2020) to ensure that the reqL11red highly specialized professional services are continuously available to provide m1ss1on support
