II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
A new indefinite delivery indefinite quantity (IOIQ) contract will be awarded under request for proposal (RFP) FA7022-13-R-0001 . to acquire non-personal services for the processing and analyzing of particle samples from Schafer Corporation (known in this document as SVL-2) at Sunol. California (CA).
Contract line items will be included in the basic contract for the following services:
particle processing and analysis to be done on a firm-fixed-price (FFP) basis: equipment upgrades to be negotiated on either a firm-fixed-price (FFP) and CPFF basis as appropriate: research and development (R&D) to be negotiated on a CPFF basis, and travel costs based on cost reimbursement/no fee.

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL ANO OPEN
COMPETITION
10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 .
"Services are available from only one responsible source. and no other services will satisfy agency requirements".
V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR
NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED
ABOVE (APPLICABILITY OF AUTHORITY)
Pursuant to FAR 6.302-1 (a)(2)(iii)(A). the services to be acquired are determined to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the government that is not expected to be recovered through competition.
The planned acquisition is not a "bridge" effort: therefore. this acquisition is for continued performance of highly specialized services.
Only two contractors are known to be capable of performing the required services.
Schafer Corporation (at their SVL-1 and SVL-2 facilities) and Mccrone Associates (MA).
Both of these contractors have been provided Government Furnished Equipment (GFE) to perform the type of services being acquired. The anticipated workload of SVL-1 and MA. will maximize the capacity of those contractors. making them incapable of providing the services required in this acquisition. An increase in their capacities can only be achieved by government or contractor investment in highly specialized. custom-built equipment that is not suitable for any other known sample analysis services.
commercial or otherwise. Neither contractor has ever expressed the intent or desire to provide the required equipment in order to increase their capacities nor does the government intend to purchase any additional equipment to increase capacities at these laboratories. The current companies under contract are at maximum capacity. Schafer has been performing all the services required by this contract action in an outstanding manner for over 12 years.
Accordingly, SVL-2 is the only firm capable of providing the services described in Section flt above without the U.S. Air Force experiencing substantial duplication of cost that cou ld not be expected to be recovered through competition and unacceptable delays in fulfi lling its mission requirements .
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

Other Actions. Literature and Internet searches were conducted. The literature search conducted by the project officer consisted of a review of various trade publications.
brochures and pamphlets obtained at trade shows. reports initiated by authorities cognizant of the requirement. and a forma l search of the Defense Technical Information Center. An extensive Internet search was done on the terms kparticle analysis services," "mass spectrometer particle analysis," "nuclear particle analysis services,'' "nuclear article analysis," and ''particle anal sis".
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED
COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE
The anticipated cost of this acquisition will be considered fair and reasonable based on the following methods: cost analysis will be performed and certified cost and pricing data received; price analysis will be used to some extent after verifying the validity of any comparisons: a technical evaluation will be performed by the project officer who has extensive expertise in the field of environmental analysis. and knowledge of the work to be performed ; and. field pricing assistance will be requested from the cognizant Defense Contract Audit Agency, if information available in-house is inadequate to determine a fair and reasonable price.

As described in Section VI above, market research. in accordance with FAR Part 1 O.
was conducted by synopsis of the proposed acquisition. advising industry of the pending acquisition and soliciting inquiries from interested parties.
