Questions and Answers
NTNF Solicitation No. FA7022-12-R-0005
Question 1 -
Attachment 3, Labor Categories/Hours and Direct/Indirect Rates. Two labor categories, Consultant and Expert Panel Member, are likely to be filled by independent consultants. If consultants are used to perform these tasks, should they be included in the labor rate calculations or should they be priced as ODCs?
Answer: Subcontracted labor rates should be identified as a subcontract cost. You are reminded that FAR 15.404(b)(1) requires the prime contractor to conduct appropriate cost or price analyses to establish the reasonableness of proposed subcontract prices and include the results of these analyses in the price proposal.
Question 2 -
Depending on their level of expertise, Consultants and Expert Panel Members can have chargeable hourly or daily rates with broad variances making it difficult to propose one rate for each category on the Attachment 3. Would the Government consider removing these categories from Attachment 3 and allowing the Consultant and Expert Panel Members to be proposed at the task order level, allowing the costs to be dependent on the type of expertise required for the task order?

Question 3 -
Attachment 4, Performance Work Statement. Paragraph 5.6 specifies contractor travel. The travel specified appears adequate to support the Expert Panel meetings, but little else. Will the consultant supporting the NTNF data evaluation office (paragraph 2.1) be required to travel and, if so, does the government have an estimate of the travel required to support that task?
Answer: The 8 trips identified in the PWS is based on minimal travel for the expert panel members and the consultant.
This is a sixty (60) month IDIQ vehicle with a stated minimum and maximum quantity for award of task orders. RFP Attachment 3 requests a fully loaded labor rate for each labor category for FY13 through FY18. Work will be performed based on individual task orders.
Question 4 -
• What is the Government expecting as completion of Section B?
• Would CLIN 0001 be the grand total of each FY table total consisting of the Hours times the FFP (Fully
Burdened) rates in each FY table?
• With no travel destinations or estimation of trips provided in the PWS, what is the Government expecting as a price for CLIN 0002?
• Would the Government consider a plug amount for CLIN 0002?
Answer: Fill-in not required on CLINs 0001 and 0002 in Section B.
Question 5 -
Based on the restrictions noted in the RFP that all cost data and documentation is to be included in the cost/price volume only, does the Government want this detail of pricing and supporting narrative in the Volume V? If so, will the Government revise the page limit from 10 to 20?
Answer: “Only “ has been removed from L-III, para 1.2.2. Page limit in Volume 5 remains unchanged. See Amendment 1.
Question 6 -
Please clarify how the proposal should be submitted in its electronic version on a CD.
In the RFP on page 68, Table 1.2 calls for "Electronic: 1 copy" but is listed with each volume, understanding that each volume is to have its own CD.
In the RFP on page 69, section 1.3 (a) "Each CD-ROM case and the CD-ROM itself must be labeled …" Understanding each volume has its own CD.
In the RFP on page 70, section 1.3 (e) "Each volume of the electronic proposal shall be in its own subdirectory on the CD-ROM, sequentially labeled Volume 1 through Volume 4."
Understanding here is we only submit 1 CD that contains all the volumes on it; however, there are 5 volumes so which volume does not go on the CD (Past Performance or Cost/Price)?
Answer: All Volumes 1 through 5 will be on one (1) CD. See Amendment 2.
Question 7-
Attachment 3 has 6 tables for completion, FY13 through FY18. All 6 tables have the same amount of hours leading one to believe they are each for 12 months of support, which would equate to six (6) years of pricing. Section M-II d. (3) The Government will evaluate the affordability of each offeror’s Cost/Price proposal by comparing the offeror’s TEP (Attachment 3) to the contract ceiling. Is the contract ceiling of $4.5M the estimate for the 60 month IDIQ, (5 years) or the TEP which covers 6 years?
Answer: The contract ceiling of $4.5M is the estimate for the 60 month IDIQ (5 years).
Question 8 –
Does the offeror have to use the hours as indicated on the Attachment 3 in its proposal response?
Answer: Yes
