About this file
This is a presentation file from a Virtual Industry Day/Preproposal Conference for the Strategic Plans and Policy Support Services (SPPSS) requirement hosted by the U.S. Air Force, Headquarters District Washington (AFDW/PK). The conference, held on March 27, 2026, introduces industry to the upcoming acquisition for technical, analytical, operational, programmatic, and planning subject matter expertise support for AF/A10 and the Integrated Air and Missile Defense (IAMD) Branch. Key service areas include arms control compliance, nuclear enterprise support, countering weapons of mass destruction (CWMD), biodefense support, legislative support, nuclear posture review analysis, international treaties and agreements, CBRN technical analysis, emerging deterrence issues research, and program management support. The contract will be awarded as a single task order off the GSA OASIS+ Unrestricted vehicle, structured as a Cost Plus Fixed Fee (CPFF) with cost-reimbursable CLINs for travel and other direct costs, with a base period of 12 months (July 27, 2026 – July 26, 2027) followed by four 12-month option periods and a potential six-month extension period. The total performance period spans approximately 5.5 years.
The solicitation is scheduled for release on April 15, 2026, with proposals due May 15, 2026, technical and past performance evaluation completion by May 29, 2026, competitive range determination by June 3, 2026, and contract award on July 24, 2026, with performance commencing July 27, 2026. Evaluation will use best value tradeoff procedures with technical factors (technical approach, staffing and management plan, and small business participation plan) significantly more important than cost. Small business subcontracting requirements include 20 percent total task order value participation with specific set-asides of 5 percent for small disadvantaged businesses, 5 percent for woman-owned small businesses, 3 percent for HUBZone small businesses, and 3 percent for service-disabled veteran-owned small businesses. Proposals must include a 40-page technical approach, 35-page staffing and management approach, cost/price narrative with disclosure documents, certified cost pricing data when requested, and a detailed cost spreadsheet with labor rates aligned to OASIS+ categories, proposed hours and skill mix including global support coverage, and pricing for the base period plus all four option years. The contractor must maintain a Top Secret facility clearance and support global operations including Hawaii and Europe.
