Federal Supply Schedule Sole Source Justification (SSJ)
This document is a Federal Supply Schedule (FSS) Sole Source Justification for awards above the Simplified Acquisition Threshold (SAT). The contracting activity is the Air Force District of Washington (AFDW)/PKH for the A1 DTA Manage Cloud Services (MCE) Bridge for Managed Support Services. The Government seeks to extend managed services support for the A1 Multi-Cloud Ecosystem, a mission-critical cloud environment providing underlying infrastructure for Department of the Air Force personnel, manpower, and mission-support systems and applications. The requirement includes continued operations, sustainment, maintenance, optimization, technical improvement, and management of the existing A1 cloud landing zone and associated infrastructure to maintain availability, reliability, security, and operational continuity of applications including the Military Personnel Data System, LeaveWeb, and other personnel management and benefits systems.
The justification invokes GSAR 538.7104-3(b)(ii), establishing that only one source (Science Applications International Corporation—SAIC) is capable of providing the required services at the necessary quality level because the services are unique and highly specialized. SAIC currently provides managed services support for the A1 MCE and possesses extensive knowledge of the A1 Enclave's cloud architecture, operational dependencies, security protocols, and mission-critical applications. The Government proposes adding FAR clause 52.217-8, Option to Extend Services, to Task Order FA7014-26-F-0064 under General Services Administration Multiple Award Schedule Contract 47QRA25D0052. The extension is limited to the period necessary to maintain service continuity while the Government completes an ongoing competitive follow-on acquisition. The Government has actively pursued competition and intends to continue the competitive acquisition for long-term requirements. The transition of these highly specialized services to a new contractor would require 90 to 120 days for credentialing, system access, architecture familiarization, and knowledge transfer—a timeframe incompatible with the compressed schedule before the existing bridge support expires.
