SUMMARY OF REQUIREMENTS

DESCRIPTION of SERVICES The Air Force Departmental Publishing Office (AFDPO) is responsible for Air Force-wide administrative publications and forms support. This support ranges from publications and forms development, life-cycle management to accessibility to both physical and electronic products. The Air Force Publishing requires a warehouse distribution facility and operation necessary to provide physical products warehousing and distribution support. The operation will support the control, receipt, storage, shipment, issue, accounting, inventory management, and disposition of physical information products in the Air Force inventory.

1. Facility Requirements. The Contractor shall provide an appropriate bonded (i.e., certificate of liability insurance) warehouse facility that can accommodate the listed estimated workload; office space to accommodate two (2) on-site government employees, in addition to Contractor employee office requirements; adequate storage space, and loading docks for pickup and delivery. Publishing products must be protected from weather at all times and should never be stored comingled with other documents/products. The facility must be cleared/configured to store and process restricted products to include accountable material. Facility square footage must not exceed 6000 square feet.

2. Storage Space. The facility must include adequate space to secure accountable products. The facility should accommodate stacking, which will reduce square footage requirements. Warehouse space should have access to outside with truck loading docks with dock shelters and dock levelers.

3. Order Desk Requirement. The Contractor shall establish procedures for receiving and responding to requests from customers that do not have access to the e-Publishing or an on-line ordering system. Procedures must address processing period, hours of operations, to exclude weekends and federal holidays. Electronic publishing provides for online requisitions and requirements; however, nonconnected customers may submit requests through email, fax, mail, and telephone to the order desk. The Contractor shall be responsible for processing all requests regardless of method of receipt.

4. Disposition of Reported Excesses. The Contractor shall contact the Publishing Center Administrator for disposition instructions of customer excess stock.

5. Warehouse Management System (WMS). Contractor shall keep current inventory totals, receipt data, initial distribution information, order processing data, customer accounts, and any other pertinent data maintained in the WMS.

6. SYNCADA global financial supply chain system. The Contractor shall utilize the SYNCADA website at https://portal.syncada.com/Syncada/Login.aspx to manage freight shipments.

7. Administrative Support. The Contractor shall establish administrative control procedures that will ensure the proper control over all correspondence, electronic messages, and other communications that are received by the AFPDC. Contactor shall document the administrative control procedures developed. The Government shall have unrestricted and indefinite rights to use those procedures.

8. Shipment and Control of Testing Materials. The sensitive nature of these materials requires that they be controlled, shipped, accounted for, and destroyed in accordance with rigid requirements. Items within this category that are designated CONTROLLED ITEMS require special packaging of shipments, must be shipped by Registered Mail, must be receipted for, can be issued only to authorized Test Control Officers (TCOs), and require Certificates of Destruction when they are destroyed.

9. Filling Requisitions. The Contractor shall develop and follow production procedures and controls, which will ensure that requisitions are filled and material shipped according to the processing times stated herein. The variable nature of requisitions input to the AFPDC requires that The Contractor adjust production capability to assure production schedules are met.

10. Receiving. The Contractor shall execute necessary procedures for ensuring accurate recording of all material delivered to the AFPDC. The Contractor shall operate that portion of the CONUS Freight Management System (CFMS) and the Warehouse Management System (WMS), which pertains to receiving (inbound) shipments at the AFPDC.

11. Packaging and Shipping. The Contractor shall operate that portion of the CONUS Freight Management System or other electronic processes that supports outbound shipments from the AFPDC. Establish shipping procedures that are based on sound principles of traffic management and good shipping practices to ensure that material is packed properly and is moved efficiently and economically to proper destination.

12. Inventory. The Contractor shall perform regular and special inventories to ensure that quantities on hand in the warehouse agree with balances recorded on property records.

13. Disposal and Salvage. The Contractor shall dispose of and salvage information products based on written instructions furnished by government representative.

WORKLOAD ESTIMATES

Following is the estimated (projected) workload for the contract period. Where possible, areas of fluctuation are shown. The quantities of output to be furnished by The Contractor as stated herein are estimates and as such are subject to variation, within a net variation of plus or minus twenty (20) percent from the estimates stated in this technical exhibit.

General Capability Questions:

A. Describe your company’s experience with distribution warehouseing and processing systems comparable to the description on pages one and two of this document. Include a brief description of the work performed or product delivered, dates, and agency/organization supported. Additionally, please indicate if your company is a small business or is a member of any other socio-economic program.

B. Are there requirements described herein that would currently preclude your company from being able to develop a viable solution to our requirement?

C. For this requirement, what do you consider are the most critical criteria that would distinguish one company’s capabilities from/over another? Please explain.

D. Does your company foresee any difficulties in delivering a publications development and processing system that would meet the requirements indicated?

E. What is the typical lead time after contract award until full operational capability?

F. Where has your product(s) been sold, or leased to the general public or where has it been offered for sale, or eased to the general public? (I.e. open market, GSA Advantage, etc.).

G. Describe your standard warranty and return process for goods and services furnished to the government for items similar in nature to this requirement.

H. What additional interfaces need to be identified?
